The Quakers suffered several persecutions under Charles II; not upon a religious account, but for refusing to pay the tithes, for "theeing" and "thouing" the magistrates, and for refusing to take the oaths enacted by the laws.
At length Robert Barclay, a native of Scotland, presented to the king, in 1675, his "Apology for the Quakers"; a work as well drawn up as the subject could possibly admit. The dedication to Charles II, instead of being filled with mean, flattering encomiums, abounds with bold truths and the wisest counsels. "Thou hast tasted," says he to the king, at the close of his "Epistle Dedicatory," "of prosperity and adversity: thou hast been driven out of the country over which thou now reignest, and from the throne on which thou sittest: thou hast groaned beneath the yoke of oppression; therefore hast thou reason to know how hateful the oppressor is both to God and man. If, after all these warnings and advertisements, thou dost not turn unto the Lord, with all thy heart; but forget Him who remembered thee in thy distress, and give thyself up to follow lust and vanity, surely great will be thy guilt, and bitter thy condemnation. If anyone or everyone else would be called liars for claiming such things without any evidentiary basis then why make exceptions for evangelists? For these charlatans are obviously liars too! The clergy are in the same category of questionable credibility as are commissioned salesmen, politicians, and military recruiters.”

Does the future wlfare, therefore, of mankind depend of a refusal of science and a more intensive study of the Sermon on the Mount? There are others who hold the contray opinion, that more and more of science and its applications alone can bring prosperity and happiness to men. Both of these extremes views seem to me entirely wrong - though the second is the more perilous as more likely to be commonly accepted. The so-called conflict between science and religion is usually about words, too often the words of their unbalanced advocates: the reality lies somewhere in between. "Completeness and dignity", to use Tyndall's phrase, are brought to man by three main channels, first by the religiouos sentiment and its embodiment of ethical principles, secondly by the influence of what is beautiful in nature, human personality, or art, and thirdly, by the pursuit of scientific truth and its resolute use in improving human life. Some suppose that religion and beauty are incompatible: others, that the aesthetic has no relation to the scientific sense: both seem to me just as mistaken as those who hold that the scientific and the religious spirit are necessarily opposed. Co-operation is required, not conflict: for science can be used to express and apply the principles of ethics, and those principles themselves can guide the behaviour of scientific men: while the appreciation of what is good and beautiful can provide to both a vision of encouragement. Is there really then any special ethical dilemma which we scientific men, as distinct from other people, have to meet? I think not: unless it be to convince ourselves humbly that we are just like others in having moral issues to face. It is true that integrity of thought is the absolute condition of oour work, and that judgments of value must never be allowed to deflect our judgements of fact. But in this we are not unique. It is true that scientific research has opened up the possibility of unprecedented good, or unlimited harm, for manking: but the use is made of it depends in the end on the moral judgments of the whole community of men. If they considered Great Britain as a target at which all these proposals for modification and rectification would be addressed, he thought it would occur to their Chamber that it would not altogether add to the harmony of those relations to have these shifting tariffs existing between Great Britain and her colonies. (Cheers)…He thought we should have some form of direct representation from the colonies to guide us and advise us with regard to this question of tariffs…Under a system of free trade every branch of industry did not prosper. He was interested in the landed industry (hear), and he did not know that the land industry had prospered particularly under free trade…he thought it could not be denied that under a system of free trade large tracts of country had been turned out of cultivation, that our own food supply had been diminished, and that the population which had been reared in the rural districts had ceased to be reared in those districts…he was not a person who believed that free trade was part of the Sermon on the Mount, and that we ought to receive it in all its rigidity as a divinely-appointed dispensation.”

“There is no. man, there is no people, without a God. That God may be a visible idol, carved of wood or stone, to which sacrifice is offered in the forest, in the temple, or in the market-place; or it may be an invisible idol, fashioned in a man's own image and worshipped ardently at his own personal shrine. Somewhere in the universe there is that in which each individual has firm faith, and on which he places steady reliance. The fool who says in his heart "There is no God" really means there is no God but himself. His supreme egotism, his colossal vanity, have placed him at the center of the universe which is thereafter to be measured and dealt with in terms of his personal satisfactions. So it has come to pass that after nearly two thousand years much of the world resembles the Athens of St. Paul's time, in that it is wholly given to idolatry; but in the modern case there are as many idols as idol worshippers, and every such idol worshipper finds his idol in the looking-glass. The time has come once again to repeat and to expound in thunderous tones the noble sermon of St. Paul on Mars Hill, and to declare to these modern idolaters "Whom, therefore, ye ignorantly worship, Him declare I unto you."
There can be no cure for the world's ills and no abatement of the world's discontents until faith and the rule of everlasting principle are again restored and made supreme in the life of men and of nations. These millions of man-made gods, these myriads of personal idols, must be broken up and destroyed, and the heart and mind of man brought back to a comprehension of the real meaning of faith and its place in life. This cannot be done by exhortation or by preaching alone. It must be done also by teaching; careful, systematic, rational teaching, that will show in a simple language which the uninstructed can understand what are the essentials of a permanent and lofty morality, of a stable and just social order, and of a secure and sublime religious faith.
Here we come upon the whole great problem of national education, its successes and its disappointments, its achievements and its problems yet unsolved. Education is not merely instruction far from it. It is the leading of the youth out into a comprehension of his environment, that, comprehending, he may so act and so conduct himself as to leave the world better and happier for his having lived in it. This environment is not by any means a material thing alone. It is material of course, but, in addition, it is intellectual, it is spiritual. The youth who is led to an understanding of nature and of economics and left blind and deaf to the appeals of literature, of art, of morals and of religion, has been shown but a part of that great environment which is his inheritance as a human being. The school and the college do much, but the school and the college cannot do all. Since Protestantism broke up the solidarity of the ecclesiastical organization in the western world, and since democracy made intermingling of state and church impossible, it has been necessary, if religion is to be saved for men, that the family and the church do their vital cooperative part in a national organization of educational effort. The school, the family and the church are three cooperating educational agencies, each of which has its weight of responsibility to bear. If the family be weakened in respect of its moral and spiritual basis, or if the church be neglectful of its obligation to offer systematic, continuous and convincing religious instruction to the young who are within its sphere of influence, there can be no hope for a Christian education or for the powerful perpetuation of the Christian faith in the minds and lives of the next generation and those immediately to follow. We are trustees of a great inheritance. If we abuse or neglect that trust we are responsible before Almighty God for the infinite damage that will be done in the life of individuals and of nations…. Clear thinking will distinguish between men's different associations, and it will be able to render unto Caesar the things which are Caesar's, and to render unto God the things which are God's.”
