Being at peace means young fathers and mothers can live and enjoy free trade, not only among themselves but with the world, instead of dying capriciously and unnecessarily, for political gain or to line the pockets of those who profit from their sacrifice.
History teaches us that the key elements to prosperity are freedom and peace. You don’t go to war with people you like, or with people you know, or with people with whom you are trading and doing business. Even after our fledgling republic was nearly torn asunder in civil war which literally pitted brother against brother and nearly destroyed the South, our reunited nation and all its people advanced and prospered after peace was restored.”

And what if democracy turns out not to produce a government that limits itself to those activities? Then, Hayek says, so much the worse for democracy. A Pinochet is then called for to, in a Lykourgan moment, minimalize the state. After social democracy has been leveled and the rubble cleared away, then–perhaps–a limited range of issues can be discussed and debated by a–limited–restored democracy, with some kind of group of right-wing army officers descended from latifundistas Council of Guardians in the background to ensure that property remains sacred and protected, and the government small enough to fit in a bathtub. […] Hayek was formed in Austria. From his perspective the property and enterprise respecting Imperial Habsburg government of Franz Josef eager to make no waves, to hold what it has, and to keep the lid off the pressure cooker appears not unattractive. This is especially so when you contrasted would be really existing authoritarian alternatives: anti-Semitic populist demagogue mayors of Vienna; nationalist Serbian or Croatian politicians interested in maintaining popular legitimacy by waging class war or ethnic war; separatists who seek independence and then one man, one vote, one time. An “authoritarian” after the manner of Franz Josef looks quite attractive in this context–and if you convince yourself but they are as dedicated to small government neoliberalism as you are, and that the Lykourgan moment of the form will be followed by soft rule and popular assent, so much the better. And if the popular assent is not forthcoming? Then Hayek can blame the socialists, and say it is their fault for not understanding how good a deal they are offered.”

Certainly all the evils of the government were therein brought to light in all their nakedness; it was now not merely notorious but, so to speak, judicially established, that among the governing lords of Rome everything was treated as venal--the treaty of peace and the right of intercession, the rampart of the camp and the life of the soldier; the African had said no more than the simple truth, when on his departure from Rome he declared that, if he had only gold enough, he would undertake to buy the city itself. But the whole external and internal government of this period bore the same stamp of miserable baseness. In our case the accidental fact, that the war in Africa is brought nearer to us by means of better accounts than the other contemporary military and political events, shifts the true perspective; contemporaries learned by these revelations nothing but what everybody knew long before and every intrepid patriot had long been in a position to support by facts. The circumstance, however, that they were now furnished with some fresh, still stronger and still more irrefutable, proofs of the baseness of the restored senatorial government--a baseness only surpassed by its incapacity--might have been of importance, had there been an opposition and a public opinion with which the government would have found it necessary to come to terms. But this war had in fact exposed the corruption of the government no less than it had revealed the utter nullity of the opposition. It was not possible to govern worse than the restoration governed in the years 637-645; it was not possible to stand forth more defenceless and forlorn than was the Roman senate in 645: had there been in Rome a real opposition, that is to say, a party which wished and urged a fundamental alteration of the constitution, it must necessarily have now made at least an attempt to overturn the restored senate. No such attempt took place; the political question was converted into a personal one, the generals were changed, and one or two useless and unimportant people were banished. It was thus settled, that the so-called popular party as such neither could nor would govern; that only two forms of government were at all possible in Rome, a -tyrannis- or an oligarchy; that, so long as there happened to be nobody sufficiently well known, if not sufficiently important, to usurp the regency of the state, the worst mismanagement endangered at the most individual oligarchs, but never the oligarchy; that on the other hand, so soon as such a pretender appeared, nothing was easier than to shake the rotten curule chairs. In this respect the coming forward of Marius was significant, just because it was in itself so utterly unwarranted. If the burgesses had stormed the senate-house after the defeat of Albinus, it would have been a natural, not to say a proper course; but after the turn which Metellus had given to the Numidian war, nothing more could be said of mismanagement, and still less of danger to the commonwealth, at least in this respect; and yet the first ambitious officer who turned up succeeded in doing that with which the older Africanus had once threatened the government,(16) and procured for himself one of the principal military commands against the distinctly- expressed will of the governing body. Ancient, nobler ways. It is a lovely image... and pretty much a lie. John Perlin, in his book A Forest Journey, tells how each prior culture, from tribal to pastoral to urban, wreaked calamities upon its own people and environment. I have been to Easter Island and seen the desert its native peoples wrought there. The greater harm we do today is due to our vast power and numbers, not something intrinsically vile about modern humankind.
Technology produces more food and comfort and lets fewer babies die. “Returning to older ways” would restore some balance all right, but entail a holocaust of untold proportion, followed by resumption of a kind of grinding misery never experienced by those who now wistfully toss off medieval fantasies and neolithic romances. A way of life that was nasty, brutish, and nearly always catastrophic for women.
That is not to say the pastoral image doesn’t offer hope. By extolling nature and a lifestyle closer to the Earth, some writers may be helping to create the very sort of wisdom they imagine to have existed in the past. Someday, truly idyllic pastoral cultures may be deliberately designed with the goal of providing placid and just happiness for all, while retaining enough technology to keep existence decent.
But to get there the path lies forward, not by diving into a dark, dank, miserable past. There is but one path to the gracious, ecologically sound, serene pastoralism sought by so many. That route passes, ironically, through successful consummation of this, our first and last chance, our scientific age.”

“The fact that he was a Lorrainer, born and brought up in sight of the German eagle waving over the ravished provinces of France, bred in him an implacable enmity for Germany and all Germans. Anti-clericalism was with him a conviction; anti-Germanism was a passion. That gave him a special hold on France that had been ravaged by the German legions in the Great War. It was a disaster to France and to Europe. Where a statesman was needed who realised that if it is to be wisely exploited victory must be utilised with clemency and restraint, Poincaré made it impossible for any French Prime Minister to exert these qualities. He would not tolerate any compromise, concession or conciliation. He was bent on keeping Germany down. He was more responsible than any other man for the refusal of France to implement the disarmament provisions of the Treaty of Versailles. He stimulated and subsidised the armaments of Poland and Czecho-Slovakia which created such a ferment of uneasiness in disarmed Germany. He encouraged insurrection in the Rhineland against the authority of the Reich. He intrigued with the anti-German elements in Britain to thwart every effort in the direction of restoring goodwill in Europe and he completely baffled Briand's endeavour in that direction. He is the true creator of modern Germany with its great and growing armaments, and should this end in another conflict the catastrophe will have been engineered by Poincaré. His dead hand lies heavy on Europe to-day.”
