There can be no cure for the world's ills and no abatement of the world's discontents until faith and the rule of everlasting principle are again restored and made supreme in the life of men and of nations. These millions of man-made gods, these myriads of personal idols, must be broken up and destroyed, and the heart and mind of man brought back to a comprehension of the real meaning of faith and its place in life. This cannot be done by exhortation or by preaching alone. It must be done also by teaching; careful, systematic, rational teaching, that will show in a simple language which the uninstructed can understand what are the essentials of a permanent and lofty morality, of a stable and just social order, and of a secure and sublime religious faith.
Here we come upon the whole great problem of national education, its successes and its disappointments, its achievements and its problems yet unsolved. Education is not merely instruction far from it. It is the leading of the youth out into a comprehension of his environment, that, comprehending, he may so act and so conduct himself as to leave the world better and happier for his having lived in it. This environment is not by any means a material thing alone. It is material of course, but, in addition, it is intellectual, it is spiritual. The youth who is led to an understanding of nature and of economics and left blind and deaf to the appeals of literature, of art, of morals and of religion, has been shown but a part of that great environment which is his inheritance as a human being. The school and the college do much, but the school and the college cannot do all. Since Protestantism broke up the solidarity of the ecclesiastical organization in the western world, and since democracy made intermingling of state and church impossible, it has been necessary, if religion is to be saved for men, that the family and the church do their vital cooperative part in a national organization of educational effort. The school, the family and the church are three cooperating educational agencies, each of which has its weight of responsibility to bear. If the family be weakened in respect of its moral and spiritual basis, or if the church be neglectful of its obligation to offer systematic, continuous and convincing religious instruction to the young who are within its sphere of influence, there can be no hope for a Christian education or for the powerful perpetuation of the Christian faith in the minds and lives of the next generation and those immediately to follow. We are trustees of a great inheritance. If we abuse or neglect that trust we are responsible before Almighty God for the infinite damage that will be done in the life of individuals and of nations…. Clear thinking will distinguish between men's different associations, and it will be able to render unto Caesar the things which are Caesar's, and to render unto God the things which are God's.”

This state of things continued for nearly two centuries and a half till the Mughals established a stable and durable empire in the second half of the sixteenth century A. D.””

Ages ago a savage mode of keeping accounts on notched sticks was introduced into the Court of Exchequer, and the accounts were kept, much as Robinson Crusoe kept his calendar on the desert island. In the course of considerable revolutions of time, the celebrated Cocker was born, and died; Walkinghame, of the Tutor's Assistant, and well versed in figures, was also born, and died; a multitude of accountants, book-keepers and actuaries, were born, and died. Still official routine inclined to these notched sticks, as if they were pillars of the constitution, and still the Exchequer accounts continued to be kept on certain splints of elm wood called "tallies." In the reign of George III an inquiry was made by some revolutionary spirit, whether pens, ink, and paper, slates and pencils, being in existence, this obstinate adherence to an obsolete custom ought to be continued, and whether a change ought not to be effected.
All the red tape in the country grew redder at the bare mention of this bold and original conception, and it took till 1826 to get these sticks abolished. In 1834 it was found that there was a considerable accumulation of them; and the question then arose, what was to be done with such worn-out, worm-eaten, rotten old bits of wood? I dare say there was a vast amount of minuting, memoranduming, and despatch-boxing on this mighty subject. The sticks were housed at Westminster, and it would naturally occur to any intelligent person that nothing could be easier than to allow them to be carried away for fire-wood by the miserable people who live in that neighbourhood. However, they never had been useful, and official routine required that they never should be, and so the order went forth that they were to be privately and confidentially burnt. It came to pass that they were burnt in a stove in the House of Lords. The stove, overgorged with these preposterous sticks, set fire to the panelling; the panelling set fire to the House of Lords; the House of Lords set fire to the House of Commons; the two houses were reduced to ashes; architects were called in to build others; we are now in the second million of the cost thereof, the national pig is not nearly over the stile yet; and the little old woman, Britannia, hasn't got home to-night…. The great, broad, and true cause that our public progress is far behind our private progress, and that we are not more remarkable for our private wisdom and success in matters of business than we are for our public folly and failure, I take to be as clearly established as the sun, moon, and stars.”

“Nothing is more perishable than worn-out apparel, yet, thanks to documentary evidence, to the custom of burying people of high rank in their robes, and to the practice of wrapping up relics of saints in pieces of precious stuffs, we are enabled to form a veiy good idea of what these stuffs were like and where they came from. In the first instance they appear to have come from Byzantium, and from the East generally; but the manufacture afterwards extended to Sicily, and received great impetus at the Norman conquest of that island; Roger I. even transplanting Greek workmen from the towns sacked by his army, and settling them in Sicily. Of course many of the workers would be Mohammedans, and the old patterns, perhaps with the addition of sundry animals, would still continue in use; hence the frequency of Arabic inscriptions in the borders, the Cufic character being one of the most ornamental ever used. In the Hotel de Clu^ny at Paris are preserved the remains of the vestments of a bishop of Bayonne, found when his sepulchre was opened in 1853, the date of the entombment being the twelfth century. Some of these remains are cloth of gold, but the most remarkable is a very deep border ornamented with blue Cufic letters on a gold ground; the letters are fimbriated with white, and from them issue delicate red scrolls, which end in Arabic sort of flowers: this tissue probably is pure Eastern work. On the contrary, the coronation robes of the German emperors, although of an Eastern pattern, bear inscriptions which tell us very clearly where they were manufactured: thus the Cufic characters on the cope inform us that it was made in the city of Palermo in the year 1133, while the tunic has the date of 1181, but then the inscription is in the Latin language. The practice of putting Cufic inscriptions on precious stuffs was not confined to the Eastern and Sicilian manufactures; in process of time other Italian cities took up the art, and, either because it was the fashion, or because they wished to pass off" their own work as Sicilian or Eastern manufacture, imitations of Arabic characters are continually met with, both on the few examples that have come down to us of the stuffs themselves, or on painted statues or sculptured effigies. These are the inscriptions which used to be the despair of antiquaries, who vainly searched out their meaning until it was discovered that they had no meaning at all, and that they were mere ornaments. Sometimes the inscriptions appear to be imitations of the Greek, and sometimes even of the Hebrew. The celebrated ciborium of Limoges work in the Louvre, known as the work of Magister G. Alpais, bears an ornament around its rim which a French antiquary has discovered to be nothing more than the upper part of a Cufic word repeated and made into a decoration.”

From this point of view, the political homogeneity of the electorate is crucial. What we do not, as yet, know is whether the voting behaviour of our altered population will be able to use the majority vote as a political instrument and not as a means of self-identification, self-assertion and self-enumeration. It may be that the United Kingdom will escape the political consequences of communalism; but communalism and democracy, as the experience of India demonstrates, are incompatible. That is the spectre which the Conservative party's policy of assisted repatriation in the 1960s aimed to banish; but time and events have swept over and passed the already outdated remedies of the 1960s. We are entering unknown territory where the only certainty for the future is the relative increase of the ethnic minority due to the age structure of that population which has been established.”

Chhattisgarh and Uttaranchal, for instance, do not find any mention in the report of the States Reorganisation Commission that was submitted 45 years ago. What is intriguing about Uttaranchal is that it has given three great chief ministers to Uttar Pradesh in the past 50 years - Govind Ballabh Pant, Hemvati Nandan Bahuguna and Narain Dutt Tiwari - and yet the region felt neglected. Similarly, Chhattisgarh produced many noted political leaders, three of whom - Ravi Shankar Shukla, Shyama Charan Shukla and Motilal Vora - became chief ministers of Madhya Pradesh. Two other chief ministers, D. P. Mishra and Arjun Singh, contested from Chhattisgarh. Yet this region too felt unwanted. New voices are being heard. Fresh demands for Bodoland out of Assam, Vidarbha out of Maharashtra, Gorkhaland out of West Bengal and Telengana out of Andhra Pradesh are being made. And since Uttaranchal does not solve the problem of Uttar Pradesh's simply ungovernable size, some cries for a further break-up of India's most populous state are also being raised.”

“Editions and Revisions. The printed Bible text of Luther had the same fate as the written text of the old Itala and Jerome's Vulgate. It passed through innumerable improvements and mis-improvements. The orthography and inflections were modernized, obsolete words removed, the versicular division introduced (first in a Heidelberg reprint, 1568), the spurious clause of the three witnesses inserted in 1 John 5:7 (first by a Frankfurt publisher, 1574), the third and fourth books of Ezra and the third book of the Maccabees added to the Apocrypha, and various other changes effected, necessary and unnecessary, good and bad. Elector August of Saxony tried to control the text in the interest of strict Lutheran orthodoxy, and ordered the preparation of a standard edition (1581). But it was disregarded outside of Saxony.
Gradually no less than eleven or twelve recensions came into use, some based on the edition of 1545, others on that of 1546. The most careful recension was that of the Canstein Bible Institute, founded by a pious nobleman, Carl Hildebrand von Canstein (1667-1719) in connection with Francke's Orphan House at Halle. It acquired the largest circulation and became the textus receptus of the German Bible.
With the immense progress of biblical learning in the present century, the desire for a timely revision of Luther's version was more and more felt. Revised versions with many improvements were prepared by Joh.- Friedrich von Meyer, a Frankfurt patrician (1772-1849), and Dr. Rudolf Stier (1800-1862), but did not obtain public authority.
At last a conservative official revision of the Luther Bible was inaugurated by the combined German church governments in 1863, with a view and fair prospect of superseding all former editions in public use.”

The details of the system have been very largely modified as time went on, and a consecutive plan, such as Mr. Metcalfe proposed, would have been of great assistance to us in carrying out our system. There are certain points, however, in Mr. Metcalfe's plan, which I think our experience shows to be somewhat objectionable. He issues to each of the men a book, something like a check-book, containing sheets which they tear out, and return to the office after stating on them the work which they have done. We have found that any record which passes through the average workman's hands, and which he holds for any length of time, is apt either to be soiled or torn. We have, therefore, adopted the system of having our orders sent from the central office to the small offices in the various departments of the works, in each of which there is a clerk who takes charge of all orders received from, and records returned to, the central office, as well as of all records kept in the department.”
