“Jacques Spex had explained to Ieyasu the methods of Spain and Portugal and in 1612 Henrick Brower presented to the Shogun a memorandum on Spanish and Portuguese methods of conquest. In the time of the second Tokugawa Shogun (Hidetada) the European nations were themselves denouncing each other's imperialist intentions. The Japanese converts had, as elsewhere, shown that their sympathies were with their foreign mentors and for this they had to pay a very heavy price. The Christian rebellion of 1637 in Shembara disclosed this danger to the Shogun. It took a considerable army and a costly campaign to put down the revolt which was said to have received support from the Portuguese. The Japanese were also fully informed of the activities of the Portuguese, the Dutch, the Spaniards and the English in the islands of the Pacific especially in the Philippines, the Moluccas and Java ‑ and these had taught them the necessity of dealing with the foreigners firmly and of denying them an opportunity to gain a foothold on Japanese territory. In 1615 the Japanese sent a special spy to the southern regions to report on the activities of the Europeans there. They were strengthened by the information that reached them in 1622 of a Spanish plan to invade Japan itself. By the beginning of the seventeenth century Spain had consolidated her position in the Philippines, where she maintained a considerable naval force. Japan was the only area in the Pacific which Spain could attack without interfering with Portuguese claims or the Papal distribution of the world which in her own interests she was bound to uphold. It seemed natural to the Spaniards that they should undertake this conquest. The reaction of the Shogunate was sharp and decisive. All Spaniards in Japan were ordered to be deported, the firm policy of eliminating the converts was put into effect and a few years later the country was closed to the Western nations.”

This brings administration into apparent conflict with certain elements of the value scale of politics, whether we use that term in its scientific or in its popular sense. But both public administration and politics are branches of political science, so that we are in the end compelled to mitigate the pure concept of efficiency in the light of the value scale of politics and the social order. There are, for example, highly inefficient arrangements like citizen boards and small local governments which may be necessary in a democracy as educational devices. It has been argued also that the spoils system, which destroys efficiency in administration, is needed to maintain the political party, that the political party is needed to maintain the structure of government, and that without the structure of government, administration itself will disappear. While this chain of causation has been disproved under certain conditions, it none the less illustrates the point that the principles of politics may seriously affect efficiency. Similarly in private business it is often true that the necessity for immediate profits growing from the system of private ownership may seriously interfere with the achievement of efficiency in practice.”

The theme of the arbitrary, thus, is turned away from its most fruitful paths (formalization) toward a hierarchizing teleology:… One finds exactly the same gesture and the same concepts in Hegel. The contradiction between these two moments of the Course is also marked by Saussure's recognizing elsewhere that "it is not spoken language that is natural to man, but the faculty of constituting a language, that is, a system of distinct signs …," that is, the possibility of the code and of articulation, independent of any substance, for example, phonic substance.”

It is true that to deprive the workman of his just wage is not only a sin, but a sin that cries to heaven for vengeance. When one hinders social advance by putting barriers in the way of the diligent and the talented, one not only commits a personal injustice, but damages the common good of the whole nation, which always requires a genuine elite of ability and the contribution of extraordinary brainpower in every walk of life. And it would be socially unjust if a few individuals or certain groups had so much material wealth that, in consequence of this concentration of property and income, other classes had to live not only in povery, but in misery. Whoever lives in real abundance has a Christian duty to assist those living in wrechedness. Before we proceed, however, let us affirm that the notion of misery is different from that of poverty. Péguy has already drawn the distinction between pauvreté and misère. To live in misery means to suffer genuine physical privation: to know cold and hunger, to have no proper dwelling, to be dressed in rags, to be unable to secure medical attention. The poor, by contrast, have the necessities of life, but scarcely any more. They can borrow books, no doubt, but cannot buy them; they can hear music on the radio, but cannot afford a ticket to a concert; they cannot indulge in little extras of food and drink, but should, by self-discipline, be able to save a little. The poor have, therefore, the normal material preconditions for happiness — unless plagued by acquisitiveness or even envy, which has become a political force in the same measure as people have lost their faith. The fact that there are happy poor (alongside unhappy rich people) is beside the point. Demagogues know how to stir up terrible and murderous unrest even among the happy poor, as has been demonstrated clearly by the history of the left from Marat to Marx to Lenin to Hitler.”

“To approach Bach, one has to realize that 100 years after Bach’s death, Bach and his music totally had been forgotten. Even while he was still alive, Bach himself believed in the polyphonic power and the resulting symmetric architectures of well-proportioned music. But this had been an artificial truth - even for him. Other composers, including his sons, already composed in another style, where they found other ideals and brought them to new solutions. The spirit of the time already had changed while Bach was still alive. A hundred years later, it was Mendelssohn who about 1850 discovered Bach anew with the performance of the St. Matthew Passion. Now a new renaissance began, and the world learned to know the greatness of Bach. To become acquainted with Bach, many transcriptions were done. But the endeavors in rediscovering Bach had been - stylistically - in a wrong direction. Among these were the orchestral transcriptions of Leopold Stokowski, and the organ interpretations of the multitalented Albert Schweitzer, who, one has to confess, had a decisive effect on the rediscovery of Bach. All performances had gone in the wrong direction: much too romantic, with a false knowledge of historic style, the wrong sound, the wrong rubato, and so on. The necessity of artists like Rosalyn Tureck and Glenn Gould - again 100 years later - has been understandable: The radicalism of Glenn Gould pointed out the real clarity and the internal explosions of the power-filled polyphony in the best way. This extreme style, called by many of his critics refrigerator interpretations, however really had been necessary to demonstrate the right strength to bring out the architecture in the right manner, which had been lost so much before. I’m convinced that the style Glenn Gould played has been the right answer. But there has been another giant: it was no less than Helmut Walcha who, also beginning in the 1950, started his legendary interpretations for the DG-Archive productions of the complete organ-work cycle on historic organs (Silbermann, Arp Schnitger). Also very classical in strength of speed and architectural proportions, he pointed out the polyphonic structures in an enlightened but moreover especially humanistic way, in a much more smooth and elegant way than Glenn Gould on the piano. Some years later it was Virgil Fox who acquainted the U. S. with tours of the complete Bach cycle, which certainly was effective in its own way, but much more modern than Walcha. The ranges of Bach interpretations had become wide, and there were the defenders of the historical style and those of the much more modern romantic style. Also the performances of the orchestral and cantata Bach had become extreme: on one side, for example, Karl Richter, who used a big and rich-toned orchestra; on the other side Helmut Rilling, whose Bach was much more historically oriented.”
