Widely attributed to Shaw begin31 (187ning in the 1940s, esp. after appearing in the November 1942 Reader’s Digest, the quotation is actually a variant of "Indeed, in many respects, she [Mrs. Otis] was quite English, and was an excellent example of the fact that we have really everything in common with America nowadays, except, of course, language" from Oscar Wilde's 1887 short story "The Canterville Ghost".

They should remain, if possible, in the country; promote harmony and good feeling; qualify themselves to vote; and elect to the State and general Legislatures wise and patriotic men, who will devote their abilities to the interests of the country, and the healing of all dissensions. I have invariably recommended this course since the cessation of hostilities, and have endeavored to practice it myself.
So all the rights of independent sovereignty, or some of those rights, have been surrendered.
