“[Neoinstitutional Economics…] theory has made an indispensable contribution in recent times to advances of understanding in this area. But it seems to me that in the economics of institutions theory is now outstripping empirical research to an excessive extent. No doubt the same could be said of other fields in economics, but there is a particular point about this one. Theoretical modelling may or may not be more difficult in this field than in others, but empirical work is confronted by a special difficulty. Because economic institutions are complex, they do not lend themselves easily to quantitative measurement. Even in the respects in which they do, the data very often are not routinely collected by national statistical offices. As a result, the statistical approach which has become the bread and butter of applied economics is not straightforwardly applicable. Examples of it do exist, the literature on the economics of slavery being perhaps the most fully developed - not surprisingly because slavery is an institution that is sharply defined. But to a large extent the empirical literature has consisted of case-studies which are interesting but not necessarily representative, together with a certain amount on legal court cases, which are almost certainly not representative. Is this the best we can do? There is a challenge here on the empirical side to economists to see what is the best way forward.”

“What is essential to the idea of a slave? We primarily think of him as one who is owned by another. To be more than nominal, however, the ownership must be shown by control of the slave's actions — a control which is habitually for the benefit of the controller. That which fundamentally distinguishes the slave is that he labours under coercion to satisfy another's desires. The relation admits of sundry gradations. Remembering that originally the slave is a prisoner whose life is at the mercy of his captor, it suffices here to note that there is a harsh form of slavery in which, treated as an animal, he has to expend his entire effort for his owner's advantage. Under a system less harsh, though occupied chiefly in working for his owner, he is allowed a short time in which to work for himself, and some ground on which to grow extra food. A further amelioration gives him power to sell the produce of his plot and keep the proceeds. Then we come to the still more moderated form which commonly arises where, having been a free man working on his own land, conquest turns him into what we distinguish as a serf; and he has to give to his owner each year a fixed amount of labour or produce, or both: retaining the rest himself. Finally, in some cases, as in Russia before serfdom was abolished, he is allowed to leave his owner's estate and work or trade for himself elsewhere, under the condition that he shall pay an annual sum. What is it which, in these cases, leads us to qualify our conception of the slavery as more or less severe? Evidently the greater or smaller extent to which effort is compulsorily expended for the benefit of another instead of for self-benefit. If all the slave's labour is for his owner the slavery is heavy, and if but little it is light. Take now a further step. Suppose an owner dies, and his estate with its slaves comes into the hands of trustees; or suppose the estate and everything on it to be bought by a company; is the condition of the slave any the better if the amount of his compulsory labour remains the same? Suppose that for a company we substitute the community; does it make any difference to the slave if the time he has to work for others is as great, and the time left for himself is as small, as before? The essential question is—How much is he compelled to labour for other benefit than his own, and how much can he labour for his own benefit? The degree of his slavery varies according to the ratio between that which he is forced to yield up and that which he is allowed to retain; and it matters not whether his master is a single person or a society. If, without option, he has to labour for the society, and receives from the general stock such portion as the society awards him, he becomes a slave to the society.”

This question interested me, but nevertheless appeared to be quite particular and elementary, so I did not begin to study it by giving up everything else. I put this question for discussion at a meeting of the mathematics department, where there were such great specialists as Gyunter, Smirnov himself, Kuz’min, and Tartakovskii. Everyone listened but no one proposed a solution; they had already turned to someone earlier in individual order, apparently to Kuz’min. However, this question nevertheless kept me in suspense. This was the year of my marriage, so I was also distracted by this. In the summer or after the vacation concrete, to some extent similar, economic, engineering, and managerial situations started to come into my head, that also required the solving of a maximization problem in the presence of a series of linear constraints.
In the simplest case of one or two variables such problems are easily solved—by going through all the possible extreme points and choosing the best. But, let us say in the veneer trust problem for five machines and eight types of materials such a search would already have required solving about a billion systems of linear equations and it was evident that this was not a realistic method. I constructed particular devices and was probably the first to report on this problem in 1938 at the October scientific session of the Herzen Institute, where in the main a number of problems were posed with some ideas for their solution.
The universality of this class of problems, in conjunction with their difficulty, made me study them seriously and bring in my mathematical knowledge, in particular, some ideas from functional analysis.
What became clear was both the solubility of these problems and the fact that they were widespread, so representatives of industry were invited to a discussion of my report at the university.”

The same causes that brought 10,000 and 20,000, and tens of thousands, may bring hundreds of thousands, or even millions. (Hear, hear.) If that would be an evil, surely he is a statesman who would deal with it in the beginning. (Hear, hear.)…When it began we were told it was so small that it would not matter to us. Now it has been growing with great rapidity, it has already affected a whole district, it is spreading into other parts of the country…Will you take it in time (hear, hear), or will you wait, hoping for something to turn up which will preserve you from what you all see to be the natural consequences of such an invasion? …it is a fact that when these aliens come here they are answerable for a larger amount of crime and disease and hopeless poverty than are proportionate to their numbers. (Cheers.) They come here—I do not blame them, I am speaking of the results—they come here and change the whole character of a district. (Cheers.) The speech, the nationality of whole streets has been altered; and British workmen have been driven by the fierce competition of famished men from trades which they previously followed. If sweated goods are to be allowed in this country without restriction, why not the people who make them? Where is the difference? There is no difference either in the principle or in the results. Yes, you may have the gift of prophecy; you may have the gift of scientific prediction and understand the behavior of molecules; you may break into the storehouse of nature and bring forth many new insights; yes, you may ascend to the heights of academic achievement so that you have all knowledge; and you may boast of your great institutions of learning and the boundless extent of your degrees; but if you have not love, all of these mean absolutely nothing. You may even give your goods to feed the poor; you may bestow great gifts to charity; and you may tower high in philanthropy; but if you have not love, your charity means nothing. “My noble friend Lord Morrison of Lambeth rather suggested that it was a really good Socialist policy to join up with these countries. I do not think that comes into it very much. They are not Socialist countries, and the object, so far as I can see, is to set up an organisation with a tariff against the rest of the world within which there shall be the freest possible competition between, capitalist interests. That might be a kind of common ideal. I daresay that is why it is supported by the Liberal Party. It is not a very good picture for the future…I believe in a planned economy. So far as I can see, we are to a large extent losing our power to plan as we want and submitting not to a Council of Ministers but a collection of international civil servants, able and honest, no doubt, but not necessarily having the best future of this country at heart…I think we are parting, to some extent at all events, with our powers to plan our own country in the way we desire. I quite agree that that plan should fit in, as far as it can, with a world plan. That is a very different thing from submitting our plans to be planned by a body of international civil servants, no doubt excellent men. I may be merely insular, but I have no prejudice in a Britain planned for the British by the British. Therefore, as at present advised, I am quite unconvinced either that it is necessary or that it is even desirable that we should go into the Common Market.”
