On the military goals of Dayton, he was fine; his plans for separating the forces along the line we had drawn in Dayton and protecting his forces were first-rate. But he was hostile to any suggestions that IFOR help implement any nonmilitary portion of the agreement. This, he said repeatedly, was not his job.
Based on Shalikashvili's statement at White House meetings, Christopher and I had assumed that the IFOR commander would use his authority to do substancially more than he was obligated to do. The meeting with Smith shattered that hope. Smith and his British deputy, General Michael Walker, made clear that they intended to take a minimalist approach to all aspects of implementation other than force protection. Smith signaled this in his first extensive public statement to the Bosnian people, during a live call-in program on Pale Television - an odd choice for his first local media appearance. During the program, he answered a question in a manner that dangerously narrowed his own authority. He later told Newsweek about it with a curious pride: "One of the questions I was asked was, "Admiral, is it true that IFOR is going to arrest Serbs in the Serb suburbs of Sarajevo?" Everyone listened but no one proposed a solution; they had already turned to someone earlier in individual order, apparently to Kuz’min. However, this question nevertheless kept me in suspense. This was the year of my marriage, so I was also distracted by this. In the summer or after the vacation concrete, to some extent similar, economic, engineering, and managerial situations started to come into my head, that also required the solving of a maximization problem in the presence of a series of linear constraints.
In the simplest case of one or two variables such problems are easily solved—by going through all the possible extreme points and choosing the best. But, let us say in the veneer trust problem for ﬁve machines and eight types of materials such a search would already have required solving about a billion systems of linear equations and it was evident that this was not a realistic method. I constructed particular devices and was probably the ﬁrst to report on this problem in 1938 at the October scientiﬁc session of the Herzen Institute, where in the main a number of problems were posed with some ideas for their solution.

The Times has not as yet noticed this singular little book. Its diffusion is, however, increasing, and its reading is likely to perturb the thinking public. Never before have a race and a creed been accused of a more sinister conspiracy. We in this country, who live in good fellowship with numerous representatives of Jewry, may well ask that some authoritative criticism should deal with it., and either destroy the ugly “Semitic” body or assign their proper place to the insidious allegations of this kind of literature.
In spite of the urgency of impartial and exhaustive criticism, the pamphlet has been allowed, so far, to pass almost unchallenged. The Jewish Press announced, it is true, that the anti-semitism of the “Jewish Peril” was going to be exposed. But save for an unsatisfactory article in the March 5 issue of the ‘’Jewish Guardian’’ and for an almost equally unsatisfactory article in the March 5 issue of contribution to the ‘’Nation’’ of March 27, this exposure is yet to come. The article of the ‘’Jewish Guardian’’ is unsatisfactory, because it deals mainly with the personality of the author of the book in which the pamphlet is embodied, with Russian reactionary propaganda, and the Russian secret police. It does not touch the substance of the “Protocols of the Learned Elders of Zion.” The purely Russian side of the book and its fervid “Orthodoxy.” Is not its most interesting feature. Its author-Professor S. Nilus-who was a minor official in the Department of Foreign Religions at Moscow, had, in all likelihood, opportunities of access to many archives and unpublished documents. On the other hand, the world-wide issue raised by the “Protocols” which he incorporated in his book and are now translated into English as “The Jewish Peril,” cannot fail not only to interest, but to preoccupy. What are the these of the “Protocols” with which, in the absence of public criticism, British readers have to grapple alone and unaided?”

“In order to try to remove what we are going to say from what risks happening, if we judge by the many signs, to Marx's work today, which is to say also to his injunction. What risks happening is that one will try to play Marx off against Marxism so as to neutralize, or at any rate muffle the political imperative in the untroubled exegesis of a classified work. One can sense a coming fashion or stylishness in this regard in the culture and more precisely in the university. And what is there to worry about here? Why fear what may also become a cushioning operation? This recent stereotype would be destined, whether one wishes it or not, to depoliticize profoundly the Marxist reference, to do its best, by putting on a tolerant face, to neutralize a potential force, first of all by enervating a corpus, by silencing in it the revolt [the return is acceptable provided that the revolt, which initially inspired uprising, indignation, insurrection, revolutionary momentum, does not come back]. People would be ready to accept the return of Marx or the return to Marx, on the condition that a silence is maintained about Marx's injunction not just to decipher but to act and to make the deciphering [the interpretation] into a transformation that "changes the world. In the name of an old concept of reading, such an ongoing neutralization would attempt to conjure away a danger: now that Marx is dead, and especially now that Marxism seems to be in rapid decomposition, some people seem to say, we are going to be able to concern ourselves with Marx without being bothered-by the Marxists and, why not, by Marx himself, that is, by a ghost that goes on speaking. We'll treat him calmly, objectively, without bias: according to the academic rules, in the University, in the library, in colloquia! We'll do it systematically, by respecting the norms of hermeneutical, philological, philosophical exegesis. If one listens closely, one already hears whispered: "Marx, you see, was despite everything a philosopher like any other; what is more [and one can say this now that so many Marxists have fallen silent], he was a great-philosopher who deserves to figure on the list of those works we assign for study and from which he has been banned for too long.29 He doesn't belong to the communists, to the Marxists, to the parties-, he ought to figure within our great canon of Western political philosophy. Return to Marx, let's finally read him as a great philosopher."”
