Where a community is divided, grievance is for practical purposes inexhaustible. When violence is injected—and quite a little will suffice for a start—there begins an escalating competition to discover grievance and to remove it. The materials lie ready to hand in a multiplicity of agencies with a vested interest, more or less benevolent, in the process of discovering grievances and demanding their removal. The spiral is easily maintained in upward movement by the repetitions and escalation of violence. At each stage alienation between the various elements of society is increased, and the constant disappointment that the imagined remedies yield a reverse result leads to growing bitterness and despair. Hand in hand with the exploitation of grievance goes the equally counterproductive process which will no doubt, as usual, be called the "search for a political solution"…Indeed, attention has already been drawn publicly to the potentially critical factor of the so-called immigrant vote in an increasing number of worthwhile constituencies. The result is that the political parties of the indigenous population vie with one another for votes by promising remedy of the grievances which are being uncovered and exploited in the context of actual or threatened violence. Thus the legislature finds itself in effect manipulated by minorities instead of responding to majorities, and is watched by the public at large with a bewildering and frustration, not to say cynicism, of which the experience of legislation hitherto in the field of immigration and race relations afford some pale idea…I need not follow the analysis further in order to demonstrate how parliamentary democracy disintegrates when the national homogeneity of the electorate is broken by a large and sharp alteration in the composition of the population. While the institutions and liberties on which British liberty depends are being progressively surrendered to the European superstate, the forces which will sap and destroy them from within are allowed to accumulate unchecked. And all the time we are invited to direct towards Angola or Siberia the anxious attention that the real danger within our power and our borders imperatively demand.”

So, I let out the air, in a manner of speaking, dwindled to my appropriate size, and gave myself over to that process which, for lack of a more erudite term, I have coined the phrase “Thinking is linking.” I thought of Kerenyi — “Mythology occupies a higher position in the bios, the Existence, of a people in which it is still alive than poetry, storytelling or any other art.” And of Malinowski — “Myth is not merely a story told, but a reality lived.” And, along with those, the word “Pollen,” the most pervasive substance in the world, kept knocking at my ear. Or rather, not knocking, but humming. What hums? What buzzes? What travels the world? Suddenly I found what I sought. “What the bee knows,” I told myself. “That is what I’m after.”
But even as I patted my back, I found myself cursing, and not for the first time, the artful trickiness of words, their capriciousness, their lack of conscience. Betray them and they will betray you. Be true to them and, without compunction, they will also betray you, foxily turning all the tables, thumbing syntactical noses. For — note bene! — if you speak or write about What The Bee Knows, what the listener, or the reader, will get — indeed, cannot help but get — is Myth, Symbol, and Tradition! You see the paradox? The words, by their very perfidy — which is also their honorable intention — have brought us to where we need to be. For, to stand in the presence of paradox, to be spiked on the horns of dilemma, between what is small and what is great, microcosm and macrocosm, or, if you like, the two ends of the stick, is the only posture we can assume in front of this ancient knowledge — one could even say everlasting knowledge.”

Brunson: I've heard other people in the Cabinet say 'Why the hell didn't he get rid of Mates on Day One?' Mates was a fly, you could have swatted him away.
Major: Yeah, well, they did not say that at the time, I have to tell you. And I can tell you what they would have said if I had. They'd have said 'This man was being set up. He was trying to do his job for his constituent. He had done nothing improper, as the Cabinet Secretary told me. It was an act of gross injustice to have got rid of him'. Nobody knew what I knew at the time. But the real problem is that one has a tiny majority. Don't overlook that. I could have all these clever and decisive things that people wanted me to do and I would have split the Conservative Party into smithereens. And you would have said, Aren't you a ham-fisted leader? You've broken up the Conservative Party.
Brunson: No, well would you? If people come along and…
Major: Most people in the Cabinet, if you ask them sensibly, would tell you that, yes. Don't underestimate the bitterness of European policy until it is settled - It is settled now.
Brunson: Three of them - perhaps we had better not mention open names in this room - perhaps the three of them would have - if you'd done certain things, they would have come along and said, 'Prime Minister, we resign'. So you say 'Fine, you resign'.
Major: We all know which three that is. Now think that through. Think it through from my perspective. You are Prime Minister. You have got a majority of 18. You have got a party still harking back to a golden age that never was but is now invented. And you have three rightwing members of the Cabinet actually resigned. What happens in the parliamentary party?
Brunson: They create a lot of fuss but you have probably got three damn good ministers in the Cabinet to replace them.
Major: Oh, I can bring in other people into the Cabinet, that is right, but where do you think most of this poison has come from? It is coming from the dispossessed and the never-possessed. You and I can both think of ex-ministers who are going around causing all sorts of trouble. Would you like three more of the bastards out there? What's the Lyndon Johnson, er, maxim?
Brunson: If you've got them by the balls their hearts and minds will follow.
Major: No, that's not what I had in mind, though it's pretty good.”

“Success in the sociologists' aim might lead, in T. S. Eliot's phrase, to "systems so perfect that no one would need to be good." This view forgets that men long ago committed themselves to the endeavor to control their own collective behavior, not only in the ways sanctioned by the churches but in others, by making it to men's interest to do good. And they have increasingly based the endeavor on an understanding of natural laws of human behavior, those of economics, for example. So that the question is not: Shall this kind of control be undertaken? but: Where shall it stop? A sociologist might also argue that his religious critics have more faith in him than in their own doctrine, the doctrine that man is infinitely tough and resourceful and is not easily cheated of his freedom to sin. What God has given no man can take away, certainly no sociologist. More seriously, he might argue that the social sciences are not in train to eliminate morality but to make greater demands of it. A sociology that shows us unsuspected or not hitherto understood ways in which men are bound up with one another invites more refined answers to the question: "Am I my brother's keeper?"”

He used the unforgettable inference that "man is the creature of circumstances." The school of material improvers believed they could put in permanent force right circumstances. The great dogma was their charter of encouragement. To those who hated without thought It seemed a restrictive doctrine to be asked to admit that there were extenuating circumstances in the career of every rascal. To the clergy with whom censure was a profession, and who held that all sin was wilful, man being represented as the "creature of circumstances," appeared a denial of moral responsibility. When they were asked to direct hatred against error, and pity the erring — who had inherited so base a fortune of incapacity and condition — they were wroth exceedingly, and said it would be making a compromise with sin. The idea of the philosopher of circumstances was that the very murderer in his last cell had been born with a staple in his soul, to which the villainous conditions of his life had attached an unseen chain, which had drawn him to the gallows, and that the rope which was to hang him was but the visible part. Legislators since that day have come to admit that punishment is justifiable only as far as it has preventive influence. To use the great words of Hobbes, "Punishment regardeth not the past, only the future."”
