On the same spot I designed a sketch in the 'Paarden-posterij' [Horse post-location] (where the cars are stored at Emmerich). I later made it a drawing - one of my best, and also the construction of it is now already in oil, to be completed soon. As motive, aspect, effect, etc. it pleases everyone - it is a real stable with lots of horses in it, and yet I do not have to make an enormous effort to paint the horses. As they are in the stable, they take the mysterious part [of the image]. Who knows, the K[unst]-K[ronyk] will produce a reproduction of it.”

In respect of this phenomenon self-observation, being by nature disposed to weaken the spontaneity and unruliness of anger, will be especially difficult for both of them. The psychologist will try to meet this difficulty by a specific division of consciousness, which enables him to remain outside with the observing part of his being and yet let his passion run its course as undisturbed as possible. Of course this passion can then not avoid becoming similar to that of the actor, that is, though it can still be heightened in comparison with an unobserved passion its course will be different: there will be a release which is willed and which takes the place of the elemental outbreak, there will be a vehemence which will be more emphasized, more deliberate, more dramatic. The anthropologist can have nothing to do with a division of consciousness, since he has to do with the unbroken wholeness of events, and especially with the unbroken natural connection between feelings and actions; and this connection is most powerfully influenced in self-observation, since the pure spontaneity of the action is bound to suffer essentially. It remains for the anthropologist only to resign any attempt to stay outside his observing self, and thus when he is overcome by anger not to disturb it in its course by becoming a spectator of it, but to let it rage to its conclusion without trying to gain a perspective. He will be able to register in the act of recollection what he felt and did then; for him memory takes the place of psychological self-experience. … In the moment of life he has nothing else in his mind but just to live what is to be lived, he is there with his whole being, undivided, and for that very reason there grows in his thought and recollection the knowledge of human wholeness.”

Be that as it may, in all these positions the same basic motive is at work: the person resists to being leveled down and worn out by a social technological mechanism. An inquiry into the inner meaning of specifically modern life and its products, into the soul of the cultural body, so to speak, must seek to solve the equation which structures like the metropolis set up between the individual and the super-individual contents of life. Such an inquiry must answer the question of how the personality accommodates itself in the adjustments to external forces.”

But the only consequences will be, that they will have bad leaders instead of good. Every community has natural leaders, to whom, if they are not misled by the insane passion for equality, they will instinctively defer. Always wealth, in some countries by birth, in all intellectual power and culture, mark out the men whom, in a healthy state of feeling, a community looks to undertake its government. They have the leisure for the task, and can give it the close attention and the preparatory study which it needs. Fortune enables them to do it for the most part gratuitously, so that the struggles of ambition are not defiled by the taint of sordid greed. They occupy a position of sufficient prominence among their neighbours to feel that their course is closely watched, and they belong to a class brought up apart from temptations to the meaner kinds of crime, and therefore it is no praise to them if, in such matters, their moral code stands high. But even if they be at bottom no better than others who have passed though greater vicissitudes of fortune, they have at least this inestimable advantage – that, when higher motives fail, their virtue has all the support which human respect can give. They are the aristocracy of a country in the original and best sense of the word. Whether a few of them are decorated by honorary titles or enjoy hereditary privileges, is a matter of secondary moment. The important point is, that the rulers of the country should be taken from among them, and that with them should be the political preponderance to which they have every right that superior fitness can confer. Unlimited power would be as ill-bestowed upon them as upon any other set of men. They must be checked by constitutional forms and watched by an active public opinion, lest their rightful pre-eminence should degenerate into the domination of a class. But woe to the community that deposes them altogether!”

“Several fallacies have been accepted too freely recently about the position of our manufacturing industry in the balance of our economy. The biggest fallacy is the view that salvation lies in services, and only in services. The corollary to that is that it is inevitable and desirable that over the past two decades there has been a reduction of nearly 3 million in employment in manufacturing industry. That is a massive reduction and represents nearly 40 per cent. of the total in manufacturing industry over that time. I do not believe that that should have been the case. That has been precipitate and dangerous and it has not been associated with an increase in productivity which has led to our maintaining our relative manufacturing position…I have come increasingly to the view that the Government stand back too much from industry. In my experience, they do so more than any other Government in the European Community. They do so more than the United States Government. We have to remember the vast US defence involvement in industry. They certainly stand back more than do the Japanese Government. To some extent, the motive is the feeling that we have had an uncompetitive and rather complacent industry which must be exposed to the full blasts of competition, and if that means contracts, even Government contracts, going overseas, we should shrug our shoulders and say that the wind should be stimulating. That process has been carried much further in Britain than in any other comparable rival country. I am resolutely opposed to protectionism. I am sure that it diminishes the employment and wealth-creating capacity of the world as a whole. That would be the result of plunging back into that policy. I also believe, however, that this totally arm's-length approach in the relationship between Government and industry is something that no other comparable Government contemplate to the extent that we do. It is not producing good results for British industry and it is a recipe for a further decline in Britain's position in the Western world. The Government should examine it carefully and reverse it in several important respects.”
