Still—if those few were not upheld, no high culture would ever be built up. I never had any use for the American pioneer's worship of work and self-reliance for their own sakes. These things are necessary in their place, but not ends in themselves—and any attempt to make them ends in themselves is essentially uncivilised. Thus I have no fundamental meeting-ground with the rugged Yankee individualist. I represent rather the mood of the agrarian feudalism which preceded the pioneering and capitalistic phases. My ideal of life is nothing material or quantitative, but simply the security and leisure necessary for the maximum flowering of the human spirit.... Well—so much for the past. Now we live in an age of easy abundance which makes possible the fulfilment of all moderate human wants through a relatively slight amount of labour. What shall be the result? Shall we still make resources prohibitively hard to get when there is really a plethora of them? Shall we allow antique notions of allocation—"property," etc.—to interfere with the rational distribution of this abundant stock of resources among all those who require them? Shall we value hardship and anxiety and uncertainty so fatuously as to impose these evils artificially on people who do not need to bear them, through the perpetuation of a set of now irrelevant and inapplicable rules of allocation? What reasonable objection is there to an intelligent centralised control of resources whose primary object shall be the elimination of want in every quarter—a thing possible without removing comfortable living from any one now enjoying it? To call the allocation of resources something "uncontrollable" by man—and in an age when virtually all natural forces are harnessed and utilised—is simply infantile. It is simply that those who now have the lion's share don't want any fresh or rational allocation. It is needless to say that no sober thinker envisages a workless equalitarian paradise. Much work remains, and human capacities differ. High-grade service must still receive greater rewards than low-grade service. But amidst the present abundance of goods and minimisation of possible work, there must be a fair and all-inclusive allocation of the chances to perform work and secure rewards. When society can't give a man work, it must keep him comfortable without it; but it must give him work if it can, and must compel him to perform it when it is needed. This does not involve interference with personal life and habits (contrary to what some reactionaries say), nor is the absence of insecurity anything to deplore.... But of course the real need of change comes not from the mere fact of abundant resources, but from the growth of conditions making it impossible for millions to have any chance of getting any resources under the present outworn set of artificial rules. This development is no myth. Machines had displaced 900,000 men in the U. S. before the crash of '29, and no conceivable regime of "prosperity" (where by a few people will have abundant and flexible resources and successfully exchange them among one another) will ever make it possible to avoid the permanent presence of millions of unemployed, so long as old-fashioned laissez-faire capitalism is adhered to.... And so I have readjusted my ideas. … I have gone almost reluctantly—step by step, as pressed by facts too insistent to deny—and am still quite as remote from Belknap's naive Marxism as I am from the equally naive Republican orthodoxy I have left behind. I am as set as ever against any cultural upheaval—and believe that nothing of the kind is necessary in order to achieve a new and feasible economic equilibrium. The best of culture has always been non-economic.”

A bureau takes root anywhere in the state, turns malignant like the Narcotic Bureau, and grows and grows, always reproducing more of its own kind, until it chokes the host if not controlled or excised. Bureaus cannot live without a host, being true parasitic organisms. (A cooperative on the other hand can live without the state. That is the road to follow. The building up of independent units to meet needs of the people who participate in the functioning of the unit. A bureau operates on opposite principles of inventing needs to justify its existence.) Bureaucracy is wrong as a cancer, a turning away from the human evolutionary direction of infinite potentials and differentiation and independent spontaneous action to the complete parasitism of a virus. (It is thought that the virus is a degeneration from more complex life-form. It may at one time have been capable of independent life. Now has fallen to the borderline between living and dead matter. It can exhibit living qualities only in a host, by using the life of another — the renunciation of life itself, a falling towards inorganic, inflexible machine, towards dead matter.) The answer to these questions is not easy. Indeed, it sometimes seems impossible.
Are we, then, of this twentieth century and of this still free and independent land to lose heart and to yield to the despair which is becoming so widespread in countries other than ours? Not for one moment will we yield our faith or our courage! We may well repeat once more the words of Abraham Lincoln: "Most governments have been based on the denial of the equal rights of men, ours began by affirming those rights. We made the experiment, and the fruit is before us. Look at it think of it!"
However dark the skies may seem now, however violent and apparently irresistible are the savage attacks being made with barbarous brutality upon innocent women and children and non-combatant men, upon hospitals and institutions for the care of the aged and dependent, upon cathedrals and churches, upon libraries and galleries of the world s art, upon classic monuments which record the architectural achievements of centuries we must not despair. The the cry will rise: “We were betrayed—the politicians got us in for their own gain. The militarists made us suffer for it.”

If, in a metallic wire, the electrons of one kind, say the negative ones, are travelling in one direction, and perhaps those of the opposite kind in the opposite direction, we have to do with a current of conduction, such as may lead to a state in which a body connected to one end of the wire has an excess of either positive or negative electrons. This excess, the charge of the body as a whole, will, in the state of equilibrium and if the body consists of a conducting substance, be found in a very thin layer at its surface.
In a ponderable dielectric there can likewise be a motion of the electrons. Indeed, though we shall think of each of them as haying a definite position of equilibrium, we shall not suppose them to be wholly immovable. They can be displaced by an electric force exerted by the ether, which we conceive to penetrate all ponderable matter… the displacement will immediately give rise to a new force by which the particle is pulled back towards its original position, and which we may therefore appropriately distinguish by the name of elastic force. The motion of the electrons in non-conducting bodies, such as glass and sulphur, kept by the elastic force within certain bounds, together with the change of the dielectric displacement in the ether itself, now constitutes what Maxwell called the displacement current. A substance in which the electrons are shifted to new positions is said to be electrically polarized.
Again, under the influence of the elastic forces, the electrons can vibrate about their positions of equilibrium. In doing so, and perhaps also on account of other more irregular motions, they become the centres of waves that travel outwards in the surrounding ether and can be observed as light if the frequency is high enough. In this manner we can account for the emission of light and heat. As to the opposite phenomenon, that of absorption, this is explained by considering the vibrations that are communicated to the electrons by the periodic forces existing in an incident beam of light. If the motion of the electrons thus set vibrating does not go on undisturbed, but is converted in one way or another into the irregular agitation which we call heat, it is clear that part of the incident energy will be stored up in the body, in other terms [words] that there is a certain absorption. Nor is it the absorption alone that can be accounted for by a communication of motion to the electrons. This optical resonance, as it may in many cases be termed, can likewise make itself felt even if there is no resistance at all, so that the body is perfectly transparent. In this case also, the electrons contained within the molecules will be set in motion, and though no vibratory energy is lost, the oscillating particles will exert an influence on the velocity with which the vibrations are propagated through the body. By taking account of this reaction of the electrons we are enabled to establish an electromagnetic theory of the refrangibility of light, in its relation to the wave-length and the state of the matter, and to form a mental picture of the beautiful and varied phenomena of double refraction and circular polarization.
On the other hand, the theory of the motion of electrons in metallic bodies has been developed to a considerable extent…. important results that have been reached by Riecke, Drude and J. J. Thomson… the free electrons in these bodies partake of the heat-motion of the molecules of ordinary matter, travelling in all directions with such velocities that the mean kinetic energy of each of them is equal to that of a gaseous molecule at the same temperature. If we further suppose the electrons to strike over and over again against metallic atoms, so that they describe irregular zigzag-lines, we can make clear to ourselves the reason that metals are at the same time good conductors of heat and of electricity, and that, as a general rule, in the series of the metals, the two conductivities change in nearly the same ratio. The larger the number of free electrons, and the longer the time that elapses between two successive encounters, the greater will be the conductivity for heat as well as that for electricity.”
