Context: To see how the post of a permanent President of the European Council could evolve is not difficult even for the humblest student of politics, and it is, of course, rumoured that one Tony Blair may be interested in the job. Now, if that makes us uncomfortable on these benches, just imagine how it is viewed in Downing Street! I must warn Ministers opposite that having tangled with Tony Blair across this Dispatch Box on literally hundreds of occasions, I know his mind almost as well as they do. I can tell them that when he goes off to a major political conference of a centre-right party and simultaneously refers to himself as a socialist, he is on manoeuvres, and is busily building coalitions as only he can. We can all picture the scene at a European Council sometime next year. Picture the face of our poor Prime Minister as the name of "Blair" is nominated by one President and Prime Minister after another: the look of utter gloom on his face at the nauseating, glutinous praise oozing from every Head of Government, the rapid revelation of a majority view, agreed behind closed doors when he, as usual, was excluded. Never would he regret more no longer being in possession of a veto: the famous dropped jaw almost hitting the table, as he realises there is no option but to join in. And then the awful moment when the motorcade of the President of Europe sweeps into Downing Street. With gritted teeth and bitten nails: the Prime Minister emerging from his door with a smile of intolerable anguish; the choking sensation as the words, "Mr President", are forced from his mouth. And then, once in the Cabinet room, the melodrama of, "When will you hand over to me?" all over again.

Context: There shall be no annexations, no contributions, no punitive damage. Peoples are not to be handed about from one sovereignty to another by an international conference or an understanding between rivals and antagonists. National aspirations must be respected; peoples may now be dominated and governed only by their own consent. "Self-determination" is not a mere phrase. It is an imperative principle of actions which statesmen will henceforth ignore at their peril. We cannot have general peace for the asking, or by the mere arrangements of a peace conference. It cannot be pieeed together out of individual understandings between powerful states. All the parties to this war must join in the settlement of every issue anywhere involved in it; beeause what we are seeing is a peace that we can all unite to guarantee and maintain and every item of it must be submitted to the common judgment whether it be right and fair, an act of justice, rather than a bargain between sovereigns.

Context: Could Hamlet have been written by a committee, or the Mona Lisa painted by a club? Could the New Testament have been composed as a conference report? Creative ideas do not spring from groups. They spring from individuals. The divine spark leaps from the finger of God to the finger of Adam, whether it takes ultimate shape in a law of physics or a law of the land, a poem or a policy, a sonata or a mechanical computer.

Context: The winter of 1860-1 will be remembered by middle-aged people of to-day as one of great excitement. South Carolina promptly seceded after the result of the Presidential election was known. Other Southern States proposed to follow. In some of them the Union sentiment was so strong that it had to be suppressed by force. Maryland, Delaware, Kentucky and Missouri, all Slave States, failed to pass ordinances of secession; but they were all represented in the so-called congress of the so-called Confederate States. The Governor and Lieutenant-Governor of Missouri, in 1861, Jackson and Reynolds, were both supporters of the rebellion and took refuge with the enemy. The governor soon died, and the lieutenant-governor assumed his office; issued proclamations as governor of the State; was recognized as such by the Confederate Government, and continued his pretensions until the collapse of the rebellion. The South claimed the sovereignty of States, but claimed the right to coerce into their confederation such States as they wanted, that is, all the States where slavery existed. They did not seem to think this course inconsistent. The fact is, the Southern slave-owners believed that, in some way, the ownership of slaves conferred a sort of patent of nobility—a right to govern independent of the interest or wishes of those who did not hold such property. They convinced themselves, first, of the divine origin of the institution and, next, that that particular institution was not safe in the hands of any body of legislators but themselves.

The Analects, The Doctrine of the Mean
Context: What Heaven has conferred is called The Nature; an accordance with this nature is called The Path of duty; the regulation of this path is called Instruction. The path may not be left for an instant. If it could be left, it would not be the path. On this account, the superior man does not wait till he sees things, to be cautious, nor till he hears things, to be apprehensive.
A variant of part of this statement is often quoted: Just because your voice reaches halfway around the world doesn't mean you are wiser than when it reached only to the end of the bar.

The stars are somewhat dimmed by hard service, but will correspond pretty well with my rusty old blouse. Of course I am very much gratified by the promotion. I know perfectly well that the rank has been conferred on all sorts of small people and so cheapened shamefully, but I can’t help feeling that getting it at the close of a most bloody campaign on the recommendation of fighting generals like Crook and Sheridan is a different thing.
The Nature Of Liberty (1873)
Context: "Henceforth I call you not servants; for the servant knoweth not what his Lord doeth: but I have called you friends; for all things that I have heard of my Father I have made known unto you." — John XV 15
This is unquestionably a contrast between an enforced and a free religious condition. It is a transfer from a life compelled by fear, through conscience, to a life that is inspired and made spontaneous by love. The strength of the phrase does not come out in that term servant. It is slave in the original. To be sure, the condition represented by the term slave was not at that time marked so sharply by the contrast of its misery with surrounding circumstances, as it is in our own day; nevertheless, it was a condition to be deprecated; and throughout the Scripture it is spoken of both as a misfortune and a disgrace. Our Savior looked upon his disciples as if they had, as Jews, and as worshipers after the manner of their fathers, been tied up in a kind of bondage. He was a member of the Jewish commonwealth, and was of the Jewish church; he had never separated himself from any of its ordinances or observances, but was walking as the fathers walked; and his disciples were bound not only to the Mosaic ritual, but to him as a kind of Rabbi; as a reform teacher, but nevertheless a teacher under the Jewish scheme. And so they were servants — slaves; they were rendering an enforced obedience. But he said to them, "Henceforth I shall not call you my servants — persons obeying me, as it were, from compulsion, from a sense of duty, from the stress of a rigorous conscience; I shall now call you friends." And he gives the reason why. A servant is one who receives orders, and is not admitted to conference. He does not know about his lord's affairs. His lord thinks first about his own affairs, and when he has consummated his plans, he gives his directions; so that all the servant has to do is to obey. But a friend sits in counsel with his friend, and bears a part in that friend's thinking and feeling, and in the determinations to which he comes; and Christ said to his disciples "Ycu come into partnership with me hereafter, and you stand at friends, on a kind of equality with me. There is to be liberty between you and me hereafter."
Christ, then, raised men from religion as a bondage to religion as a freedom. I do not like the word religion; but we have nothing else to take its place. It signifies, in the original, to bind, to tie. Men were bound. They were under obligations, and were tied up by them. Christianity is something more than religion— that is, religion interpreted in its etymological sense, and as it is popularly esteemed. Christianity is religion developed into its last form, and carries men from necessity to voluntariness — from bondage to emancipation. It is a condition of the highest and most normal mental state, and is ordinarily spontaneous and free. This is not an accidental phrase.

Context: The task I am called upon to perform today is to my thinking by no means a merely formal or easy matter. It fills me with deep concern to give an address, with such authority as a president's chair confers, upon a science which, though still in a purely nascent stage, seems to me at least as important as any other science whatever. Psychical science, as we here try to pursue it, is the embryo of something which in time may dominate the whole world of thought. This possibility — nay, probability — does not make it the easier to me now. Embryonic development is apt to be both rapid and interesting; yet the Prudent man shrinks from dogmatizing on the egg until he has seen the chicken.
