And from this implied power has again been inferred the right to punish those who steal letters from the post office, or rob the mail. It may be said with some plausibility that the right to carry the mail, and to punish those who rob it, is not indispensably necessary to the establishment of a post office and post road. This right is indeed essential to the beneficial exercise of the power, but not indispensably necessary to its existence. So, of the punishment of the crimes of stealing or falsifying a record or process of a Court of the United States, or of perjury in such Court. To punish these offences is certainly conducive to the due administration of justice. But Courts may exist, and may decide the causes brought before them, though such crimes escape punishment. The baneful influence of this narrow construction on all the operations of the Government, and the absolute impracticability of maintaining it without rendering the Government incompetent to its great objects, might be illustrated by numerous examples drawn from the Constitution and from our laws. The good sense of the public has pronounced without hesitation that the power of punishment appertains to sovereignty, and may be exercised, whenever the sovereign has a right to act, as incidental to his Constitutional powers. “Backlash happens to be the title of a 1947 Hollywood movie in which a man frames his wife for a murder he's committed. The backlash against women's rights works in much the same way: its rhetoric charges feminists with all the crimes it perpetrates. The backlash line blames the women's movement for the “feminization of poverty” ñwhile the backlash's own instigators in Washington pushed through the budget cuts that helped impoverish millions of women, fought pay equity proposals, and undermined equal opportunity laws. The backlash line claims the women's movement cares nothing for children's rightsñwhile its own represetatives in the capital and state legislatures have blocked one bill after another to improve child care, slashed billions of dollars in federal aid for children, and relaxed state licensing standards for day care centers. The backlash line accuses the women's movement of creating a generation of unhappy single and childless womenñbut its purveyors in the media are the ones guilty of making single and childless women feel like circus freaks.”

“Although Fox's private character was deformed by indulgence in vicious pleasures, it was in the eyes of his contemporaries largely redeemed by the sweetness of his disposition, the buoyancy of his spirits, and the unselfishness of his conduct. As a politician he had liberal sentiments, and hated oppression and religious intolerance. He constantly opposed the influence of the crown, and, although he committed many mistakes, and had in George III an opponent of considerable knowledge of kingcraft and immense resources, the struggle between him and the king, as far as the two men were concerned, was after all a drawn game…the coalition of 1783 shows that he failed to appreciate the importance of political principles and was ignorant of political science…Although his speeches are full of common sense, he made serious mistakes on some critical occasions, such as were the struggle of 1783–4, and the dispute about the regency in 1788. The line that he took with reference to the war with France, his idea that the Treason and Sedition bills were destructive of the constitution, and his opinion in 1801 that the House of Commons would soon cease to be of any weight, are instances of his want of political insight. The violence of his language constantly stood in his way; in the earlier period of his career it gave him a character for levity; later on it made his coalition with North appear especially reprehensible, and in his latter years afforded fair cause for the bitterness of his opponents. The circumstances of his private life helped to weaken his position in public estimation. He twice brought his followers to the brink of ruin and utterly broke up the whig party. He constantly shocked the feelings of his countrymen, and ‘failed signally during a long public life in winning the confidence of the nation’ (LECKY, Hist. iii. 465 sq). With the exception of the Libel Bill of 1792, the credit of which must be shared with others, he left comparatively little mark on the history of national progress. Great as his talents were in debate, he was deficient in statesmanship and in some of the qualities most essential to a good party leader.”

“Most people in the West, certainly everyone in Israel, would agree that the Palestinian suicide bombers, who kill women and children, are terrorists. Not many people remember when Palestine, as the land of Israel was once called, was in that obscure state, a British Protectorate. Were the Jewish members of the Stern Gang, those who hanged a British sergeant with piano wire or organized the bomb in the King David Hotel with murderous results (the organization in which Prime Minister Begin started his political career), ‘freedom fighters’ or ‘terrorists’? What, looking at the matter from an entirely neutral standpoint, would we call them now?
A terrorist, the dictionary tells us, is ‘one who favours or uses terror-inspiring methods of governing or of coercing government or community’. This would certainly cover Russian activities in Chechnya and Israeli invasions into Palestinian territory, killing innocent men, women and children and even employees of the United Nations, in a prolonged attempt to fight ruthless terrorism with ruthless terrorism. The word ‘terrorist’ could certainly have been applied to Nelson Mandela before his trial. If it means the calculated mass killing of civilians to obtain an end, it must be applied to the destruction of Hamburg and Düsseldorf and, of course, to the dropping of H-bombs. So all these activities can be defined as ‘terrorism’ if they are committed by an enemy or ‘freedom-fighting’ if by a friend. If so, the conception of a ‘war’ against it calls for the most careful thought.”
