He lies here near the Lord Chief Justice Gascoigne, who by a resolute and judicious exertion of authority, supported law and government in a manner which has perpetuated his name, and made him an example famous to posterity.”

In astronomy, favoured by their costly instruments and clear atmosphere, they had done much to reveal the dispositions of the stars and galaxies. In literature, though often they behaved as barbarians, they had also conceived new modes of expression, and moods of thought not easily appreciated in Europe. They had also created a new and brilliant architecture. And their genius for organization worked upon a scale that was scarcely conceivable, let alone practicable, to other peoples. In fact their best minds faced old problems of theory and of valuation with a fresh innocence and courage, so that fogs of superstition were cleared away wherever these choice Americans were present. But these best were after all a minority in a huge wilderness of opinionated self-deceivers, in whom, surprisingly, an outworn religious dogma was championed with the intolerant optimism of youth. For this was essentially a race of bright, but arrested, adolescents. Something lacked which should have enabled them to grow up. One who looks back across the aeons to this remote people can see their fate already woven of their circumstance and their disposition, and can appreciate the grim jest that these, who seemed to themselves gifted to rejuvenate the planet, should have plunged it, inevitably, through spiritual desolation into senility and age-long night.”

He had been in charge of the NATO air strikes in August and September [1995], and this gave him enormous credibility, especially with the Bosnian Serbs. Smith was also the beneficiary of a skillful public relations effort that cast him as the savior of Bosnia. In a long profile, Newsweek had called him "a complex warrior and civilizer, a latter-day George C. Marshall." This was quite a journalistic stretch, given the fact that Smith considered the civilian aspects of the task beneath him and not his job - quite the opposite of what General Marshall stood for.
After a distinguished thirty-three-year Navy career, including almost three hundred combat missions in Vietnam, Smith was well qualified for his original post as commander of NATO's southern forces and Commander in Chief of all U. S. naval forces in Europe. But he was the wrong man for his additional assignment as IFOR commander, which was the result of two bureaucratic compromises, one with the French, the other with the American military. General Joulwan rightly wanted the sixty thousand IFOR soldiers to have as their commanding officer an Army general trained in the use of ground forces. But Paris insisted that if Joulwan named a separate Bosnia commander, it would have to be a Frenchman. This was politically impossible for the United States; thus, the Franh objections left only one way to preserve an American chain of command - to give the job to Admiral Smith, who joked that he was now known as "General" Smith. (…)
On the military goals of Dayton, he was fine; his plans for separating the forces along the line we had drawn in Dayton and protecting his forces were first-rate. But he was hostile to any suggestions that IFOR help implement any nonmilitary portion of the agreement. This, he said repeatedly, was not his job.
Based on Shalikashvili's statement at White House meetings, Christopher and I had assumed that the IFOR commander would use his authority to do substancially more than he was obligated to do. The meeting with Smith shattered that hope. Smith and his British deputy, General Michael Walker, made clear that they intended to take a minimalist approach to all aspects of implementation other than force protection. Smith signaled this in his first extensive public statement to the Bosnian people, during a live call-in program on Pale Television - an odd choice for his first local media appearance. During the program, he answered a question in a manner that dangerously narrowed his own authority. He later told Newsweek about it with a curious pride: "One of the questions I was asked was, "Admiral, is it true that IFOR is going to arrest Serbs in the Serb suburbs of Sarajevo?" I said, "Absolutely not, I don't have the authority to arrest anybody"."”

This was an inaccurate way to describe IFOR's mandate. It was true IFOR was not supposed to make routine arrests of ordinary citizens. But IFOR had the authority to arrest indicted war criminals, and could also detain anyone who posed a threat to its forces. Knowing what the question meant, Smith had sent an unfortunate signal of reassurance to Karadzic - over his own network.

It is not necessary to give up entirely even the ether. …according to the Einstein theory, gravitation itself does not spread instantaneously, but with a velocity that at the first estimate may be compared with that of light. …In my opinion it is not impossible that in the future this road, indeed abandoned at present, will once more be followed with good results, if only because it can lead to the thinking out of new experimental tests. Einstein's theory need not keep us from so doing; only the ideas about the ether must accord with it.”

Years ago, the child of a friend whom I was visiting arrived home from his day at school, all excited about something he had learned. His supreme egotism, his colossal vanity, have placed him at the center of the universe which is thereafter to be measured and dealt with in terms of his personal satisfactions. So it has come to pass that after nearly two thousand years much of the world resembles the Athens of St. Paul's time, in that it is wholly given to idolatry; but in the modern case there are as many idols as idol worshippers, and every such idol worshipper finds his idol in the looking-glass. The time has come once again to repeat and to expound in thunderous tones the noble sermon of St. Paul on Mars Hill, and to declare to these modern idolaters "Whom, therefore, ye ignorantly worship, Him declare I unto you."
There can be no cure for the world's ills and no abatement of the world's discontents until faith and the rule of everlasting principle are again restored and made supreme in the life of men and of nations. These millions of man-made gods, these myriads of personal idols, must be broken up and destroyed, and the heart and mind of man brought back to a comprehension of the real meaning of faith and its place in life. This cannot be done by exhortation or by preaching alone. It must be done also by teaching; careful, systematic, rational teaching, that will show in a simple language which the uninstructed can understand what are the essentials of a permanent and lofty morality, of a stable and just social order, and of a secure and sublime religious faith.
Here we come upon the whole great problem of national education, its successes and its disappointments, its achievements and its problems yet unsolved. Education is not merely instruction far from it. It is the leading of the youth out into a comprehension of his environment, that, comprehending, he may so act and so conduct himself as to leave the world better and happier for his having lived in it. This environment is not by any means a material thing alone. It is material of course, but, in addition, it is intellectual, it is spiritual. The youth who is led to an understanding of nature and of economics and left blind and deaf to the appeals of literature, of art, of morals and of religion, has been shown but a part of that great environment which is his inheritance as a human being. The school and the college do much, but the school and the college cannot do all. Since Protestantism broke up the solidarity of the ecclesiastical organization in the western world, and since democracy made intermingling of state and church impossible, it has been necessary, if religion is to be saved for men, that the family and the church do their vital cooperative part in a national organization of educational effort. The school, the family and the church are three cooperating educational agencies, each of which has its weight of responsibility to bear. If the family be weakened in respect of its moral and spiritual basis, or if the church be neglectful of its obligation to offer systematic, continuous and convincing religious instruction to the young who are within its sphere of influence, there can be no hope for a Christian education or for the powerful perpetuation of the Christian faith in the minds and lives of the next generation and those immediately to follow. We are trustees of a great inheritance. If we abuse or neglect that trust we are responsible before Almighty God for the infinite damage that will be done in the life of individuals and of nations…. Clear thinking will distinguish between men's different associations, and it will be able to render unto Caesar the things which are Caesar's, and to render unto God the things which are God's.”

“Experienced military and intelligence professionals know that torture, in addition to being illegal and immoral, is an unreliable means of extracting information from prisoners. Much is being made of former CIA official John Kiriakou's statement that waterboarding "broke" a high-value terrorist involved in the 9/11 plot. There are always those who, whether out of fear or inexperience, rush to push the panic button instead of relying on what we know works best and most reliably in these situations. I would caution those who would rely on this example. It is far from clear that the information obtained from this prisoner through illegal means could not have been obtained through lawful methods. The FBI was getting good intelligence from this prisoner before the CIA took over. And there are numerous examples of cases where relying on information obtained through torture has disastrous consequences. The reality is that use of torture produces inconsistent results that are an unreliable basis for action and policy. The overwhelming consensus of intelligence professionals is that torture produces unreliable information. And the overwhelming consensus of senior military leaders is that resort to torture is dishonorable. Use of such primitive methods actually puts our own troops and our nation at risk.”

In Georgia, for instance, we have done as much for the cause of internal improvements as any other portion of the country, according to population and means. We have stretched out lines of railroads from the seaboard to the mountains; dug down the hills, and filled up the valleys at a cost of not less than $25,000,000. All this was done to open an outlet for our products of the interior, and those to the west of us, to reach the marts of the world. No State was in greater need of such facilities than Georgia, but we did not ask that these works should be made by appropriations out of the common treasury. The cost of the grading, the superstructure, and the equipment of our roads was borne by those who had entered into the enterprise. Nay, more not only the cost of the iron no small item in the aggregate cost was borne in the same way, but we were compelled to pay into the common treasury several millions of dollars for the privilege of importing the iron, after the price was paid for it abroad. What justice was there in taking this money, which our people paid into the common treasury on the importation of our iron, and applying it to the improvement of rivers and harbors elsewhere? The true principle is to subject the commerce of every locality, to whatever burdens may be necessary to facilitate it. If Charleston harbor needs improvement, let the commerce of Charleston bear the burden. If the mouth of the Savannah river has to be cleared out, let the sea-going navigation which is benefited by it, bear the burden. So with the mouths of the Alabama and Mississippi river. Just as the products of the interior, our cotton, wheat, corn, and other articles, have to bear the necessary rates of freight over our railroads to reach the seas. This is again the broad principle of perfect equality and justice, and it is especially set forth and established in our new constitution.”

“The story begins with a somewhat disgruntled hero, who perceived of the world as populated with stupid people, everywhere committing the environmental fallacy. Never allow the temptation to be clear, or to use reliable data, or to “come up to the standards of excellence,” divert you from the relevant, even though the relevant may be elusive, weakly supported by data, and requiring loose methods.
Thus the academic world of Western twentieth century society is a fearsome enemy of the systems approach, using as it does a politics to concentrate the scholars’ attention on matters that are scholastically respectable but disreputable from a systems-planning point of view.”

“There is, I venture to think, no ground for the ordinarily accepted statement of the relation of philosophy to theology and religion. It is usually said that while^hilosophy is the creation of an individual mind, theology or religion is, like folk-lore and language, the product of the collective mind of a people or a race. This is to confuse philosophy with philosophies, a conmion and, it must be admitted, a not unnatural confusion. But while a philosophy is the creation of a Plato, an Aristotle, a Spinoza, a Kant, or a Hegel, ^hilosophy itself is, like religion, folk-lore and language, a product of the collective mind of humanity. It is advanced, as these are, by individual additions, interpretations and syntheses, but it is none the less quite istinct from such individual contributions. philosophy is humanity's hold on Totality, and it becomes richer and more helpful as man's intellectual horizon widens, as his intellectual vision grows clearer, and as his insights become more numerous and more sure. Theology is philosophy of a particular type. It is an interpretation of Totality in terms of God and His activities. In the impressive words of Principal Caird, that philosophy which is theology seeks "to bind together objects and events in the links of necessary thought, and to find their last ground and reason in that which comprehends and transcends all— the nature of God Himself." Religion is the apprehension and the adoration of the Grod Whom theology postulates.
If the whole history of philosophy be searched for material with which to instruct the beginner in what philosophy really is and in its relation to theology and religion, the two periods or epochs that stand out above all others as useful for this purpose are Greek thought from Thales to Socrates, and that interpretation of the teachings of Christ by philosophy which gave rise, at the hands of the Church Fathers, to Christian theology. In the first period we see the simple, clear-cut steps by which the mind of Europe was led from explanations that were fairy-tales to a natural, well-analyzed, and increasingly profound interpretation of the observed phenomena of Nature. The process is so orderly and so easily grasped that it is an invaluable introduction to the study of philosophic thinking. In the second period we see philosophy, now enriched by the literally huge contributions of Plato, Aristotle and the Stoics, intertwining itself about the simple Christian tenets and building the great system of creeds and thought which has immortalized the names of Athanasius and Hilary, Basil and Gregory, Jerome and Augustine, and which has given color and form to the intellectual life of Europe for nearly two thousand years. For the student of today both these developments have great practical value, and the astonishing neglect and ignorance of them both are most discreditable.”
