“Justice Antonin Scalia fundamentally changed the way the Supreme Court interpreted both statutes and the Constitution. In both contexts, his focus on text and its original public meaning often translated into more limited criminal prohibitions and broader constitutional protections for defendants. ‎As to statutes, Justice Scalia refocused the court’s attention on the text of the laws Congress enacted. Although he may not have succeeded in getting the court to forswear even looking at legislative history, he did persuade his colleagues to start — and very often end — the analysis with the text. In the criminal context, he limited terms like extortion and property to their common law core and found the residual clause of the Armed Career Criminal Act as unconstitutionally vague as “the phrase ‘fire-engine red, light pink, maroon, navy blue, or colors that otherwise involve shades of red.” When it came to interpreting the Constitution, he likewise put the text first and emphasized that the terms must be understood in light of their original public meaning. He believed that the words should be understood the way the framers used them. This did not mean that constitutional protections were frozen in time.”

But even with this immodesty I did not quite anticipate all the reactions to this work. To look for an explanation, let me suggest a historical analogy, at the risk of further immodesty. I am thinking of Newton, and specifically his most spectacular achievement, the law of Gravitation. But I am quite sure, having studied the matter and having added something to it, that nobody then (1700) really understood what Newton's contribution was. Indeed, it seemed an absolute miracle to his contemporaries that someone, an Englishman, actually a human being, in some magic and un-understandable way, could harness mathematics, an impractical and eternal something, and so use mathematics as to discover with it something fundamental about the universe.”

“The coordination of information technology management presents a challenge to firms with dispersed IT practices. Decentralization may bring flexibility and fast response to changing business needs, as well as other benefits, but decentralization also makes systems integration difficult, presents a barrier to standardization, and acts as a disincentive toward achieving economies of scale. As a result, there is a need to balance the decentralization of IT management to business units with some centralized planning for technology, data, and human resources.
Here we explore three major mechanisms for facilitating inter-unit coordination of IT management: structural design approaches, functional coordination modes, and computer-based communication systems. We define these various mechanisms and their interrelationships, and we discuss the relative costs and benefits associated with alternative coordination approaches.
To illustrate the cost-benefit tradeoffs of coordination approaches, we present a case study in which computer-based communication systems were used to support team-based coordination of IT management across dispersed business units. Our analysis reveals possibilities for future approaches to IT coordination in large, dispersed organizations.”

Mr. Taylor was the first to grasp this fact and to perceive that in this field, as in the physical sciences, the Baconian system could be applied, that a practical science could be created by following the three principles of that system, viz.: the correct and complete observation oi facts, the intelligent and unbiased analysis of such facts, and the formulating of laws by deduction from the results so reached. Not only did he comprehend this fundamental conception and apply it; he also grasped the significance and possibilities of the problem so fully that his codification of the fundamental principles of the system he founded is practically complete and will be a lasting monument to its founder.”

“Once some engineers from the veneer trust laboratory came to me for consultation with a quite skilful presentation of their problems. Different productivity is obtained for veneer-cutting machines for different types of materials; linked to this the output of production of this group of machines depended, it would seem, on the chance factor of which group of raw materials to which machine was assigned. How could this fact be used rationally?
This question interested me, but nevertheless appeared to be quite particular and elementary, so I did not begin to study it by giving up everything else. I put this question for discussion at a meeting of the mathematics department, where there were such great specialists as Gyunter, Smirnov himself, Kuz’min, and Tartakovskii. Everyone listened but no one proposed a solution; they had already turned to someone earlier in individual order, apparently to Kuz’min. However, this question nevertheless kept me in suspense. This was the year of my marriage, so I was also distracted by this. In the summer or after the vacation concrete, to some extent similar, economic, engineering, and managerial situations started to come into my head, that also required the solving of a maximization problem in the presence of a series of linear constraints.
In the simplest case of one or two variables such problems are easily solved—by going through all the possible extreme points and choosing the best. But, let us say in the veneer trust problem for five machines and eight types of materials such a search would already have required solving about a billion systems of linear equations and it was evident that this was not a realistic method. I constructed particular devices and was probably the first to report on this problem in 1938 at the October scientific session of the Herzen Institute, where in the main a number of problems were posed with some ideas for their solution.
The universality of this class of problems, in conjunction with their difficulty, made me study them seriously and bring in my mathematical knowledge, in particular, some ideas from functional analysis.
What became clear was both the solubility of these problems and the fact that they were widespread, so representatives of industry were invited to a discussion of my report at the university.”

In both of them, their performed action on the outer world, and not merely their intended action, is reported back to the central regulatory apparatus. This complex of behavior is ignored by the average man, and in particular does not play the role that it should in our habitual analysis of society; for just as individual physical responses may be seen from this point of view, so may the organic responses of society itself. I do not mean that the sociologist is unaware of the existence and complex nature of communications in society, but until recently he has tended to overlook the extent to which they are the cement which binds its fabric together.”
