Context: Fundamentally, our chief problem may be summed up as the effort to make men as nearly as they can be made, both free and equal; the freedom and equality necessarily resting on a basis of justice and brotherhood. It is not possible, with the imperfections of mankind, ever wholly to achieve such an ideal, if only for the reason that the shortcomings of men are such that complete and unrestricted individual liberty would mean the negation of even approximate equality, while a rigid and absolute equality would imply the destruction of every shred of liberty. Our business is to secure a practical working combination between the two. This combination should aim, on the one hand to secure to each man the largest measure of individual liberty that is compatible with his fellows getting from life a just share of the good things to which they are legitimately entitled; while, on the other hand, it should aim to bring about among well-behaved, hardworking people a measure of equality which shall be substantial, and which shall yet permit to the individual the personal liberty of achievement and reward without which life would not be worth living, without which all progress would stop, and civilization first stagnate and then go backwards. Such a combination cannot be completely realized. It can be realized at all only by the application of the spirit of fraternity, the spirit of brotherhood. This spirit demands that each man shall learn and apply the principle that his liberty must be used not only for his own benefit but for the interest of the community as a whole, while the community in its turn, acting as a whole, shall understand that while it must insist on its own rights as against the individual, it must also scrupulously safeguard these same rights of the individual.

Context: The ancients considered mechanics in a twofold respect; as rational, which proceeds accurately by demonstration, and practical. To practical mechanics all the manual arts belong, from which mechanics took its name. But as artificers do not work with perfect accuracy, it comes to pass that mechanics is so distinguished from geometry, that what is perfectly accurate is called geometrical; what is less so is called mechanical. But the errors are not in the art, but in the artificers. He that works with less accuracy is an imperfect mechanic: and if any could work with perfect accuracy, he would be the most perfect mechanic of all; for the description of right lines and circles, upon which geometry is founded, belongs to mechanics. Geometry does not teach us to draw these lines, but requires them to be drawn; for it requires that the learner should first be taught to describe these accurately, before he enters upon geometry; then it shows how by these operations problems may be solved.
Arithmetica Universalis (1707)
Context: The Circle is a Geometrical Line, not because it may be express'd by an Æquation, but because its Description is a Postulate. It is not the Simplicity of the Æquation, but the Easiness of the Description, which is to determine the Choice of our Lines for the Construction of Problems. For the Æquation that expresses a Parabola, is more simple than That that expresses a Circle, and yet the Circle, by reason of its more simple Construction, is admitted before it. The Circle and the Conick Sections, if you regard the Dimension of the Æquations, are of the fame Order, and yet the Circle is not number'd with them in the Construction of Problems, but by reason of its simple Description, is depressed to a lower Order, viz. that of a right Line; so that it is not improper to express that by a Circle that may be expressed by a right Line. But it is a Fault to construct that by the Conick Sections which may be constructed by a Circle. Either therefore you must take your Law and Rule from the Dimensions of Æquations as observ'd in a Circle, and so take away the Distinction between Plane and Solid Problems; or else you must grant, that that Law is not so strictly to be observ'd in Lines of superior Kinds, but that some, by reason of their more simple Description, may be preferr'd to others of the same Order, and may be number'd with Lines of inferior Orders in the Construction of Problems.<!--p.228

But the Moderns advancing yet much farther, have receiv'd into Geometry all Lines that can be express'd by Æquations, and have distinguish'd, according to the Dimensions of the Æquations, those Lines into Kinds; and have made it a Law, that you are not to construct a Problem by a Line of a superior Kind, that may be constructed by one of an inferior one. In the Contemplation of Lines, and finding out their Properties, I like their Distinction of them into Kinds, according to the Dimensions thy Æquations by which they are defin'd. Context: One of my working assumptions which has been proven successful so often as seemingly to qualify it as a reliable tenet is that A problem adequately stated is a problem solved theoretically and immediately, and therefore subsequently to be solved, realistically. Others have probably stated the principle in many ways. The assumption is that the inevitability of a solution's realization is inherent in the interaction of human intellect and the constantly transformative evolution of physical universe. At first the, only subconsciously apprehended, approaching confluences of complex events make themselves known intuitively within the intellectual weather. Then comes a gradually awakening consciousness of the presence of new families of differentiating-out challenging concepts of every day prominence. It is with these randomly patterning families of separate concepts that evolution is about to deal integratively. As a now specific unitary problem it may be disposed of effectively when and if that unified problem becomes "adequately stated" and thereby comprehensibly solvable.

Context: History teaches the continuity of the development of science. We know that every age has its own problems, which the following age either solves or casts aside as profitless and replaces by new ones. If we would obtain an idea of the probable development of mathematical knowledge in the immediate future, we must let the unsettled questions pass before our minds and look over the problems which the science of today sets and whose solution we expect from the future. To such a review of problems the present day, lying at the meeting of the centuries, seems to me well adapted. For the close of a great epoch not only invites us to look back into the past but also directs our thoughts to the unknown future.

Context: In this age of specialization men who thoroughly know one field are often incompetent to discuss another. The great problems of the relations between one and another aspect of human activity have for this reason been discussed less and less in public. When we look at the past great debates on these subjects we feel jealous of those times, for we should have liked the excitement of such argument. The old problems, such as the relation of science and religion, are still with us, and I believe present as difficult dilemmas as ever, but they are not often publicly discussed because of the limitations of specialization.

Context: Any given case must be treated on its special merits. Each community should be required to deal with all that is of merely local interest; and nothing should be undertaken by the Government of the whole country which can thus wisely be left to local management. But those functions of government which no wisdom on the part of the States will enable them satisfactorily to perform must be performed by the National Government. We are all Americans; our common interests are as broad as the continent; the most vital problems are those that affect us all alike. The regulation of big business, and therefore the control of big property in the public interest, are preeminently instances of such functions which can only be performed efficiently and wisely by the Nation; and, moreover, so far as labor is employed in connection with inter-State business, it should also be treated as a matter for the National Government. The National power over inter-State commerce warrants our dealing with such questions as employers’ liability in inter-State business, and the protection and compensation for injuries of railway employees. The National Government of right has, and must exercise its power for the protection of labor which is connected with the instrumentalities of inter-State commerce.

Context: It seems to me that the real problem is the mind itself, and not the problem which the mind has created and tries to solve. If the mind is petty, small, narrow, limited, however great and complex the problem may be, the mind approaches that problem in terms of its own pettiness. If I have a little mind and I think of God, the God of my thinking will be a little God, though I may clothe him with grandeur, beauty, wisdom, and all the rest of it. It is the same with the problem of existence, the problem of bread, the problem of love, the problem of sex, the problem of relationship, the problem of death. These are all enormous problems, and we approach them with a small mind; we try to resolve them with a mind that is very limited. Though it has extraordinary capacities and is capable of invention, of subtle, cunning thought, the mind is still petty. It may be able to quote Marx, or the Gita, or some other religious book, but it is still a small mind, and a small mind confronted with a complex problem can only translate that problem in terms of itself, and therefore the problem, the misery increases. So the question is: Can the mind that is small, petty, be transformed into something which is not bound by its own limitations?

Context: We give two independent derivations of our solution of the two-person cooperative game. In the first, the cooperative game is reduced to a non-cooperative game. To do this, one makes the players’ steps of negotiation in the cooperative game become moves in the noncooperative model. Of course, one cannot represent all possible bargaining devices as moves in the non-cooperative game. The negotiation process must be formalized and restricted, but in such a way that each participant is still able to utilize all the essential strengths of his position. The second approach is by the axiomatic method. One states as axioms several properties that it would seem natural for the solution to have and then one discovers that the axioms actually determine the solution uniquely. The two approaches to the problem, via the negotiation model or via the axioms, are complementary; each helps to justify and clarify the other.

Context: All the greatest mathematicians have long since recognized that the method presented in this book is not only extremely useful in analysis, but that it also contributes greatly to the solution of physical problems. For since the fabric of the universe is most perfect, and is the work of a most wise Creator, nothing whatsoever takes place in the universe in which some relation of maximum and minimum does not appear. Wherefore there is absolutely no doubt that every effect in the universe can be explained as satisfactorily from final causes, by the aid of the method of maxima and minima, as it can from the effective causes themselves. Now there exist on every hand such notable instances of this fact, that, in order to prove its truth, we have no need at all of a number of examples; nay rather one's task should be this, namely, in any field of Natural Science whatsoever to study that quantity which takes on a maximum or a minimum value, an occupation that seems to belong to philosophy rather than to mathematics. Since, therefore, two methods of studying effects in Nature lie open to us, one by means of effective causes, which is commonly called the direct method, the other by means of final causes, the mathematician uses each with equal success. Of course, when the effective causes are too obscure, but the final causes are more readily ascertained, the problem is commonly solved by the indirect method; on the contrary, however, the direct method is employed whenever it is possible to determine the effect from the effective causes. But one ought to make a special effort to see that both ways of approach to the solution of the problem be laid open; for thus not only is one solution greatly strengthened by the other, but, more than that, from the agreement between the two solutions we secure the very highest satisfaction.

Context: The greatest evils in our industrial system to-day are those which rise from the abuses of aggregated wealth; and our great problem is to overcome these evils and cut out these abuses. No one man can deal with this matter. It is the affair of the people as a whole. When aggregated wealth demands what is unfair, its immense power can be met only by the still greater power of the people as a whole, exerted in the only way it can be exerted, through the Government; and we must be resolutely prepared to use the power of the Government to any needed extent, even though it be necessary to tread paths which are yet untrod. The complete change in economic conditions means that governmental methods never yet resorted to may have to be employed in order to deal with them. We can not tolerate anything approaching a monopoly, especially in the necessaries of life, except on terms of such thoroughgoing governmental control as will absolutely safe guard every right of the public. Moreover, one of the most sinister manifestations of great corporate wealth during recent years has been its tendency to interfere and dominate in politics.

Context: So those of us whose political, and economic, and social philosophy is black nationalism have become involved in the civil rights struggle. We have injected ourselves into the civil rights struggle, and we intend to expand it from the level of civil rights to the level of human rights. As long as you’re fighting on the level of civil rights, you’re under Uncle Sam’s jurisdiction. You’re going to his court expecting him to correct the problem. He created the problem. He’s the criminal. You don’t take your case to the criminal; you take your criminal to court.

Context: It is a double-edged makeshift to entrust an individual or a group of individuals with the authority to resort to violence. The enticement implied is too tempting for a human being. The men who are to protect the community against violent aggression easily turn into the most dangerous aggressors. They transgress their mandate. They misuse their power for the oppression of those whom they were expected to defend against oppression. The main political problem is how to prevent the police power from becoming tyrannical. This is the meaning of all the struggles for liberty.

I know a lot of people who feel they have an identity only when they’re talking about their problems. That way, they exist, because their problems are linked to what they judge to be their history.

1980s, First term of office (1981–1985), First Inaugural address (1981)
Context: Directly in front of me, the monument to a monumental man, George Washington, father of our country. A man of humility who came to greatness reluctantly. He led Americans out of revolutionary victory into infant nationhood. Off to one side, the stately memorial to Thomas Jefferson. The Declaration of Independence flames with his eloquence. And then, beyond the Reflecting Pool, the dignified columns of the Lincoln Memorial. Whoever would understand in his heart the meaning of America will find it in the life of Abraham Lincoln.
Beyond those monuments to heroism is the Potomac River, and on the far shore the sloping hills of Arlington National Cemetery, with its row upon row of simple white markers bearing crosses or Stars of David. They add up to only a tiny fraction of the price that has been paid for our freedom. Each one of those markers is a monument to the kind of hero I spoke of earlier. Their lives ended in places called Belleau Wood, the Argonne, Omaha Beach, Salerno, and halfway around the world on Guadalcanal, Tarawa, Pork Chop Hill, the Chosin Reservoir, and in a hundred rice paddies and jungles of a place called Vietnam.
Under one such marker lies a young man, Martin Treptow, who left his job in a small town barber shop in 1917 to go to France with the famed Rainbow Division. There, on the western front, he was killed trying to carry a message between battalions under heavy artillery fire.
We are told that on his body was found a diary. On the flyleaf under the heading, "My Pledge," he had written these words: "America must win this war. Therefore, I will work, I will save, I will sacrifice, I will endure, I will fight cheerfully and do my utmost, as if the issue of the whole struggle depended on me alone."
The crisis we are facing today does not require of us the kind of sacrifice that Martin Treptow and so many thousands of others were called upon to make. It does require, however, our best effort and our willingness to believe in ourselves and to believe in our capacity to perform great deeds, to believe that together with God's help we can and will resolve the problems which now confront us. And after all, why shouldn't we believe that? We are Americans.

But in the dream the forms are quirked by the peculiar troubles of the dreamer, whereas in myth the problem and solutions shown are directly valid for all mankind.
Autobiography (1936; 1949; 1958)
Context: Many a Congressman was a communalist under his national cloak. But the Congress leadership stood firm and, on the whole, refused to side with either communal party, or rather with any communal group. Long ago, right at the commencement of non-co-operation or even earlier, Gandhiji had laid down his formula for solving the communal problem. According to him, it could only be solved by goodwill and the generosity of the majority group, and so he was prepared to agree to everything that the Muslims might demand. He wanted to win them over, not to bargain with them. With foresight and a true sense of values he grasped at the reality that was worthwhile; but others who thought they knew the market price of everything, and were ignorant of the true value of anything, stuck to the methods of the market-place. They saw the cost of purchase with painful clearness, but they had no appreciation of the worth of the article they might have bought. <!-- p. 136

The Fascist Offensive and the Tasks of the Communist International in the Struggle of the Working Class against Fascism
Context: With the development of the very deep economic crisis, with the general crisis of capitalism becoming sharply accentuated and the mass of working people becoming revolutionized, fascism has embarked upon a wide offensive. The ruling bourgeoisie more and more seeks salvation in fascism, with the object of taking exceptional predatory measures against the working people, preparing for an imperialist war of plunder, attacking the Soviet Union, enslaving and partitioning China, and by all these means preventing revolution. The imperialist circles are trying to shift the whole burden of the crisis onto the shoulders of the working people. That is why they need fascism. They are trying to solve the problem of markets by enslaving the weak nations, by intensifying colonial oppression and repartitioning the world anew by means of war. That is why they need fascism.

Context: There’s still enormous problems in our society. But democracy is the way that we solve them. That's how we got health care for more of our people. That's how we made enormous gains in women’s rights and gay rights. That's how we address the inequality that concentrates so much wealth at the top of our society. Because workers can organize and ordinary people have a voice, American democracy has given our people the opportunity to pursue their dreams and enjoy a high standard of living.
1940s, Philosophy for Laymen (1946)
Context: Mankind, ever since there have been civilized communities have been confronted with problems of two different kinds. On the one hand there has been the problem of mastering natural forces, of acquiring the knowledge and the skill required to produce tools and weapons and to encourage Nature in the production of useful animals and plants. This problem, in the modern world, is dealt with by science and scientific technique, and experience has shown that in order to deal with it adequately it is necessary to train a large number of rather narrow specialists.
But there is a second problem, less precise, and by some mistakenly regarded as unimportant – I mean the problem of how best to utilize our command over the forces of nature. This includes such burning issues as democracy versus dictatorship, capitalism versus socialism, international government versus international anarchy, free speculation versus authoritarian dogma. On such issues the laboratory can give no decisive guidance. The kind of knowledge that gives most help in solving such problems is a wide survey of human life, in the past as well as in the present, and an appreciation of the sources of misery or contentment as they appear in history.

Context: I do not mistrust the future; I do not fear what is ahead. For our problems are large, but our heart is larger. Our challenges are great, but our will is greater. And if our flaws are endless, God's love is truly boundless.
Some see leadership as high drama, and the sound of trumpets calling, and sometimes it is that. But I see history as a book with many pages, and each day we fill a page with acts of hopefulness and meaning. The new breeze blows, a page turns, the story unfolds. And so today a chapter begins, a small and stately story of unity, diversity, and generosity — shared, and written, together.
