Context: A tolerable expertness in military movements is a business that requires time and practice. It is not a day, or even a week, that will suffice for the attainment of it. To oblige the great body of the yeomanry, and of the other classes of the citizens, to be under arms for the purpose of going through military exercises and evolutions, as often as might be necessary to acquire the degree of perfection which would entitle them to the character of a well-regulated militia, would be a real grievance to the people, and a serious public inconvenience and loss. It would form an annual deduction from the productive labor of the country, to an amount which, calculating upon the present numbers of the people, would not fall far short of the whole expense of the civil establishments of all the States. To attempt a thing which would abridge the mass of labor and industry to so considerable an extent, would be unwise: and the experiment, if made, could not succeed, because it would not long be endured. Little more can reasonably be aimed at, with respect to the people at large, than to have them properly armed and equipped; and in order to see that this be not neglected, it will be necessary to assemble them once or twice in the course of a year.

Context: In the Year of Our Lord 1456 Drakula did many terrible and curious things. When he was appointed Lord in Wallachia, he had all the young boys burned who came to his land to learn the language, four hundred of them. He had a large family impaled and many of his people buried naked up to the navel and shot at. Some he had roasted and then flayed.
There was a footnote, too, at the bottom of the first page. The typeface of the note was so fine that I almost missed it. Looking more closely, I realized it was a commentary on the word impaled. Vlad Tepes, it claimed, had learned this form of torture from the Ottomans. Impalement of the sort he practiced involved the penetration of the body with a sharpened wooden stake, usually through the anus or genitals upward, so that the stake sometimes emerged through the mouth and sometimes through the head.
I tried for a minute not to see these words; then I tried for several minutes to forget them, with the book shut.
The thing that most haunted me that day, however, as I closed my notebook and put my coat on to go home, was not my ghostly image of Dracula, or the description of impalement, but the fact that these things had — apparently — actually occurred. If I listened too closely, I thought, I would hear the screams of the boys, of the “large family” dying together. For all his attention to my historical education, my father had neglected to tell me this: history’s terrible moments were real. I understand now, decades later, that he could never have told me. Only history itself can convince you of such a truth. And once you’ve seen that truth — really seen it — you can’t look away.

Context: As a general truth, communities prosper and flourish, or droop and decline, in just the degree that they practise or neglect to practise the primary duties of justice and humanity. Context: When I was asked to talk about the Obscurity of the Modern Poet I was delighted, for I have suffered from this obscurity all my life. But then I realized that I was being asked to talk not about the fact that people don’t read poetry, but about the fact that most of them wouldn’t understand it if they did: about the difficulty, not the neglect, of contemporary poetry. And yet it is not just modern poetry, but poetry, that is today obscure. Paradise Lost is what it was; but the ordinary reader no longer makes the mistake of trying to read it — instead he glances at it, weighs it in his hand, shudders, and suddenly, his eyes shining, puts it on his list of the ten dullest books he has ever read, along with Moby-Dick, War and Peace, Faust, and Boswell’s Life of Johnson. Since most people know about the modern poet only that he is obscure—i. e., that he is difficult, i. e., that he is neglected — they naturally make a causal connection between the two meanings of the word, and decide that he is unread because he is difficult. Some of the time this is true: the poet seems difficult because he is not read, because the reader is not accustomed to reading his or any other poetry.

Context: We want to rely upon the goodwill of those who oppose us. Indeed, we have brought forward the method of nonviolence to give an example of unilateral goodwill in an effort to evoke it in those who have not yet felt it in their hearts. But we know that if we are not simultaneously organizing our strength we will have no means to move forward. If we do not advance, the crushing burden of centuries of neglect and economic deprivation will destroy our will, our spirits and our hope. Context: Spaceflight will never tolerate carelessness, incapacity, and neglect. Somewhere, somehow, we screwed up. It could have been in design, build, or test. Whatever it was, we should have caught it.
We were too gung ho about the schedule and we locked out all of the problems we saw each day in our work. Every element of the program was in trouble and so were we. The simulators were not working, Mission Control was behind in virtually every area, and the flight and test procedures changed daily. Nothing we did had any shelf life. Not one of us stood up and said, "Dammit, stop!"
I don't know what Thompson's committee will find as the cause, but I know what I find. We are the cause! We were not ready! We did not do our job. We were rolling the dice, hoping that things would come together by launch day, when in our hearts we knew it would take a miracle. From this day forward, Flight Control will be known by two words: "Tough and Competent." Tough means we are forever accountable for what we do or what we fail to do. We will never again compromise our responsibilities. Every time we walk into Mission Control we will know what we stand for.
Competent means we will never take anything for granted. We will never be found short in our knowledge and in our skills. Mission Control will be perfect.
When you leave this meeting today you will go to your office and the first thing you will do there is to write "Tough and Competent" on your blackboards. It will never be erased. Each day when you enter the room these words will remind you of the price paid by Grissom, White, and Chaffee. These words are the price of admission to the ranks of Mission Control.

Context: Christ had truths to present which the people were unprepared to accept or even to understand. For this reason also He taught them in parables. By connecting His teaching with the scenes of life, experience, or nature, He secured their attention and impressed their hearts. Afterward, as they looked upon the objects that illustrated His lessons, they recalled the words of the divine Teacher. To minds that were open to the Holy Spirit, the significance of the Saviour's teaching unfolded more and more. Mysteries grew clear, and that which had been hard to grasp became evident.
Jesus sought an avenue to every heart. By using a variety of illustrations, He not only presented truth in its different phases, but appealed to the different hearers. Their interest was aroused by figures drawn from the surroundings of their daily life. None who listened to the Saviour could feel that they were neglected or forgotten. The humblest, the most sinful, heard in His teaching a voice that spoke to them in sympathy and tenderness.
And He had another reason for teaching in parables. Among the multitudes that gathered about Him, there were priests and rabbis, scribes and elders, Herodians and rulers, world-loving, bigoted, ambitious men, who desired above all things to find some accusation against Him. Their spies followed His steps day after day, to catch from His lips something that would cause His condemnation, and forever silence the One who seemed to draw the world after Him. The Saviour understood the character of these men, and He presented truth in such a way that they could find nothing by which to bring His case before the Sanhedrim. In parables He rebuked the hypocrisy and wicked works of those who occupied high positions, and in figurative language clothed truth of so cutting a character that had it been spoken in direct denunciation, they would not have listened to His words, and would speedily have put an end to His ministry. But while He evaded the spies, He made truth so clear that error was manifested, and the honest in heart were profited by His lessons.
The Histories
Context: Had previous chroniclers neglected to speak in praise of History in general, it might perhaps have been necessary for me to recommend everyone to choose for study and welcome such treatises as the present, since men have no more ready corrective of conduct than knowledge of the past. But all historians, one may say without exception, and in no half-hearted manner, but making this the beginning and end of their labour, have impressed on us that the soundest education and training for a life of active politics is the study of History, and that surest and indeed the only method of learning how to bear bravely the vicissitudes of fortune, is to recall the calamities of others. Evidently therefore no one, and least of all myself, would think it his duty at this day to repeat what has been so well and so often said. For the very element of unexpectedness in the events I have chosen as my theme will be sufficient to challenge and incite everyone, young and old alike, to peruse my systematic history. For who is so worthless or indolent as not to wish to know by what means and under what system of polity the Romans in less than fifty-three years have succeeded in subjecting nearly the whole inhabited world to their sole government — a thing unique in history? Or who again is there so passionately devoted to other spectacles or studies as to regard anything as of greater moment than the acquisition of this knowledge?

Context: I have arrived at the conviction that the neglect by economists to discuss seriously what is really the crucial problem of our time is due to a certain timidity about soiling their hands by going from purely scientific questions into value questions. This is a belief deliberately maintained by the other side because if they admitted that the issue is not a scientific question, they would have to admit that their science is antiquated and that, in academic circles, it occupies the position of astrology and not one that has any justification for serious consideration in scientific discussion. It seems to me that socialists today can preserve their position in academic economics merely by the pretense that the differences are entirely moral questions about which science cannot decide.
Archimedes or the Future of Physics (1927)
Context: The question of the reversibility of natural processes provides the key to a great intellectual struggle which is now behind the complexities of philosophic and scientific thought. The issue can be formulated thus: Is there a real temporal process in nature? Is the passage of irreversible time a necessary element in any view of the structure of nature? Or, alternatively, is the subjective experience of time a mere illusion of the mind which cannot be given objective expression? These are not metaphysical questions that can still be neglected with impunity. For just as Einstein made his advance by analysing conceptions such as simultaneity, which had been thought to be adequately understood for the purposes of experimental science, so the next development of physical theory will probably be made by carrying on the analysis of time from the point at which Einstein left it.
Vague Thoughts On Art (1911)
Context: Perfection, cosmically, was nothing but perfect Equanimity and Harmony; and in human relations, nothing but perfect Love and Justice. And Perfection began to glow before the eyes of the Western world like a new star, whose light touched with glamour all things as they came forth from Mystery, till to Mystery they were ready to return.

Context: The Art of Sight Recognition, being no longer needed, was no longer practised; and the studies of Geometry, Statics, Kinetics, and other kindred subjects, came soon to be considered superfluous, and fell into disrespect and neglect even at our University. The inferior Art of Feeling speedily experienced the same fate at our Elementary Schools.... Year by year the Soldiers and Artisans began more vehemently to assert — and with increasing truth — that there was no great difference between them and the very highest class of Polygons, now that they were raised to an equality with the latter, and enabled to grapple with all the difficulties and solve all the problems of life, whether Statical or Kinetical, by the simple process of Colour Recognition. Not content with the natural neglect into which Sight Recognition was falling, they began boldly to demand the legal prohibition of all "monopolizing and aristocratic Arts" and the consequent abolition of all endowments for the studies of Sight Recognition, Mathematics, and Feeling. Soon, they began to insist that inasmuch as Colour, which was a second Nature, had destroyed the need of aristocratic distinctions, the Law should follow in the same path, and that henceforth all individuals and all classes should be recognized as absolutely equal and entitled to equal rights.

1920s, Process and Reality: An Essay in Cosmology (1929)
Context: There is a greatness in the lives of those who build up religious systems, a greatness in action, in idea and in self-subordination, embodied in instance after instance through centuries of growth. There is a greatness in the rebels who destroy such systems: they are the Titans who storm heaven, armed with passionate sincerity. It may be that the revolt is the mere assertion by youth of its right to its proper brilliance, to that final good of immediate joy. Philosophy may not neglect the multifariousness of the world — the fairies dance, and Christ is nailed to the cross.
Book 1; Befriending the Learned
Variant translation: To enter upon rulership of a country but not preserve its scholars will result in the downfall of the country. To see the worthy but not hasten to them will make the country's ruler less able to perform his duties. To the unworthy is due no attention. The ignorant should remain without inclusion in the state's affairs. To impede the virtuous and neglect the scholarly and still maintain the survival of the state has yet to be, indeed.
Mozi
Context: If one does not preserve the learned in a state he will be injuring the state; if one is not zealous (to recommend) the virtuous upon seeing one, he will be neglecting the ruler. Enthusiasm is to be shown only to the virtuous, and plans for the country are only to be shared with the learned. Few are those, who, neglecting the virtuous and slighting the learned, could still maintain the existence of their countries.
1960s, Family Planning - A Special and Urgent Concern (1966)
Context: During the past half century Negroes have migrated on a massive scale, transplanting millions from rural communities to crammed urban ghettoes. In their migration, as with all migrants, they carried with them the folkways of the countryside into an inhospitable city slum. The size of family that may have been appropriate and tolerable on a manually cultivated farm was carried over to the jammed streets of the ghetto. In all respects Negroes were atomized, neglected and discriminated against. Yet, the worst omission was the absence of institutions to acclimate them to their new environment. Margaret Sanger, who offered an important institutional remedy, was unfortunately ignored by social and political leaders in this period. In consequence, Negro folkways in family size persisted. The problem was compounded when unrestrained exploitation and discrimination accented the bewilderment of the newcomer, and high rates of illegitimacy and fragile family relationships resulted.

Context: I think … someone might do a little research on some of the inherent qualities of sex – its cruelty, its bullyingness, for instance. It seems to me that bending someone else to your will is the very stuff of sex, by force or neglect if you are male, by spitefulness or nagging or scenes if you are female. And what's more, both sides would sooner have it that way than not at all. I wouldn't. And I suspect that means not that I can enjoy sex in my own quiet way but that I can't enjoy it at all. It's like rugby football: either you like kicking & being kicked, or your soul cringes away from the whole affair. There's no way of quietly enjoying rugby football.

Context: I certainly will not reject the praise you bestow upon me for having stimulated in many instances, not only in Italy but perhaps beyond its confines also, the pursuit of studies such as ours, which have suffered neglect for so many centuries; I am, indeed, almost the oldest of those among us who are engaged in the cultivation of these subjects. Presidency (1977–1981), Farewell Address (1981)
Context: Nuclear weapons are an expression of one side of our human character. But there is another side. The same rocket technology that delivers nuclear warheads has also taken us peacefully into space. From that perspective, we see our Earth as it really is — a small and fragile and beautiful blue globe, the only home we have. We see no barriers of race or religion or country. We see the essential unity of our species and our planet; and with faith and common sense, that bright vision will ultimately prevail.
Another major challenge, therefore, is to protect the quality of this world within which we live. The shadows that fail across the future are cast not only by the kinds of weapons we have built, but by the kind of world we will either nourish or neglect.

Context: If you complain of neglect of Education in sons, what shall I say with regard to daughters, who every day experience the want of it? With regard to the Education of my own children, I find myself soon out of my depth, destitute and deficient in every part of Education.
I most sincerely wish that some more liberal plan might be laid and executed for the Benefit of the rising Generation, and that our new Constitution may be distinguished for encouraging Learning and Virtue. If we mean to have Heroes, Statesmen and Philosophers, we should have learned women. The world perhaps would laugh at me and accuse me of vanity, But you I know have a mind too enlarged and liberal to disregard the Sentiment. If much depends as is allowed upon the early education of youth and the first principles which are instill'd take the deepest root, great benefit must arise from literary accomplishments in women.

Islamic law
Vesicles make clouds; they are trifles light as air, but then they make drops, and drops make showers, rain makes torrents and rivers, and these can alter the face of a country, and even keep the ocean to its proper fulness and use. It teaches a continual comparison of the small and great, and that under differences almost approaching the infinite, for the small as often contains the great in principle, as the great does the small; and thus the mind becomes comprehensive. It teaches to deduce principles carefully, to hold them firmly, or to suspend the judgment, to discover and obey law, and by it to be bold in applying to the greatest what we know of the smallest. It teaches us first by tutors and books, to learn that which is already known to others, and then by the light and methods which belong to science to learn for ourselves and for others; so making a fruitful return to man in the future for that which we have obtained from the men of the past.
