The Brahmans were the very keys of the chamber of idolatry, and the infidels were dependent on them (kalid-i-hujra-i-kufr und va kafiran bar ishan muataqid und). They ought therefore to be taxed first. The learned lawyers gave it as their opinion that the Brahmans ought to be taxed. The Brahmans then assembled and went to the Sultan and represented that they had never before been called upon to pay the Jiziyah, and they wanted to know why they were now subjected to the indignity of having to pay it. They were determined to collect wood and to burn themselves under the walls of the palace rather than pay the tax. When these pleasant words (kalimat-i-pur naghmat) were reported to the Sultan, he replied that they might burn and destroy themselves at once for they would not escape from the payment. The Brahmans remained fasting for several days at the palace until they were on the point of death. The Hindus of the city then assembled and told the Brahmans that it was not right to kill themselves on account of the Jiziyah, and that they would undertake to pay it for them. In Delhi, the Jiziyah was of three kinds: Ist class, forty tankahs; 2nd class, twenty tankahs; 3rd class, ten tankahs. When the Brahmans found their case was hopeless, they went to the Sultan and begged him in his mercy to reduce the amount they would have to pay, and he accordingly assessed it at ten tankahs and fifty jitals for each individual.”

There are a few important points to bear in mind when one wants to make a comparison. First of all, one has to decide, in any given work, whether one is mainly after similarities or differences. It is very difficult, for example, to say, let alone prove, that Japan and China or Korea are basically similar or basically different. Either case could be made, depending on one’s angle of vision, one’s framework, and the conclusions towards which one intends to move. This is containable by oil and by nothing else. Invisibles can take care of about £4 billion or £5 billion but they cannot do the whole job. As soon as oil goes into a neutral position we are in deep trouble. Should it go into a negative position, the situation would be catastrophic…To sell off a chunk of capital assets and to use the proceeds for capital investment in the rest of the public sector might just be acceptable. However, that is not what is proposed, and what is proposed cannot be justified on any reputable theory of public finance; and when it is accompanied by a Minister using the oil—which might itself be regarded as a capital asset; certainly it is not renewable—almost entirely for current purposes, it amounts to improvident finance on a scale that makes the Prime Minister's old friend General Galtieri almost Gladstonian.”

It can be an industrial menace because it creates gross inequalities against existing or putative competitors. It can be a social menace – because of its control of prices. Control of prices in the steel industry is powerful leverage on our economy. For the price of steel determines the price of hundreds of other articles. Our price level determines in large measure whether we have prosperity or depression – an economy of abundance or scarcity. Size in steel should therefore be jealously watched. In final analysis, size in steel is the measure of the power of a handful of men over our economy. That power can be utilized with lightning speed. It can be benign or it can be dangerous. The philosophy of the Sherman Act is that it should not exist. For all power tends to develop into a government in itself. Power that controls the economy should be in the hands of elected representatives of the people, not in the hands of an industrial oligarchy. Industrial power should be decentralized. It should be scattered into many hands so that the fortunes of the people will not be dependent on the whim or caprice, the political prejudices, the emotional stability of a few self-appointed men. The fact that they are not vicious men but respectable and social minded is irrelevant. That is the philosophy and the command of the Sherman Act. It is founded on a theory of hostility to the concentration in private hands of power so great that only a government of the people should have it.”
