Context: The total impact of the Reagan tax cuts on capital lowered the effective cost of capital to American industry by an estimated 1.2 percent. Unfortunately, the Laffer curve did not work as advertised. Lower tax rates did not produce more tax revenues. They produced deficits.

Context: But there is another form of monopoly, far more general and far more insidious. The accumulation of large amounts of capital under consolidated control creates a new kind of power—essentially different from the power of increase. Increase is constructive in its nature. Power from accumulation is destructive. It is often exercised with reckless disregard, not only to industry but to the personal rights of individuals. A railroad approaches a small town as a highwayman approaches his victim. “Agree to our terms or we will bypass your town” is as effective a threat as “your money or your life.” As robbers unite to plunder and divide the spoils, the trunk lines of railroads unite to raise rates and pool their earnings. The public is then forced to pay the cost of the whole maneuver, as the vanquished are forced to pay the cost of their own enslavement by a conquering army.

Context: During the past half century Negroes have migrated on a massive scale, transplanting millions from rural communities to crammed urban ghettoes. In their migration, as with all migrants, they carried with them the folkways of the countryside into an inhospitable city slum. The size of family that may have been appropriate and tolerable on a manually cultivated farm was carried over to the jammed streets of the ghetto. In all respects Negroes were atomized, neglected and discriminated against. Yet, the worst omission was the absence of institutions to acclimate them to their new environment. Margaret Sanger, who offered an important institutional remedy, was unfortunately ignored by social and political leaders in this period. In consequence, Negro folkways in family size persisted. The problem was compounded when unrestrained exploitation and discrimination accented the bewilderment of the newcomer, and high rates of illegitimacy and fragile family relationships resulted.

Context: I do indeed believe that there is a certain contrast between, say, people in scientific professions and people working in the arts. Often there is even mutual suspicion and irritation, and in some cases one group greatly undervalues the other. Fortunately there is no one who actually has only feeling or only thinking properties. They intermingle like the colors of the rainbow and cannot be sharply divided. Perhaps there is even a transitional group, like the green between the yellow and the blue of the rainbow. Context: Jorge Ramos: You just released your tax returns. In 2010 you only paid 13% of taxes while most Americans paid much more than that. Is that fair?
Mitt Romney Well, actually, I released two years of taxes and I think the average is almost 15%. And then also, on top of that, I gave another more 15% to charity. When you add it together with all of the taxes and the charity, particularly in the last year, I think it reaches almost 40% that I gave back to the community. One of the reasons why we have a lower tax rate on capital gains is because capital gains are also being taxed at the corporate level. So as businesses earn profits, that's taxed at 35%, then as they distribute those profits as dividends, that's taxed at 15% more. So, all total, the tax rate is really closer to 45 or 50%.
Jorge Ramos: But is it fair what you pay, 13%, while most pay much more than that?

Context: The media today are controlled by the big corporations. It's all about ratings and money. Believe it or not, I think the downfall of our press today was the show 60 Minutes. Up until it came along, news was expected to lose money, in order to bring the people fair reporting and the truth. But when 60 Minutes became the top-rated program on television, the light went on. The corporate honchos said, "Wait a minute, you mean if we entertain with the news, we can make money?" It was the realization that, if packaged the correct way, the news could make you big bucks. No longer was it a matter of scooping somebody else on a story, but whether 20/20's ratings this week were better than Dateline's. I'm not knocking 60 Minutes. It was tremendously well done and hugely successful, but in the long run it could end up being a detriment to society.

Context: I had a desultory talk with one devotee of expediency not long ago, a good friend and a thoroughly excellent man. He was all worked up over the activities of Communists and what he called pink Socialists, especially in the colleges and churches. Context: The daily actions of religious people have accomplished uncounted good deeds throughout history, alleviating suffering, feeding the hungry, caring for the sick. Religions have brought the comfort of belonging and companionship to many who would otherwise have passed through this life all alone, without glory or adventure. They have not just provided first aid, in effect, for people in difficulties; they have provided the means for changing the world in ways that remove those difficulties. As Alan Wolfe says, "Religion can lead people out of cycles of poverty and dependency just as it led Moses out of Egypt". There is much for religion lovers to be proud of in their traditions, and much for all of us to be grateful for.The fact that so many people love their religions as much as, or more than, anything else in their lives is a weighty fact indeed. I am inclined to think that nothing could matter more than what people love. At any rate, I can think of no value that I would place higher. I would not want to live in a world without love. Would a world with peace, but without love, be a better world? Not if the peace was achieved by drugging the love (and hate) out of us, or by suppression. Would a world with justice and freedom, but without love, be a better world? Not if it was achieved by somehow turning us all into loveless law-abiders with none of the yearnings or envies or hatreds that are wellsprings of injustice and subjugation.It is hard to consider such hypotheticals, and I doubt if we should trust our first intuitions about them, but, for what it is worth, I surmise that we almost all want a world in which love, justice, freedom, and peace are all present, as much as possible, but if we had to give up one of these, it wouldn't — and shouldn't — be love. But, sad to say, even if it is true that nothing could matter more than love, it wouldn't follow from this that we don't have reason to question the things that we, and others, love. Love is blind, as they say, and because love is blind, it often leads to tragedy: to conflicts in which one love is pitted against another love, and something has to give, with suffering guaranteed in any resolution.

Context: My original essay, having been written for a popular monthly, assumes, for no better reason than that real inquiry cannot begin until a state of real doubt arises and ends as soon as Belief is attained, that "a settlement of Belief," or, in other words, a state of satisfaction, is all that Truth, or the aim of inquiry, consists in. The reason I gave for this was so flimsy, while the inference was so nearly the gist of Pragmaticism, that I must confess the argument of that essay might with some justice be said to beg the question. The first part of the essay, however, is occupied with showing that, if Truth consists in satisfaction, it cannot be any actual satisfaction, but must be the satisfaction which would ultimately be found if the inquiry were pushed to its ultimate and indefeasible issue. This, I beg to point out, is a very different position from that of Mr Schiller and the pragmatists of to-day. I trust I shall be believed when I say that it is only a desire to avoid being misunderstood in consequence of my relations with pragmatism, and by no means as arrogating any superior immunity from error which I have too good reason to know that I do not enjoy, that leads me to express my personal sentiments about their tenets. Their avowedly undefinable position, if it be not capable of logical characterisation, seems to me to be characterised by an angry hatred of strict logic, and even some disposition to rate any exact thought which interferes with their doctrines as all humbug. At the same time, it seems to me clear that their approximate acceptance of the Pragmaticist principle, and even that very casting aside of difficult distinctions (although I cannot approve of it), has helped them to a mightily clear discernment of some fundamental truths that other philosophers have seen but through a mist, and most of them not at all. Among such truths — all of them old, of course, yet acknowledged by few — I reckon their denial of necessitarianism; their rejection of any "consciousness" different from a visceral or other external sensation; their acknowledgment that there are, in a Pragmatistical sense, Real habits (which Really would produce effects, under circumstances that may not happen to get actualised, and are thus Real generals); and their insistence upon interpreting all hypostatic abstractions in terms of what they would or might (not actually will) come to in the concrete. It seems to me a pity they should allow a philosophy so instinct with life to become infected with seeds of death in such notions as that of the unreality of all ideas of infinity and that of the mutability of truth, and in such confusions of thought as that of active willing (willing to control thought, to doubt, and to weigh reasons) with willing not to exert the will (willing to believe).

In our view, many businesses would be better understood by their shareholder owners, as well as by the general public, if managements and financial analysts modified the primary emphasis they place upon earnings per share, and upon yearly changes in that figure.
The War On Drugs Is Lost (1995)
Context: More people die every year as a result of the war against drugs than die from what we call, generically, overdosing. These fatalities include, perhaps most prominently, drug merchants who compete for commercial territory, but include also people who are robbed and killed by those desperate for money to buy the drug to which they have become addicted.
This is perhaps the moment to note that the pharmaceutical cost of cocaine and heroin is approximately 2 per cent of the street price of those drugs. Since a cocaine addict can spend as much as $1,000 per week to sustain his habit, he would need to come up with that $1,000. The approximate fencing cost of stolen goods is 80 per cent, so that to come up with $1,000 can require stealing $5,000 worth of jewels, cars, whatever. We can see that at free-market rates, $20 per week would provide the addict with the cocaine which, in this wartime drug situation, requires of him $1,000.
When Churchill was in opposition after 1945, he led the Conservative Party in a debate about the Health Service. As he listened to Aneurin Bevan’s opening speech, he called for some statistics about infant mortality … [which were] supplied, copiously and accurately, by Iain Macleod, then working in the back rooms of the Conservative Research Department. But, in his speech, Churchill made only one bold and sweeping use … [of Macleod’s detailed research]. Encountering MacLeod afterward, Churchill made the above statement. Context: I gather, young man, that you wish to be a Member of Parliament. The first lesson that you must learn is that, when I call for statistics about the rate of infant mortality, what I want is proof that fewer babies died when I was Prime Minister than when anyone else was Prime Minister. That is a political statistic.

Context: Genetically speaking, the explanation both of rites and of symbols would seem to lie in the conditions of preverbal motor intelligence. When it is presented with any new thing, a baby of 5 to 8 months will respond with a dual reaction; it will accommodate itself to the new object and it will assimilate the object to earlier motor schemas. Give the baby a marble, and it will explore its surface and consistency, but will at the same time use it as something to grasp, to suck, to rub against the sides of its cradle, and so on. This assimilation of every fresh object to already existing motor schemas may be conceived of as the starting point of ritual acts and symbols, at any rate from the moment that assimilation becomes stronger than actual accommodation itself.

Context: Nevertheless, the experiment will be tried. So far as getting the Chinese into our country is concerned, it will yet be a success. Context: The nature of "reality" is something about which I'm still confused, which leaves open the possibility that there isn't any such thing. But Egan's Law still applies: "It all adds up to normality." Apples didn't stop falling when Einstein disproved Newton's theory of gravity. Sure, when the dust settles, it could turn out that apples don't exist, Earth doesn't exist, reality doesn't exist. But the nonexistent apples will still fall toward the nonexistent ground at a meaningless rate of 9.8 m/s2.

Context: The continuity of film, in which the writer deals with a track of images moving at a given rate of speed, and a separate sound-track which is joined arbitrarily to the image-track, is closer to the continuity of poetry than anything else in art. But the heaviness of the collective work on a commercial film, the repressive codes and sanctions, unspoken and spoken, the company-town feeling raised to its highest, richest, most obsessive-compulsive level in Hollywood, puts the process at the end of any creative spectrum farthest from the making of a poem.
At the same time, almost anything that can be said to make the difficulties of poetry dissolve for the reader, or even to make the reader want to deal with those "difficulties," can be said in terms of film. These images are like the action sequences of a well-made movie — a good thriller will use the excitement of timing, of action let in from several approaches, of crisis prepared for emotionally and intellectually, so that you can look back and recognize the way of its arrival; or, better, feel it coming until the moment of proof arrives, meeting your memory and your recognition.
The cutting of films is a parable in the motion of any art that lives in time, as well as a parable in the ethics of communication.

Progress and Poverty (1879)
Context: There is, and always has been, a widespread belief among the more comfortable classes that the poverty and suffering of the masses are due to their lack of industry, frugality, and intelligence. This belief, which at once soothes the sense of responsibility and flatters by its suggestion of superiority, is probably even more prevalent in countries like the United States, where all men are politically equal, and where, owing to the newness of society, the differentiation into classes has been of individuals rather than of families, than it is in older countries, where the lines of separation have been longer, and are more sharply, drawn. It is but natural for those who can trace their own better circumstances to the superior industry and frugality that gave them a start, and the superior intelligence that enabled them to take advantage of every opportunity, to imagine that those who remain poor do so simply from lack of these qualities.
But whoever has grasped the laws of the distribution of wealth, as in previous chapters they have been traced out, will see the mistake in this notion. The fallacy is similar to that which would be involved in the assertion that every one of a number of competitors might win a race. That any one might is true; that every one might is impossible.
For, as soon as land acquires a value, wages, as we have seen, do not depend upon the real earnings or product of labor, but upon what is left to labor after rent is taken out; and when land is all monopolized, as it is everywhere except in the newest communities, rent must drive wages down to the point at which the poorest paid class will he just able to live and reproduce, and thus wages are forced to a minimum fixed by what is called the standard of comfort — that is, the amount of necessaries and comforts which habit leads the working classes to demand as the lowest on which they will consent to maintain their numbers. This being the case, industry, skill, frugality, and intelligence can avail the individual only in so far as they are superior to the general level just as in a race speed can avail the runner only in so far as it exceeds that of his competitors. If one man work harder, or with superior skill or intelligence than ordinary, he will get ahead; but if the average of industry, skill, or intelligence be brought up to the higher point, the increased intensity of application will secure but the old rate of wages, and he who would get ahead must work harder still.
The Education of Henry Adams (1907)
Context: For this new creation, born since 1900, a historian asked no longer to be teacher or even friend; he asked only to be a pupil, and promised to be docile, for once, even though trodden under foot; for he could see that the new American — the child of incalculable coal-power, chemical power, electric power, and radiating energy, as well as of new forces yet undetermined — must be a sort of God compared with any former creation of nature. At the rate of progress since 1800, every American who lived into the year 2000 would know how to control unlimited power. He would think in complexities unimaginable to an earlier mind. He would deal with problems altogether beyond the range of earlier society. To him the nineteenth century would stand on the same plane with the fourth — equally childlike — and he would only wonder how both of them, knowing so little, and so weak in force, should have done so much.
