Context: Where popular authority is absolute and unrestrained, the people have an infinitely greater, because a far better founded, confidence in their own power. They are themselves, in a great measure, their own instruments. They are nearer to their objects. Besides, they are less under responsibility to one of the greatest controlling powers on the earth, the sense of fame and estimation. The share of infamy that is likely to fall to the lot of each individual in public acts is small indeed; the operation of opinion being in the inverse ratio to the number of those who abuse power. Their own approbation of their own acts has to them the appearance of a public judgment in their favor. A perfect democracy is, therefore, the most shameless thing in the world. As it is the most shameless, it is also the most fearless. No man apprehends in his person that he can be made subject to punishment.

Context: The Cataphrygians brought in also several other superstitions: such as were the doctrine of Ghosts, and of their punishment in Purgatory, with prayers and oblations for mitigating that punishment, as Tertullian teaches in his books De Anima and De Monogamia. They used also the sign of the cross as a charm. So Tertullian in his book de Corona militis... All these superstitions the Apostle refers to, where he saith: Now the Spirit speaketh expressly, that in the latter times some shall depart from the faith, giving heed to seducing spirits, and doctrines of devils, the Dæmons and Ghosts worshiped by the heathens, speaking lies in hypocrisy, about their apparitions, the miracles done by them, their relics, and the sign of the cross, having consciences seared with a hot iron; forbidding to marry, and commanding to abstain from meats, &c. 1 Tim. iv. 1,2,3. Context: The public was astounded; rumors flew of the most horrible acts, the most monstrous deceptions, lies that were an affront to our history. The public, naturally, was taken in. No punishment could be too harsh. The people clamored for the traitor to be publicly stripped of his rank and demanded to see him writhing with remorse on his rock of infamy. Could these things be true, these unspeakable acts, these deeds so dangerous that they must be carefully hidden behind closed doors to keep Europe from going up in flames? No! They were nothing but the demented fabrications of Major du Paty de Clam, a cover-up of the most preposterous fantasies imaginable. How flimsy it is! The fact that someone could have been convicted on this charge is the ultimate iniquity. I defy decent men to read it without a stir of indignation in their hearts and a cry of revulsion, at the thought of the undeserved punishment being meted out there on Devil's Island. He knew several languages: a crime! He carried no compromising papers: a crime! He would occasionally visit his country of origin: a crime! He was hard-working, and strove to be well informed: a crime! He did not become confused: a crime! He became confused: a crime! And how childish the language is, how groundless the accusation!

He … is ranked in the competitive hierarchy as a dilettante no matter how well he knows his subject, and must, if he wants to make a career, show himself even more resolutely blinkered than the most inveterate specialist. The urge to suspend the division of labor which, within certain limits, his economic situation enables him to satisfy, is thought particularly disreputable: it betrays a disinclination to sanction the operations imposed by society, and domineering competence permits no such idiosyncrasies. The departmentalization of mind is a means of abolishing mind where it is not exercised ex officio, under contract. It performs this task all the more reliably since anyone who repudiates this division of labor—if only by taking pleasure in his work—makes himself vulnerable by its standards, in ways inseparable from elements of his superiority. Thus is order ensured: some have to play the game because they cannot otherwise live, and those who could live otherwise are kept out because they do not want to play the game.

Context: No hard-and-fast rule can be laid down as to where our legislation shall stop in interfering between man and man, between interest and interest. As in such a work human instruments must be used, and as human instruments are imperfect, this means that at times there will be injustice; that at times merchant or soldier, or even missionary, may do wrong. Let us instantly condemn and rectify such wrong when it occurs, and if possible punish the wrongdoer. But shame, thrice shame to us, if we are so foolish as to make such occasional wrongdoing an excuse for failing to perform a great and righteous task. Context: Long experience has shown that armies can not be maintained unless desertion shall be punished by the severe penalty of death. The case requires, and the law and the constitution, sanction this punishment. Must I shoot a simple-minded soldier boy who deserts, while I must not touch a hair of a wiley agitator who induces him to desert? This is none the less injurious when effected by getting a father, or brother, or friend, into a public meeting, and there working upon his feeling, till he is persuaded to write the soldier boy, that he is fighting in a bad cause, for a wicked administration of a contemptable government, too weak to arrest and punish him if he shall desert. I think that in such a case, to silence the agitator, and save the boy, is not only constitutional, but, withal, a great mercy.

The core provisions of the Convention establish a regime for international cooperation in the criminal prosecution of torturers relying on so-called "universal jurisdiction." Each State Party is required either to prosecute torturers who are found in its territory or to extradite them to other countries for prosecution.

Context: Because corruption holds back every aspect of economic and civil life. It’s an anchor that weighs you down and prevents you from achieving what you could. If you need to pay a bribe and hire somebody’s brother -- who’s not very good and doesn’t come to work -- in order to start a business, well, that’s going to create less jobs for everybody. If electricity is going to one neighborhood because they’re well-connected, and not another neighborhood, that’s going to limit development of the country as a whole. If someone in public office is taking a cut that they don't deserve, that’s taking away from those who are paying their fair share. So this is not just about changing one law -- although it's important to have laws on the books that are actually being enforced. It’s important that not only low-level corruption is punished, but folks at the top, if they are taking from the people, that has to be addressed as well. But it's not something that is just fixed by laws, or that any one person can fix. It requires a commitment by the entire nation -- leaders and citizens -- to change habits and to change culture. [... ] People who break the law and violate the public trust need to be prosecuted. NGOs have to be allowed to operate who shine a spotlight on what needs to change. And ordinary people have to stand up and say, enough is enough.
