“Gordon Tullock, on the other hand, might be characterized as the somewhat cynical pragmatist, who set out to understand the world, not to change it. This side of Tullock is visible in his early paper on simple majority rule, and is perhaps most apparent in his work on rent seeking. These differences should not be pushed too far, however. Buchanan (1980) also contributed to the rent-seeking literature, and often has described public choice as “politics without romance.” One of the most dispiriting contributions to the public choice literature has to be Kenneth Arrow’s (1951) famous impossibility theorem. In a too little appreciated article, Tullock (1967b) demonstrated with the help of a somewhat torturous geometrical analysis, that the cycling that underlies the impossibility theorem is likely to be constrained to a rather small subset of Pareto-optimal outcomes, and thus Arrow’s theorem was “irrelevant,” a rather happy result, and one which anticipated work appearing more than a decade later on the uncovered set. “The conventional model for explaining the uniqueness of American democracy is its division between executive, legislative, and judicial functions. It was the great contribution of Frank J. Goodnow to codify a less obvious, but no less profound element: the distinction between politics and policies, principles and operations. He showed how the United States went beyond a nation based on government by gentlemen and then one based on the spoils system brought about by the Jacksonian revolt against the Eastern Establishment, into a government that separated political officials from civil administrators.
Goodnow contends that the civil service reformers persuasively argued that the separation of administration from politics, far from destroying the democratic links with the people, actually served to enhance democracy. While John Rohr, in his outstanding new introduction carefully notes loopholes in the theoretical scaffold of Goodnow's argument, he is also careful to express his appreciation of the pragmatic ground for this new sense of government as needing a partnership of the elected and the appointed.
Goodnow was profoundly influenced by European currents, especially the Hegelian. As a result, the work aims at a political philosophy meant to move considerably beyond the purely pragmatic needs of government. For it was the relationships, the need for national unity in a country that was devised to account for and accommodate pluralism and diversity, that attracted Goodnow's legal background and normative impulses alike. That issues of legitimacy and power distribution were never entirely resolved by Goodnow does not alter the fact that this is perhaps the most important work, along with that of James Bryce, to emerge from this formative period to connect processes of governance with systems of democracy.”

Such consolidation will assure not only a greater element of competition as to service, but it will afford economy in operation, greater stability in railway earnings, and more economical financing. It opens large possibilities of better equalization of rates between different classes of traffic so as to relieve undue burdens upon agricultural products and raw materials generally, which are now not possible without ruin to small units owing to the lack of diversity of traffic. It would also tend to equalize earnings in such fashion as to reduce the importance of section 15A, at which criticism, often misapplied, has been directed. A smaller number of units would offer less difficulties in labor adjustments and would contribute much to the, solution of terminal difficulties.”

Towards the close of the last century the question of Parliamentary reform assumed a definite shape, and since that time has constituted one of the most prominent features in British politics. All freeholders and inhabitants paying scot and lot were entitled to vote, but they only amounted to seven. At Tavistock all freeholders rejoiced in the franchise, but there were only ten. In 1793 the Society of the Friends of the People were prepared to prove that in England and Wales seventy members were returned by thirty-five places in which there were scarcely any electors at all; that ninety members were returned by forty-six places with less than fifty electors; and thirty-seven members by nineteen places having not more than one hundred electors.
