Hand in hand with the exploitation of grievance goes the equally counterproductive process which will no doubt, as usual, be called the "search for a political solution"…Indeed, attention has already been drawn publicly to the potentially critical factor of the so-called immigrant vote in an increasing number of worthwhile constituencies. The result is that the political parties of the indigenous population vie with one another for votes by promising remedy of the grievances which are being uncovered and exploited in the context of actual or threatened violence. Thus the legislature finds itself in effect manipulated by minorities instead of responding to majorities, and is watched by the public at large with a bewildering and frustration, not to say cynicism, of which the experience of legislation hitherto in the field of immigration and race relations afford some pale idea…I need not follow the analysis further in order to demonstrate how parliamentary democracy disintegrates when the national homogeneity of the electorate is broken by a large and sharp alteration in the composition of the population. While the institutions and liberties on which British liberty depends are being progressively surrendered to the European superstate, the forces which will sap and destroy them from within are allowed to accumulate unchecked. And all the time we are invited to direct towards Angola or Siberia the anxious attention that the real danger within our power and our borders imperatively demand.”

However, these accommodating concepts of Reason were always contradicted by the evident misery and injustice of the “great public bodies” and the effective, more or less conscious rebellion against them. Societal conditions existed which provoked and permitted real dissociation. from the established state of affairs; a private as well as political dimension was present in which dissociation could develop into effective opposition, testing its strength and the validity of its objectives. With the gradual closing of this dimension by the society, the self-limitation of thought assumes a larger significance. The interrelation between scientific-philosophical and societal processes, between theoretical and practical Reason, asserts itself "behind the back” of the scientists and philosophers. The society bars a whole type of oppositional operations and behavior; consequently, the concepts pertaining to them are rendered illusory or meaningless. Historical transcendence appears as metaphysical transcendence, not acceptable to science and scientific thought. The operational and behavioral point of view, practiced as a “habit of thought” at large, becomes the view of the established universe of discourse and action, needs and aspirations. The “cunning of Reason” works, as it so often did, in the interest of the powers that be. The insistence on operational and behavioral concepts turns against the efforts to free thought and behavior from the given reality and for the suppressed alternatives.”

“Even a very general knowledge of Indian history already shows that any instances of Hindu persecution of Buddhism could never have been more than marginal. After fully seventeen centuries of Buddhism's existence, from the 6 th century BC to the late 12 th century AD, most of it under the rule of Hindu kings, we find Buddhist establishments flourishing all over India. Under king Pushyamitra Shunga, often falsely labelled as a persecutor of Buddhism, important Buddhist centres such as the Sanchi stupa were built. As late as the early 12 th century, the Buddhist monastery Dharmachakrajina Vihara at Sarnath was built under the patronage of queen Kumaradevi, wife of Govindachandra, the Hindu king of Kanauj in whose reign the contentious Rama temple in Ayodhya was built. This may be contrasted with the ruined state of Buddhism in countries like Afghanistan or Uzbekistan after one thousand or even one hundred years of Muslim rule. Indeed, the Muslim chroniclers themselves have described in gleeful detail how they destroyed Buddhism root and branch in the entire Gangetic plain in just a few years after Mohammed Ghori's victory in the second battle of Tarain in 1192. The famous university of Nalanda with its fabulous library burned for weeks. Its inmates were put to the sword except for those who managed to flee. The latter spread the word to other Indian regions where Buddhist monks packed up and left in anticipation of further Muslim conquests. It is apparent that this way, some abandoned Buddhist establishments were taken over by Hindus; but that is an entirely different matter from the forcible occupation or destruction of Buddhist institutions by the foreign invaders.”

As Spinoza recognized, there is no reason to think the cycle of order and anarchy will ever end. Secular thinkers find this view of human affairs dispiriting, and most have retreated to some version of the Christian view in which history is a narrative of redemption. The most common of these narratives are theories of progress, in which the growth of knowledge enables humanity to advance and improve its condition. Actually, humanity cannot advance or retreat, for humanity cannot act: there is no collective entity with intentions or purposes, only ephemeral struggling animals each with its own passions and illusions. The growth of scientific knowledge cannot alter this fact. Believers in progress – whether social democrats or neo-conservatives, Marxists, anarchists or technocratic Positivists – think of ethics and politics as being like science, with each step forward enabling further advances in future. Improvement in society is cumulative, they believe, so that the elimination of one evil can be followed by the removal of others in an open-ended process. But human affairs show no sign of being additive in this way: what is gained can always be lost, sometimes –as with the return of torture as an accepted technique in war and government – in the blink of an eye. Human knowledge tends to increase, but humans do not become any more civilized as a result. They remain prone to every kind of barbarism, and while the growth of knowledge allows them to improve their material conditions, it also increases the savagery of their conflicts.”

I do not think that that is the way this country has developed, or wishes to develop. I am all for working in with our Continental friends. I was one of those who worked to build up NATO; I have worked for European integration. But that is a very different thing from bringing us into a close association which, I may say, is not one for defence, or even just for foreign policy. The fact is that if the designs behind the Common Market are carried out, we are bound to be affected in every phase of our national life. There would be no national planning, except under the guidance of Continental planning—we shall not be able to deal with our own problems; we shall not be able to build up the country in the way we want to do, so far as I can see. I think we shall be subject to overall control and planning by others. That is my objection.”

“My next proposition is that the North is in the course of acquiring this power to abolish slavery. Is that true? I say, gentlemen, the North is acquiring that power by two processes, one of which is operating with great rapidity-that is by the admission of new States. The public territory is capable of forming from twenty to thirty States of larger size than the average of the States now in the Union. The public territory is peculiarly Northern territory, and every State that comes into the Union will be a free State. We may rest assured, sit, that that is a fixed fact. The events in Kansas should satisfy every one of the truth of that. If causes now in operation are allowed to continue, the admission of new States will go on until a sufficient number shall have been secured to give the necessary preponderance to change the Constitution. There is a process going on by which some of our own slave States are becoming free States already. It is true, that in some of the slave States the slave population is actually on the decrease, and, I believe it is true of all of them that it is relatively to the white population on the decrease. The census shows that slaves are decreasing in Delaware and Maryland; and it shows that in the other States in the same parallel, the relative state of the decrease and increase is against the slave population. It is not wonderful that this should be so. The anti-slavery feeling has got to be so great at the North that the owners of slave property in these States have a presentiment that it is a doomed institution, and the instincts of self-interest impels them to get rid of that property which is doomed. The consequence is, that it will go down lower and. lower, until it all gets to the Cotton States-until it gets to the bottom. There is the weight of a continent upon it forcing it down. Now, I say, sir, that under this weight it is bound to go down unto the Cotton States, one of which I have the honor to represent here. When that time comes, sir, the free States in consequence of the manifest decrease, will urge the process with additional vigor, and I fear that the day is not distant when the Cotton States, as they are called, will be the only slave States. When that time comes, the time will have arrived when the North will have the power to amend the Constitution, and say that slavery shall be abolished, and if the master refuses to yield to this policy, he shall doubtless be hung for his disobedience.”

It is the traditional, historic, universal definition of marriage: one man and one woman, for life. … There are about 2% of Americans are homosexual or gay, lesbian people. We should not let 2% of the population determine — to change a definition of marriage that has been supported by every single culture, and every single religion, for 5,000 years. … So I urge you to support Proposition 8, and pass that word on. I'm going to be sending out a note to pastors on what I believe about this, but everybody knows what I believe about it, and they heard me at the civil forum when I asked both Obama and McCain on their views.”
