The chairman of the Joint Chiefs, Colin Powell, described this as the best public relations operation of the Pentagon that he could imagine. His picture, which I think is plausible, is that there was a problem about raising the Pentagon budget, and they needed something that would be, look like a kind of a cakewalk, which would give a lot of prestige to the Pentagon. Somalia looked easy. Let's look back at the background. For years, the United States had supported a really brutal dictator, who had just devastated the country, and was finally kicked out. After he's kicked out, it was 1990, the country sank into total chaos and disaster, with starvation and warfare and all kind of horrible misery. The United States refused to, certainly to pay reparations, but even to look. By the middle of 1992, it was beginning to ease. The fighting was dying down, food supplies were beginning to get in, the Red Cross was getting in, roughly 80% of their supplies they said. There was a harvest on the way. It looked like it was finally sort of settling down. At that point, all of a sudden, George Bush announced that he had been watching these heartbreaking pictures on television, on Thanksgiving, and we had to do something, we had to send in humanitarian aid. The Marines landed, in a landing which was so comical, that even the media couldn't keep a straight face. Take a look at the reports of the landing of the Marines, it must've been the first week of December 1992. They had planned a night, there was nothing that was going on, but they planned a night landing, so you could show off all the fancy new night vision equipment and so on. Of course they had called the television stations, because what's the point of a PR operation for the Pentagon if there's no one to look for it. So the television stations were all there, with their bright lights and that sort of thing, and as the Marines were coming ashore they were blinded by the television light. So they had to send people out to get the cameramen to turn off the lights, so they could land with their fancy new equipment. As I say, even the media could not keep a straight face on this one, and they reported it pretty accurately. Also reported the PR aspect. Well the idea was, you could get some nice shots of Marine colonels handing out peanut butter sandwiches to starving refugees, and that'd all look great. And so it looked for a couple of weeks, until things started to get unpleasant. As things started to get unpleasant, the United States responded with what's called the Powell Doctrine. The United States has an unusual military doctrine, it's one of the reasons why the U. S. is generally disqualified from peace keeping operations that involve civilians, again, this has to do with sovereignty. U. S. military doctrine is that U. S. soldiers are not permitted to come under any threat. That's not true for other countries. So countries like, say, Canada, the Fiji Islands, Pakistan, Norway, their soldiers are coming under threat all the time. The peace keepers in southern Lebanon for example, are being attacked by Israeli soldiers all the time, and have suffered plenty of casualties, and they don't like it. But U. S. soldiers are not permitted to come under any threat, so when Somali teenagers started shaking fists at them, and more, they came back with massive fire power, and that led to a massacre. According to the U. S., I don't know the actual numbers, but according to U. S. government, about 7 to 10 thousand Somali civilians were killed before this was over. There's a close analysis of all of this by Alex de Waal, who's one of the world's leading specialists on African famine and relief, altogether academic specialist. His estimate is that the number of people saved by the intervention and the number killed by the intervention was approximately in the same ballpark. That's Somalia. That's what's given as a stellar example of the humanitarian intervention.”

Like our Civil War, Vietnam holds a fascination for many Americans, and I suspect that this will grow rather than diminish as research continues and new works are published about the war. For the young military professional who did not serve in Vietnam, my advice is to learn all you can about the war and try to understand it. Finally for those military men now serving at the top military positions, as well as those who will rise to those positions later, my advice is to do all you can to improve the civilian-military interface in the highest councils of our government. This is the best way I know to better the chances that our civilian leaders truly understand the risks, costs, and probable outcomes of military actions before they take the nation to war. The United States cannot afford to put itself again at such enormous strategic disadvantage as we found ourselves in in Vietnam. How deep Vietnam has stamped its imprint on American history has yet to be determined. In any event, I am optimistic enough to believe that we Americans can and will learn and profit from our experience.”

“Our meeting with Admiral Leighton Smith, on the other hand, did not go well. He had been in charge of the NATO air strikes in August and September [1995], and this gave him enormous credibility, especially with the Bosnian Serbs. Smith was also the beneficiary of a skillful public relations effort that cast him as the savior of Bosnia. In a long profile, Newsweek had called him "a complex warrior and civilizer, a latter-day George C. Marshall." This was quite a journalistic stretch, given the fact that Smith considered the civilian aspects of the task beneath him and not his job - quite the opposite of what General Marshall stood for.
After a distinguished thirty-three-year Navy career, including almost three hundred combat missions in Vietnam, Smith was well qualified for his original post as commander of NATO's southern forces and Commander in Chief of all U. S. naval forces in Europe. But he was the wrong man for his additional assignment as IFOR commander, which was the result of two bureaucratic compromises, one with the French, the other with the American military. General Joulwan rightly wanted the sixty thousand IFOR soldiers to have as their commanding officer an Army general trained in the use of ground forces. But Paris insisted that if Joulwan named a separate Bosnia commander, it would have to be a Frenchman. This was politically impossible for the United States; thus, the Franh objections left only one way to preserve an American chain of command - to give the job to Admiral Smith, who joked that he was now known as "General" Smith. (…)
On the military goals of Dayton, he was fine; his plans for separating the forces along the line we had drawn in Dayton and protecting his forces were first-rate. But he was hostile to any suggestions that IFOR help implement any nonmilitary portion of the agreement. This, he said repeatedly, was not his job.
Based on Shalikashvili's statement at White House meetings, Christopher and I had assumed that the IFOR commander would use his authority to do substancially more than he was obligated to do. The meeting with Smith shattered that hope. Smith and his British deputy, General Michael Walker, made clear that they intended to take a minimalist approach to all aspects of implementation other than force protection. Smith signaled this in his first extensive public statement to the Bosnian people, during a live call-in program on Pale Television - an odd choice for his first local media appearance. During the program, he answered a question in a manner that dangerously narrowed his own authority. He later told Newsweek about it with a curious pride: "One of the questions I was asked was, "Admiral, is it true that IFOR is going to arrest Serbs in the Serb suburbs of Sarajevo?" I said, "Absolutely not, I don't have the authority to arrest anybody"."”

This was an inaccurate way to describe IFOR's mandate. It was true IFOR was not supposed to make routine arrests of ordinary citizens. But IFOR had the authority to arrest indicted war criminals, and could also detain anyone who posed a threat to its forces. Knowing what the question meant, Smith had sent an unfortunate signal of reassurance to Karadzic - over his own network.

I never thought I would see, in Europe, a full-dress reprise of internment camps, the mass murder of civilians, the reinstitution of torture and rape as acts of policy. And that kind of conservatism can easily mutate into actual support for the aggressors. Weimar-style conservatism can easily mutate into National Socialism. So you had people like Noam Chomsky's co-author Ed Herman go from saying 'Do nothing in the Balkans', to actually supporting Milosevic, the most reactionary force in the region. That's when I began to first find myself on the same side as the neocons. I was signing petitions in favour of action in Bosnia, and I would look down the list of names and I kept finding, there's Richard Perle. There's Paul Wolfowitz. That seemed interesting to me. These people were saying that we had to act. Before, I had avoided them like the plague, especially because of what they said about General Sharon and about Nicaragua. But nobody could say they were interested in oil in the Balkans, or in strategic needs, and the people who tried to say that – like Chomsky – looked ridiculous. So now I was interested.”

It is easy to find fault with what is called Young Bengal, the product of English ideas grafted on the native mind. But Young Bengal, with all its faults, is full of promise. Its bad features are apparent everywhere, its good qualities are naturally hidden from the eyes of careless observers.... India can never be anglicized, but it can be reinvigorated. By encouraging a study of their own ancient literature, as part of their education, a national feeling of pride and self-respect will be reawakened among those who influence the large masses of the people. A new national literature may spring up, impregnated with Western ideas, yet retaining its native spirit and character. The two things hang together. In order to raise the character of the vernaculars, a study of the ancient classical language is absolutely necessary: for from it these modern dialects have branched off, and from it alone can they draw their vital strength and beauty. A new national literature will bring with it a new national life and new moral vigour. As to religion, that will take care of itself. The missionaries have done far more than they themselves seem to be aware of, nay, much of the work which is theirs they would probably disclaim. “In my view, if there's going to be an army, I think it ought to be a citizens' army. Now, here I do agree with some people, the top brass, they don't want a citizens' army. They want a mercenary army, what we call a volunteer army. A mercenary army of the disadvantaged. And in fact, in the Vietnam War, the U. S. military realized, they had made a very bad mistake. I mean, for the first time I think ever in the history of European imperialism, including us, they had used a citizens' army to fight a vicious, brutal, colonial war, and civilians just cannot do that kind of a thing. You take them from one place and send them to kill people in the other place. That's the standard way to run imperial wars. They're just too brutal and violent and murderous. Civilians are not going to be able to do it for very long. What happened was, the army started falling apart. One of the reasons that the army was withdrawn was because the top military wanted it out of there. They were afraid they were not going to have an army anymore. Soldiers were fragging officers. The whole thing was falling apart. They were on drugs. And that's why I think that they're not going to have a draft. That's why I'm in favor of it. If there's going to be an army that will fight brutal, colonial wars… it ought to be a citizens' army so that the attitudes of the society are reflected in the military.”
