napoleon III’s first act as emperor was to imprison his political opponents. He was a crafty monarch, and his ambition during his reign was to seek glory through military adventurism while the great mass of French peasants remained ina state of poverty and despair.
Initially, Napoleon III achieved a short-lived public popularity by trying to “modernize” France and liberalize its economy, but his legacy remains that of a dictator and conniving politician.
In 1870, fearful that Germany was expanding too fast, Napoleon III declared war against this neighbor. The French were quickly defeated, and Napoleon III became a prisoner of war. Upon release in 1871, he was exiled to England, where he lived until his death in 1873.
Maurice Joly was mindful of this growing tension between Germany and France. He had been born in 1821 of French parents. He was admitted to the Paris bar as an attorney and was a one-time member of the General Assembly. Joly devoted most of time to writing caustic essays on French politics. He joined many other severe critics of Napoleon III, who regarded him as a ruthless despot.
In 1864, Joly wrote a book called “The Dialogue in Hell between Machiavelli and Montesquieu.”…It intended to liken Napoleon III to the infamous Machiavelli, author of “The Prince,” a treatise on the acquisition of power. Holy intended to reveal the French dictator’s dark and evil plans.”

“The monarch is a responsible person. The fact that a monarch is responsible "to God alone," rather than to an assembly or a popular majority, is rather shocking to an agnostic mind; but while God cannot be fooled, the masses can. While it is perhaps true that "one cannot fool all the people all the time," it seems one can fool millions for centuries. History abounds with such examples, especially the history of religions. In spite of the republican-democratic emphasis on "responsible government," subject to the sanction of not getting re-elected (and if being impeached only in the grossest cases of corruption), the demo-republican government nonetheless derives its authority from anonymous, secretly voting masses on a purely numerical basis. It is even impossible to trace the empowering individual; and thus we get what French authors call the "cult of irresponsibility." The electees, rejecting all responsibility, can easily blame the electors for their "mandates." Thus we get today the immoral idea of making whole nations responsible for the misdeeds of their rulers, regardless of whether these had majority support or not. This collective judgment of moral acts is one of the great maladies of the democratic age.”

For he was conversant with the histories of Herodotus and Thucydides. which had looked to Perdiccas as the founding father in Macedonia. Caranus was inserted as a forerunner of Perdiccas in Macedonia only at the turn of the fifth century: he appeared as such in the works of fourth-century writers, such as Marsyas the Macedonian historian (FGrH 135/6 i- 14) who on my analysis was used by Pompeius Trogus (Prologue 7 'origines Macedonicae regesque a conditorc gentis Carano'). Thus the dogmatic statement of Plutarch, that Caranus was the forerunner, should have been qualified, if he had been writing scientific history. “In dealing with our military problems there is one principle that is exceedingly important. Our institutions are founded not on military power but on civil authority. We are irrevocably committed to the theory of a government by the people. We have our constitutions and our laws, our executives, our legislatures, and our courts, but ultimately we are governed by public opinion. Our forefathers had seen so much of militarism, and suffered so much from it, that they desired to banish it forever. They believed and declared in at least one of their State constitutions that the military power should be subordinate to and governed by the civil authority. It is for this reason that any organization of men in the military service bent on inflaming the public mind for the purpose of forcing Government action through the pressure of public opinion is an exceedingly dangerous undertaking and precedent. This is so whatever form it might take, whether it be for the purpose of influencing the Executive, the legislature, or the heads of departments. It is for the civil authority to determine what appropriations shall be granted, what appointments shall be made, and what rules shall be adopted for the conduct of its armed forces. Whenever the military power starts dictating to the civil authority, by whatsoever means adopted, the liberties of the country are beginning to end. National defense should at all times be supported, but any form of militarism should be resisted.”
