“[Neoinstitutional Economics…] theory has made an indispensable contribution in recent times to advances of understanding in this area. But it seems to me that in the economics of institutions theory is now outstripping empirical research to an excessive extent. No doubt the same could be said of other fields in economics, but there is a particular point about this one. Theoretical modelling may or may not be more difficult in this field than in others, but empirical work is confronted by a special difficulty. Because economic institutions are complex, they do not lend themselves easily to quantitative measurement. Even in the respects in which they do, the data very often are not routinely collected by national statistical offices. As a result, the statistical approach which has become the bread and butter of applied economics is not straightforwardly applicable. Examples of it do exist, the literature on the economics of slavery being perhaps the most fully developed - not surprisingly because slavery is an institution that is sharply defined. But to a large extent the empirical literature has consisted of case-studies which are interesting but not necessarily representative, together with a certain amount on legal court cases, which are almost certainly not representative. Is this the best we can do? There is a challenge here on the empirical side to economists to see what is the best way forward.”

One major theme pressed in a number of chapters is that the international criminal justice system (ICJS) that has emerged in the age of tribunals and “humanitarian intervention” has replaced a real, if imperfect, system of international justice with one that misuses forms of justice to allow dominant powers to attack lesser countries without legal impediment. No tribunals have been established for Israel’s actions in Palestine or Kagame’s mass killings in the DRC. Numerous authors in Justice Belied stress the remarkable fact of the ICC’s [International Criminal Court] exclusive focus on Africans, with not a single case of charges brought against non-Africans. And within Africa itself the selectivity is notorious – U. S. clients Kagame and Museveni are exempt; U. S. targets Kenyatta, Taylor, and Gadaffi are charged. […] The system has worked poorly in service to justice, as the authors point out, but U. S. policy has had larger geopolitical and economic aims, and underwriting Kagame’s terror in Rwanda and the DRC and directing the ICC toward selected African targets while ignoring others served those aims. Many of the statutes and much political rhetoric accompanying the new ICJS proclaimed the aim of bringing peace and reconciliation. But this was blatant hypocrisy as the exclusion of aggression as a crime, the selectivity of application, the frequency of applied victor’s justice, and the manifold abuses of the judicial processes have made for war, hatred, and exacerbated conflict. The authors of Justice Belied do a remarkable job of spelling out these sorry conditions and calling for a dismantling of the new ICJS and return to the UN Charter and nation-based attention to dealing with injustice.”

Couples that enter the sacrament of marriage and are not prepared to go the distance or are not willing to get right with the real love of God cannot thrive. They may cleave together like robins or gulls or anything else that mates for life. Such a law ought to give authority for a very broad mobilization of all the resources of the country, both persons and materials. I can see some difficulties in the application of the principle, for it is the payment of a higher price that stimulates an increased production, but whenever it can be done without economic dislocation such limits ought to be established in time of war as would prevent so far as possible all kinds of profiteering. There is little defense which can be made of a system which puts some men in the ranks on very small pay and leaves others undisturbed to reap very large profits. Even the income tax, which recaptured for the benefit of the National Treasury alone about 75 per cent of such profits, while local governments took part of the remainder, is not a complete answer. The laying of taxes is, of course, in itself a conscription of whatever is necessary of the wealth of the country for national defense, but taxation does not meet the full requirements of the situation. In the advent of war, power should be lodged somewhere for the stabilization of prices as far as that might be possible in justice to the country and its defenders.”

“The impressions received by the two observers A0 and A would be alike in all respects. It would be impossible to decide which of them moves or stands still with respect to the ether, and there would be no reason for preferring the times and lengths measured by the one to those determined by the other, nor for saying that either of them is in possession of the "true" times or the "true" lengths. This is a point which Einstein has laid particular stress on, in a theory in which he starts from what he calls the principle of relativity, i. e., the principle that the equations by means of which physical phenomena may be described are not altered in form when we change the axes of coordinates for others having a uniform motion of translation relatively to the original system.
I cannot speak here of the many highly interesting applications which Einstein has made of this principle. His results concerning electromagnetic and optical phenomena …agree in the main with those which we have obtained… the chief difference being that Einstein simply postulates what we have deduced, with some difficulty and not altogether satisfactorily, from the fundamental equations of the electromagnetic field. By doing so, he may certainly take credit for making us see in the negative result of experiments like those of Michelson, Rayleigh and Brace, not a fortuitous compensation of opposing effects, but the manifestation of a general and fundamental principle.
Yet, I think, something may also be claimed in favour of the form in which I have presented the theory. I cannot but regard the ether, which can be the seat of an electromagnetic field with its energy and vibrations, as endowed with a certain degree of substantiality, however different it may be from all ordinary matter. …it seems natural not to assume at starting that it can never make any difference whether a body moves through the ether or not, and to measure distances and lengths of time by means of rods and clocks having a fixed position relatively to the ether.
It would be unjust not to add that, besides the fascinating boldness of its starting point, Einstein's theory has another marked advantage over mine. Whereas I have not been able to obtain for the equations referred to moving axes exactly the same form as for those which apply to a stationary system, Einstein has accomplished this by means of a system of new variables slightly different from those which I have introduced.”

Moreover, the mathematician working on these lines would be cut off from the chief sources of inspiration, the ideals of exactitude and logical rigour, as well as from one of his most indispensable guides to discovery, symmetry, and permanence of mathematical form. The history of the actual movements of mathematical thought through the centuries shows that these ideals are the very life-blood of the science, and warrants the conclusion that a constant striving toward their attainment is an absolutely essential condition of vigorous growth. These ideals have their roots in irresistible impulses and deep-seated needs of the human mind, manifested in its efforts to introduce intelligibility in certain great domains of the world of thought.”
