Context: I don’t pretend to have all the answers. And I’m not going to offer some grand theory – not when it’s a beautiful day and you’ve got some celebrating to do. I’m not going to get partisan, either, because that’s not what citizenship is about. In fact, I am asking the same thing of you that President Bush did when he spoke at this commencement in 2002: “America needs more than taxpayers, spectators, and occasional voters,” he said. “America needs full-time citizens.”
And as graduates from a university whose motto is “Education for Citizenship,” that’s what your country expects of you. So briefly, I will ask you for two things: to participate, and to persevere.
After all, your democracy does not function without your active participation. At a bare minimum, that means voting, eagerly and often. It means knowing who’s been elected to make decisions on your behalf, what they believe in, and whether or not they deliver. If they don’t represent you the way you want, or conduct themselves the way you expect – if they put special interests above your own – you’ve got to let them know that’s not okay. And if they let you down, there’s a built-in day in November where you can really let them know that’s not okay.
1900s, Seventh Annual Message (1907)
Context: A heavy progressive tax upon a very large fortune is in no way such a tax upon thrift or industry as a like would be on a small fortune. No advantage comes either to the country as a whole or to the individuals inheriting the money by permitting the transmission in their entirety of the enormous fortunes which would be affected by such a tax; and as an incident to its function of revenue raising, such a tax would help to preserve a measurable equality of opportunity for the people of the generations growing to manhood. We have not the slightest sympathy with that socialistic idea which would try to put laziness, thriftlessness and inefficiency on a par with industry, thrift and efficiency; which would strive to break up not merely private property, but what is far more important, the home, the chief prop upon which our whole civilization stands. Such a theory, if ever adopted, would mean the ruin of the entire country — a ruin which would bear heaviest upon the weakest, upon those least able to shift for themselves. But proposals for legislation such as this herein advocated are directly opposed to this class of socialistic theories. Our aim is to recognize what Lincoln pointed out: The fact that there are some respects in which men are obviously not equal; but also to insist that there should be an equality of self-respect and of mutual respect, an equality of rights before the law, and at least an approximate equality in the conditions under which each man obtains the chance to show the stuff that is in him when compared to his fellows.

We cannot afford to permit squalid overcrowding or the kind of living system which makes impossible the decencies and necessities of life. We cannot afford to leave American mines, munitions plants, and general resources in the hands of alien workmen, alien to America and even likely to be made hostile to America by machinations such as have recently been provided in the case of the two foreign embassies in Washington. We cannot afford to run the risk of having in time of war men working on our railways or working in our munition plants who would in the name of duty to their own foreign countries bring destruction to us. Recent events have shown us that incitements to sabotage and strikes are in the view of at least two of the great foreign powers of Europe within their definition of neutral practices. What would be done to us in the name of war if these things are done to us in the name of neutrality?

Context: The best measure of how a country does economically in terms of development is how does it treat its women. And as I said in a speech -- a couple of the speeches that I gave while I was in Kenya and Ethiopia -- if you’re mistreating your women, then you’re just holding yourself back, you’re holding yourself down. You may have some false sense of importance, but ultimately you don’t benefit if women are being discriminated against, because that means when they’re working, your family is going to have less income. If they’re not educated, that means your children are less likely to be well educated, because, typically, the mother is the first educator of a child. So if they see you disrespecting your wife, then what lesson is your -- not just your girls, but what lessons are your sons learning from you? […] You do not lift yourself up by holding somebody else down.
2011, Address on interventions in Libya (March 2011)
Context: Much of the debate in Washington has put forward a false choice when it comes to Libya. On the one hand, some question why America should intervene at all — even in limited ways — in this distant land. They argue that there are many places in the world where innocent civilians face brutal violence at the hands of their government, and America should not be expected to police the world, particularly when we have so many pressing needs here at home.
It’s true that America cannot use our military wherever repression occurs. And given the costs and risks of intervention, we must always measure our interests against the need for action. But that cannot be an argument for never acting on behalf of what’s right. In this particular country — Libya — at this particular moment, we were faced with the prospect of violence on a horrific scale. We had a unique ability to stop that violence: an international mandate for action, a broad coalition prepared to join us, the support of Arab countries, and a plea for help from the Libyan people themselves. We also had the ability to stop Qaddafi’s forces in their tracks without putting American troops on the ground.
To brush aside America’s responsibility as a leader and — more profoundly — our responsibilities to our fellow human beings under such circumstances would have been a betrayal of who we are. Some nations may be able to turn a blind eye to atrocities in other countries. The United States of America is different. And as President, I refused to wait for the images of slaughter and mass graves before taking action.

Context: In the aftermath of darkest tragedy, we have seen the American spirit at its brightest. We’ve seen the petty divisions of color, class, and creed replaced by a united urge to help. We’ve seen courage and compassion, a sense of civic duty, and a recognition that we are not a collection of strangers; we are bound to one another by a set of ideals, and laws, and commitments, and a deep devotion to this country we love.
That’s what citizenship is. It’s the idea at the heart of our founding – that as Americans, we are blessed with God-given and inalienable rights, but with those rights come responsibilities – to ourselves, to one another, and to future generations.
But if we’re being honest, as you’ve studied and worked and served to become good citizens, the institutions that give structure to our society have, at times, betrayed your trust. In the run-up to the financial crisis, too many on Wall Street forgot that their obligations don’t end with their shareholders. In entertainment and in the media, ratings and shock value often trumped news and storytelling. And in Washington – well, this is a joyous occasion, so let me put this charitably: I think it’s fair to say our democracy isn’t working as well as we know it can. It could do better. And those of us fortunate enough to serve in these institutions owe it to you to do better, every single day.

1860s, First Inaugural Address (1861)
Context: One section of our country believes slavery is right and ought to be extended, while the other believes it is wrong and ought not to be extended. This is the only substantial dispute. The fugitive-slave clause of the Constitution and the law for the suppression of the foreign slave trade are each as well enforced, perhaps, as any law can ever be in a community where the moral sense of the people imperfectly supports the law itself. The great body of the people abide by the dry legal obligation in both cases, and a few break over in each. This I think, can not be perfectly cured, and it would be worse in both cases after the separation of the sections than before. The foreign slave trade, now imperfectly suppressed, would be ultimately revived without restriction in one section, while fugitive slaves, now only partially surrendered, would not be surrendered at all by the other. Physically speaking, we can not separate. We can not remove our respective sections from each other nor build an impassable wall between them. A husband and wife may be divorced and go out of the presence and beyond the reach of each other, but the different parts of our country can not do this. They can not but remain face to face, and intercourse, either amicable or hostile, must continue between them, Is it possible, then, to make that intercourse more advantageous or more satisfactory after separation than before? Can aliens make treaties easier than friends can make laws? Can treaties be more faithfully enforced between aliens than laws can among friends? Suppose you go to war, you can not fight always; and when, after much loss on both sides and no gain on either, you cease fighting, the identical old questions, as to terms of intercourse, are again upon you.
My Day (1935–1962)
Context: What is going on in the Un-American Activities Committee worries me primarily because little people have become frightened and we find ourselves living in the atmosphere of a police state, where people close doors before they state what they think or look over their shoulders apprehensively before they express an opinion.
I have been one of those who have carried the fight for complete freedom of information in the United Nations. And while accepting the fact that some of our press, our radio commentators, our prominent citizens and our movies may at times be blamed legitimately for things they have said and done, still I feel that the fundamental right of freedom of thought and expression is essential. If you curtail what the other fellow says and does, you curtail what you yourself may say and do.
In our country we must trust the people to hear and see both the good and the bad and to choose the good. The Un-American Activities Committee seems to me to be better for a police state than for the USA. (29 October 1947)
2014, Young Southeast Asian Leaders Initiative Town Hall Speech (November 2014)
Context: But what I said to the civil society groups is, yes, it is important to protect specific ethnic groups from discrimination. And it is natural in a democracy that ethnic groups organize among themselves to be heard in the halls of power. So in the United States, for example, as its democracy developed, the Irish in big cities, they came together and they built organizations, and they were able to promote the interests of Irish Americans. And African Americans, when they were seeking their freedom, you had organizations like the NAACP that promoted the interests of African Americans. So there's nothing wrong with groups organizing around ethnic identity, or around economic interests, or around regional concerns. That's how a democracy naturally works. You get with people who agree with you or who are like you to make sure that your concerns are heard. But what I said is that it is important for a democracy that people's identities are also a national identity. If you walk down the streets of New York City, you will see people looking more different than this group right here. You'll see blue-eyed, blonde people. You'll see dark-skinned, black people. You'll see Asians. You'll see Muslims. You'll see -- but if you ask any of those people, “What are you?” -- I'm American. Now I may be an African American or an Asian American or an Irish American, but the first thing I'll say is, I'm an American. And if you don't have that sense of national unity, then it's very hard for a country to succeed -- particularly a small country like Myanmar. If people think in terms of ethnic identity before national identity, then I think over time the country will start breaking apart and democracy will not work. So there has to be a sense of common purpose. But that's not an excuse then for majority groups to say, don’t complain, to ethnic minorities -- because the ethnic minorities may have some real complaints. And part of what is important for the majority groups to do -- if, in fact, you have a national identity, that means that you've got to be concerned with a minority also because it reflects badly on your country if somebody from a minority group is not being treated fairly. America could not live up to its potential until it treated its black citizens fairly. That's just a fact, that that was a stain on America when an entire group of people couldn't vote, or didn't have legal protections. Because it made all [[United States Declarations of Independence|the Declarations of Independence and Constitution and rule of law, it made that seem like an illusion. And so when the Civil Rights Movement happened in the United States, that wasn't just a victory for African Americans, that was a victory for America because what it showed was that the whole country was going to be concerned about everybody, not just about some people. And it was a victory for America's national identity that it was treating minorities fairly. And that's I think how every country in ASEAN, including Myanmar, needs to think about these problems. You need to respect people's differences. You need to be attentive to the grievances of minorities that may be discriminated against. But both the majority and the minority, the powerful and the powerless, also have to have a sense of national identity in order to be successful.
2011, Remarks on death of Osama bin Laden (May 2011)
Context: For over two decades, bin Laden has been al Qaeda’s leader and symbol, and has continued to plot attacks against our country and our friends and allies. The death of bin Laden marks the most significant achievement to date in our nation’s effort to defeat al Qaeda.
Yet his death does not mark the end of our effort. There’s no doubt that al Qaeda will continue to pursue attacks against us. We must — and we will — remain vigilant at home and abroad.
As we do, we must also reaffirm that the United States is not — and never will be — at war with Islam. I’ve made clear, just as President Bush did shortly after 9/11, that our war is not against Islam. Bin Laden was not a Muslim leader; he was a mass murderer of Muslims. Indeed, al Qaeda has slaughtered scores of Muslims in many countries, including our own. So his demise should be welcomed by all who believe in peace and human dignity.

Give Me Liberty (1936)
Context: Representative government cannot express the will of the mass of the people, because there is no mass of the people; The People is a fiction, like The State. You cannot get a Will of the Mass, even among a dozen persons who all want to go on a picnic. The only human mass with a common will is a mob, and that will is a temporary insanity. In actual fact, the population of a country is a multitude of diverse human beings with an infinite variety of purposes and desires and fluctuating wills.

Context: Communism is inequality, but not as property is. Property is the exploitation of the weak by the strong. Communism is the exploitation of the strong by the weak. In property, inequality of conditions is the result of force, under whatever name it be disguised: physical and mental force; force of events, chance, fortune; force of accumulated property, &c. In communism, inequality springs from placing mediocrity on a level with excellence. This damaging equation is repellent to the conscience, and causes merit to complain; for, although it may be the duty of the strong to aid the weak, they prefer to do it out of generosity, — they never will endure a comparison. Give them equal opportunities of labor, and equal wages, but never allow their jealousy to be awakened by mutual suspicion of unfaithfulness in the performance of the common task.
Communism is oppression and slavery. Man is very willing to obey the law of duty, serve his country, and oblige his friends; but he wishes to labor when he pleases, where he pleases, and as much as he pleases. He wishes to dispose of his own time, to be governed only by necessity, to choose his friendships, his recreation, and his discipline; to act from judgment, not by command; to sacrifice himself through selfishness, not through servile obligation. Communism is essentially opposed to the free exercise of our faculties, to our noblest desires, to our deepest feelings. Any plan which could be devised for reconciling it with the demands of the individual reason and will would end only in changing the thing while preserving the name. Now, if we are honest truth-seekers, we shall avoid disputes about words.
Thus, communism violates the sovereignty of the conscience, and equality: the first, by restricting spontaneity of mind and heart, and freedom of thought and action; the second, by placing labor and laziness, skill and stupidity, and even vice and virtue on an equality in point of comfort. For the rest, if property is impossible on account of the desire to accumulate, communism would soon become so through the desire to shirk.

Context: Now this is a declaration of principles. How are we in practical fashion to secure the making of these principles part of the very fiber of our national life? First and foremost let us all resolve that in this country hereafter we shall place far less emphasis upon the question of right and much greater emphasis upon the matter of duty. A republic can't succeed and won't succeed in the tremendous international stress of the modern world unless its citizens possess that form of high-minded patriotism which consists in putting devotion to duty before the question of individual rights. The much less verbose true quote, from Begin's "acerbic" visit to the US Congress in 1982 (during the Lebanon War), as found in Time Magazine's contemporary report http://content.time.com/time/subscriber/article/0,33009,925497-6,00.html (George J. Church, July 05, 1982):
"Don't threaten us with cutting off aid to give up our principles!"
"Sir, do not threaten us with cutting aid. First of all, you should know that this is not a one-way street. You help us, and we are very grateful for your help; but this is a two-way street: We do a lot for you. And also in recent battles we did a lot for the United States; and I gave some examples, but this is not the place to go into them. Therefore, do not threaten us with cuts in aid, but take note: That if at any time you demand of us to yield on a principle in which we believe, while threatening to cut aid, we will not abandon the principle in which we believe - and propose cutting aid. The argument went approximately thus."
On the other hand, contemporary reports give the true quote as also being far less verbose.
