The spiral is easily maintained in upward movement by the repetitions and escalation of violence. At each stage alienation between the various elements of society is increased, and the constant disappointment that the imagined remedies yield a reverse result leads to growing bitterness and despair. Hand in hand with the exploitation of grievance goes the equally counterproductive process which will no doubt, as usual, be called the "search for a political solution"…Indeed, attention has already been drawn publicly to the potentially critical factor of the so-called immigrant vote in an increasing number of worthwhile constituencies. The result is that the political parties of the indigenous population vie with one another for votes by promising remedy of the grievances which are being uncovered and exploited in the context of actual or threatened violence. Thus the legislature finds itself in effect manipulated by minorities instead of responding to majorities, and is watched by the public at large with a bewildering and frustration, not to say cynicism, of which the experience of legislation hitherto in the field of immigration and race relations afford some pale idea…I need not follow the analysis further in order to demonstrate how parliamentary democracy disintegrates when the national homogeneity of the electorate is broken by a large and sharp alteration in the composition of the population. (pg. 503) Trotsky, however, answers questions [in The Defence of Terrorism] that Lenin evaded or ignored. "Where is your guarantee, certain wise men ask us, that it is just your party that expresses the interests of historical development? Destroying or driving underground the other parties, you have thereby prevented their political competition with you, and consequently you have deprived yourselves of the possibility of testing your line of action." Trotsky replies: "This idea is dictated by a purely liberal conception of the course of the revolution. In a period in which all antagonisms assume an open character; and the political struggle swiftly passes into a civil war, the ruling party has sufficient material standard by which to test its line of action, without the possible circulation of Menshevik papers. Noske crushes the Communists, but they grow. We have suppressed the Mensheviks and the S. R. s [Socialist Republics] … and they have disappeared. This criterion is sufficient for us" (p. 101). This is one of the most enlightening theoretical formulations of Bolshevism, from which it appears that the "rightness" of a historical movement or a state is to be judged by whether its use of violence is successful. Noske did not succeed in crushing the German Communists, but Hitler did; it would thus follow from Trotsky’ s rule that Hitler "expressed the interests of historical development". Stalin liquidated the Trotskyists in Russia, and they disappeared – so evidently Stalin, and not Trotsky, stood for historical progress.”

“Large-scale riots in East Pakistan have compelled over two lakh Hindus and other minorities to come over to India. Indians naturally feel incensed by the happenings in East Bengal. To bring the situation under control and to prescribe the right remedy for the situation it is essential that the malady be properly diagnosed. And even in this state of mental agony, the basic values of our national life must never be forgotten. It is our firm conviction that guaranteeing the protection of the life and property of Hindus and other minorities in Pakistan is the responsibility of the Government of India. To take a nice legalistic view about the matter that Hindus in Pakistan are Pakistani nationals would be dangerous and can only result in killings and reprisals in the two countries, in greater or lesser measure. When the Government of India fails to fulfill this obligation towards the minorities in Pakistan, the people understandably become indignant. Our appeal to the people is that this indignation should be directed against the Government and should in no case be given vent to against the Indian Muslims. If the latter thing happens, it only provides the Government with a cloak to cover its own inertia and failure, and an opportunity to malign the people and repress them. So far as the Indian Muslims are concerned, it is our definite view that, like all other citizens, their life and property must be protected in all circumstances. No incident and no logic can justify any compromise with truth in this regard. A state, which cannot guarantee the right of living to its citizens, and citizens who cannot assure safety of their neighbours, would belong to the barbaric age.
