“Historically, "public administration" has grown in large part out of the wider field of inquiry, "political science." The history of American political science during the past fifty years is a story much too lengthy to be told here, but some important general characteristics and tendencies it has communicated to or shared with public administration must be noted.
The Secular Spirit Despite: the fact that "political science" in such forms as moral philosophy and political economy had been taught in America long before the Civil War, the present curriculum, practically in its entirety, is the product of the secular, practical, empirical, and "scientific" tendencies of the past sixty or seventy years. American students dismayed at the inadequacies of the ethical approach in the Gilded Age, stimulated by their pilgrimage to German universities, and led by such figures as J. W. Burgess, E. J. James, A. B. Hart, A. L. Lowell, and F. J. Goodnow have sought to recreate political science as a true science. To this end they set about observing and analyzing "actual government." At various times and according to circumstances, they have turned to public law, foreign institutions, rural, municipal, state, and federal institutions, political parties, public opinion and pressures, and to the administrative process, in the search for the "stuff" of government. They have borrowed both ideas and examples from the natural sciences and the other social disciplines. Frequently they have been inspired by a belief that a Science of Politics will emerge when enough facts of the proper kinds are accumulated and put in the proper juxtaposition, a Science that will enable man to "predict and control" his political life. So far did they advance from the old belief that the problem of good government is the problem of moral men that they arrived at the opposite position: that morality is irrelevant, that proper institutions and expert personnel are determining.”

“Dad joined the US Army by this point [1964], and initially he was stationed in Texas and then South Carolina. But the Vietnam war brought our normal life to an end. Once again, Dad was gone. Communications were very basic back then: Dad couldn't just pick up a cellphone and let us know he was okay. Months would go by without a letter or anything. Eventually he bought two tape recorders -- one he kept with him and one for our house. Dad used to talk into the recorder and send the tapes home. Then we would gather round our machine and tell Dad stories. And I would sing. I still have all the tapes, but I can't listen to them. It hurts too much. After Dad came back from Nam, he wasn't well. He'd been poisoned by Agent Orange and needed quite a lot of looking after. Mum was busy trying to get her Cuban qualifications revalidated by a US university, so I had to take care of Dad and my little sister [Becky]. It was tough. Toward the end, Dad was too far gone and he didn't really know what was hapening around him. I joined Miami Sound Machine in 1975 and we were getting quite successful, but Dad didn't even know who I was. He had to be moved to the hospital. On my wedding day in 1978 [September 2] I went to visit him, still wearing my wedding dress. That was the last time that he said my name. Dad died in 1980, but he touches my life every day. On my last album [Unwrapped] I did a lot of writing while I was looking at a picture of him in his younger days -- so happy and in the prime of his life. I'm not sure if he sees me, but I can feel him all around me. I hope he knows that I am so very proud of him.”

That is a massive reduction and represents nearly 40 per cent. of the total in manufacturing industry over that time. I do not believe that that should have been the case. That has been precipitate and dangerous and it has not been associated with an increase in productivity which has led to our maintaining our relative manufacturing position…I have come increasingly to the view that the Government stand back too much from industry. In my experience, they do so more than any other Government in the European Community. They do so more than the United States Government. We have to remember the vast US defence involvement in industry. They certainly stand back more than do the Japanese Government. To some extent, the motive is the feeling that we have had an uncompetitive and rather complacent industry which must be exposed to the full blasts of competition, and if that means contracts, even Government contracts, going overseas, we should shrug our shoulders and say that the wind should be stimulating. That process has been carried much further in Britain than in any other comparable rival country. I am resolutely opposed to protectionism. I am sure that it diminishes the employment and wealth-creating capacity of the world as a whole. That would be the result of plunging back into that policy. I also believe, however, that this totally arm's-length approach in the relationship between Government and industry is something that no other comparable Government contemplate to the extent that we do. It is not producing good results for British industry and it is a recipe for a further decline in Britain's position in the Western world. The Government should examine it carefully and reverse it in several important respects.”

Speech is like painting, a representation made out of given materials -- sound or paint. The function of speech is to stimulate and set up thoughts in us having correspondence with the speaker's desires; he has then communicated with us. But he has not transmitted a copy of his thoughts, a photograph, but only a stream of speech -- a substitute made from the unpromising material of sound. The artist, the sculptor, the caricaturist, the composer are akin in this [fact that they have not transmitted a copy of their thoughts], that they express (make representations of) their thoughts using chosen, limited materials. They make the "best" representations, within these self-imposed constraints. A child who builds models of a house, or a train, using only a few colored bricks, is essentially engaged in the same creative task.* Metaphors can play a most forceful role, by importing ideas through a vehicle language, setting up what are purely linguistic associations (we speak of "heavy burden of taxation," "being in a rut"). The imported concepts are, to some extent, artificial in their contexts, and they are by no means universal among different cultures. For instance, the concepts of cleanliness and washing are used within Christendom to imply "freedom from sin." We Westerners speak of the mind's eye, but this idea is unknown amongst the Chinese. that is, we are looking at it with the eyes of our English-speaking culture. A grammar book may help us to decipher the text more thoroughly, and help us comprehend something of the language structure, but we may never fully understand if we are not bred in the culture and society that has modeled and shaped the language. The Shannon theory regards the information source, in emitting the signals (signs), as exerting a selective power upon the ensemble of messages. for example, observes that what people value in a source of information (i. e., what they are prepared to pay for) depends upon its exclusiveness and prediction power; he cites instances of a newspaper editor hoping for a "scoop" and a racegoer receiving information from a tipster. "Exclusiveness" here implies the selecting of that one particular recipient out of the population, while the "prediction" value of information rests upon the power it gives to the recipient to select his future action, out of the whole range of prior uncertainty as to what action to take. Again, signs have the power to select responses in people, such responses depending upon a totality of conditions. Human communication channels consist of individuals in conversation, or in various forms of social intercourse. Each individual and each conversation is unique; different people react to signs in different ways, depending each upon their own past experiences and upon the environment at the time. It is such variations, such differences, which gives rise to the principal problems in the study of human communication.”

In theory Socialism may wish to enhance freedom, but in practice every kind of collectivism consistently carried thought must produce the characteristic features which Fascism, Nazism, and Communism have in common. Totalitarianism is nothing but consistent collectivism, the ruthless execution of the principle that 'the whole comes before the individual' and the direction of all members of society by a single will supposed to represent the 'whole.”

The totalitarian subject is closer to this psychotic position: the proof would be the status of the enemy in totalitarian distance (the Jew in Fascism, the traitor in Stalinism) - precisely the subject supposed to have made a free choice and to have freely chosen the wrong side. This is also the basic paradox of love: not only of one's country, but also of a woman or a man. If I am directly ordered to love a woman, it is clear that this does not work: in a way, love must be free. But on the other hand, if I proceed as if I really have a free choice, if I start to look around and say to myself 'Let's choose which of these women I will fall in love with,' it is clear that this also does not work, that it is not real love. The paradox of love is that it is a free choice, but a choice which never arrives in the present - it is always already made …I can only state retroactively that I've already chosen … [Stated by Kant], 'Wickedness does not simply depend upon circumstances but is an integral part of his eternal nature.”

In other words, wickedness appears to be something which is irreducibly given: the person in question can never change it, outgrow it via his ultimate moral development.

In other words, respect for the majority was based on a conviction that did not itself depend on the resolutions of the majority.”

Of all the families displaced by urban renewal from 1949 through 1963, 63 percent of those whose race was known were nonwhite, and of these families, 56 percent of nonwhites and 38 percent of whites had incomes low enough to qualify for public housing, which, however, was seldom available to them. Public works projects in the 1950s and 1960s destroyed predominantly minority communities in St. Paul, Minnesota, and Baltimore, Maryland. In 1981, urban planners in Detroit, Michigan, uprooted the largely lower-income and elderly Poletown neighborhood for the benefit of the General Motors Corporation. Urban renewal projects have long been associated with the displacement of blacks; [i]n cities across the country, urban renewal came to be known as Negro removal. Over 97 percent of the individuals forcibly removed from their homes by the slum-clearance project upheld by this Court in Berman were black. Regrettably, the predictable consequence of the Court’s decision will be to exacerbate these effects.”
