“I came to MIT from Harvard University, where I was a lecturer. I had been at the Harvard Psychoacoustic Laboratory during World War II and stayed on at Harvard as a lecturer, mainly doing research, but also a little bit of teaching—statistics and physiological psychology—subjects like that.
Then there came a time that I thought that I had better go pay attention to my career. I had just been having a marvelous time there. I am not a good looker for jobs; I just came to the nearest place I could, which was in our city. I arranged to come down here and start up a psychology section, which we hoped would eventually become a psychology department. For the purposes of having a base of some kind I was in the Electrical Engineering Department. I even taught a little bit of electrical engineering.
I fell in love with the summer study process that MIT had. They had one on undersea warfare and overseas transport—a thing called Project Hartwell. I really liked that. It was getting physicists, mathematicians—everybody who could contribute—to work very intensively for a period of two or three months. After Hartwell there was a project called Project Charles, which was actually two years long (two summers and the time in between). It was on air defense. I was a member of that study. They needed one psychologist and 20 physicists. That led to the creation of the Lincoln Laboratory. It got started immediately as the applied section of the Research Laboratory for Electronics, which was already a growing concern at MIT.”

“I will propose a Highway Safety Act of 1966 to seek an end to this mounting tragedy. I will ask them to move on to develop a creative federalism to best use the wonderful diversity of our institutions and our people to solve the problems and to fulfill the dreams of the American people. As the process of election becomes more complex and more costly, we must make it possible for those without personal wealth to enter public life without being obligated to a few large contributors. Therefore, I will submit legislation to revise the present unrealistic restriction on contributions—to prohibit the endless proliferation of committees, bringing local and state committees under the act—to attach strong teeth and severe penalties to the requirement of full disclosure of contributions—and to broaden the participation of the people, through added tax incentives, to stimulate small contributions to the party and to the candidate of their choice.”

Last winter that resulted in many old people living in homes that were too cold because they could not afford to heat them. If they did get any aid, it was far too late. My seventh point concerns the abolition of standing charges on gas, electricity and telephones for elderly people. They are paying about £250 million a year towards the profits of the gas industry and those profits will be about £1.5 billion. Standing charges should be cancelled, unit prices maintained and the cost of the standing charge should be taken from the profits of the gas board or the electricity board — if it ends up being privatised. They could well afford to pay for that rather than forcing old people to live in cold and misery throughout the winter. Finally, the Bill would prohibit the cutting off of gas and electricity in any pensioner household.”

“Process-chart notes and information should be collected and set down in sketch form by a highly intelligent man, preferably with an engineering training and experience, but who need not necessarily have been previously familiar with the actual details of the processes. In fact, the unbiased eye of an intelligent and experienced process-chart maker usually brings better results than does the study of a less keen man with more special information regarding present practices of the processes. The mere act of investigating sufficiently to make the notes in good enough condition for the draftsman to copy invariably results in many ideas and suggestions for improvement, and all of these suggestions, good and bad, should be retained and filed together with the description of the process chart. These suggestions and proposed improvements must be later explained to others, such as boards of directors, managers and foremen, and for best results also to certain workmen and clerks who have special craft or process knowledge. To overcome the obstacles due to habit, worship of tradition and prejudice, the more intelligence shown by the process-chart recorder, the sooner hearty cooperation of all concerned will be secured. Anyone can make this form of process chart with no previous experience in making such charts, but the more experience one has in making them, the more certain standard combinations of operations, inspection and transporting can be transferred bodily to advantage to the charts of proposed processes.”

Q. In what capacity did you serve in the squadron under the command of Captain Porter, and for what period of time?

A. As lieutenant I commanded the schooner Weasel, from the 20th July, 1824, till the return of Commodore Porter.

Q. On what particular service were you engaged during that period of time?

A. From the time of my arrival at St. Barts, on the 15th August, I was employed during the whole time, in convoying and cruising for pirates. Went to Crab Island in pursuit of pirates — captured a boat; the pirates escaped on shore. In September sailed from Havana for the Gulf of Mexico, convoying three American vessels; arrived at Campeachy; sailed to Alvarado, and made my report of the 5th December, (read and annexed;) thence sailed to Tampico, inquiring after pirates, and furnishing protection to our commerce; and having fulfilled my orders, took on board specie for the United States, arrived at the Havana, and made my report of the 21st January, 1825.

Q. During this time, what amount of specie did you carry on freight, from, and to, what ports?

A. I carried about $65,000 from Tampico, shipped for New York: about $20,000 of it was subject to the order of a merchant at Havana, and was there transferred to an English frigate; of this about $14,000 was shipped by an American house, and a part of the money was shipped by Spaniards. At Havana from three to four thousand dollars was put on board, and landed at Norfolk.

Q. What amount of freight was paid for this transportation, and how was it appropriated?

A. About $1,200 was paid; one-third I gave to Commodore Porter, and the residue I retained.

Q. Did this canning of specie interfere in any manner with your attention to the suppression of piracy, and the protection of American commerce?

A. Not in the least. I was offered money at Campeachy to carry to the United States, but would receive none until 1 had completed my cruise, and was on the eve of returning to the United States; and I sailed as soon as I should have done had I carried no specie.

Q. Did the general protection of American property and commerce, and the suppression of piracy, require the presence of an American force in the Gulf of Mexico as frequently as it was sent there, and at the places to which it was sent?

A. I think so. During the period of from two to three months that I was there, there was no other vessel of the squadron there.

Q. Was everything done by the squadron which could be done, for the suppression of piracy?

A. My opinion is, that all was done that could be done to suppress it.

Q. Is there any other matter within your knowledge material to this inquiry?

A. Nothing.”

The lateness of the hour is due, therefore, not to the dance, but to the waiting in a long line for a horseless carriage of unconscionable size. The modern world has clearly done nothing for transport.”
