Context: A system of education under government control, separation of school and church, universal free education — all these are great achievements of social progress. But everything has a reverse side. In this case it is excessive standardization, extending to the teaching process itself, to the curriculum, especially in literature, history, civics, geography, and to the system of examinations.
One cannot but see a danger in excessive reference to authority and in the limitation of discussion and intellectual boldness at an age when personal convictions are beginning to be formed. In the old China, the systems of examinations for official positions led to mental stagnation and to the canonizing of the reactionary aspects of Confucianism. It is highly undesirable to have anything like that in a modern society.

Context: Our problem is that lawyers have taught us that there is only one kind of economic market for innovation out there and it is this kind of isolated inventor who comes up with an idea and then needs to be protected. That is a good picture of maybe what pharmaceutical industry does. It's a bad picture of what goes on, for example, in the context of software development, in particular. In the context of software development, where you have sequential and complementary developments, patents create an extraordinarily damaging influence on innovation and on the process of developing and bringing new ideas to market. So the particular mistake that lawyers have compounded is the unwillingness to discriminate among different kinds of innovation.
We really need to think quite pragmatically about whether intellectual property is helping or hurting, and if you can't show it's going to help, then there is no reason to issue this government-backed monopoly.

Context: It's a moral problem that the government is making into criminals people, who may be doing something you and I don't approve of, but who are doing something that hurts nobody else. Most of the arrests for drugs are for possession by casual users.
Now here's somebody who wants to smoke a marijuana cigarette. If he's caught, he goes to jail. Now is that moral? Is that proper? I think it's absolutely disgraceful that our government, supposed to be our government, should be in the position of converting people who are not harming others into criminals, of destroying their lives, putting them in jail. That's the issue to me. The economic issue comes in only for explaining why it has those effects. But the economic reasons are not the reasons.

Context: I do find it frustrating … that an atmosphere of polarization and "my way or the highway" ideologies has become pervasive in campaigns and in our governing institutions.
With my Spartan ancestry I am a fighter at heart; and I am well prepared for the electoral battle, so that is not the issue. However, what I have had to consider is how productive an additional term would be. Unfortunately, I do not realistically expect the partisanship of recent years in the Senate to change over the short term. So at this stage of my tenure in public service, I have concluded that I am not prepared to commit myself to an additional six years in the Senate, which is what a fourth term would entail.
As I enter a new chapter, I see a vital need for the political center in order for our democracy to flourish and to find solutions that unite rather than divide us. It is time for change in the way we govern, and I believe there are unique opportunities to build support for that change from outside the United States Senate. I intend to help give voice to my fellow citizens who believe, as I do, that we must return to an era of civility in government driven by a common purpose to fulfill the promise that is unique to America.

Context: As Conservatives we believe that recovery can only come through the work of individuals. We mustn't forever take refuge behind collective decisions. Each of us must assume our own responsibilities. What we get and what we become depends essentially on our own efforts. For what is the real driving force in society? It's the desire for the individual to do the best for himself and his family. People don't go out to work for the Chancellor of the Exchequer. They go out to work for their family, for their children, to help look after their parents... That's the way society is improved, by millions of people resolving that they'll give their children a better life than they've had themselves. And there's just no substitute for this elemental human instinct, and the worst possible thing a Government can do is to try to smother it completely with a sort of collective alternative. They won't work, they can't work. They crush and destroy something precious and vital in the nation and in the individual spirit.

After having demolished they abandoned the care of reconstruction to the middle class people, who possessed a more or less precise conception of what they wished to realize, and who consequently reconstituted authority to their own advantage.
That is why Anarchy, when it works to destroy authority in all its aspects, when it demands the abrogation of laws and the abolition of the mechanism that serves to impose them, when it refuses all hierarchical organization and preaches free agreement — at the same time strives to maintain and enlarge the precious kernel of social customs without which no human or animal society can exist. Only, instead of demanding that those social customs should be maintained through the authority of a few, it demands it from the continued action of all.

Context: Looking back over the whole policy of reconstruction, it seems to me that the wisest thing would have been to have continued for some time the military rule. Sensible Southern men see now that there was no government so frugal, so just, and fair as what they had under our generals. That would have enabled the Southern people to pull themselves together and repair material losses. As to depriving them, even for a time, of suffrage, that was our right as a conqueror, and it was a mild penalty for the stupendous crime of treason. Military rule would have been just to all, to the negro who wanted freedom, the white man who wanted protection, the northern man who wanted Union. As state after state showed a willingness to come into the Union, not on their own terms but upon ours, I would have admitted them. This would have made universal suffrage unnecessary, and I think a mistake was made about suffrage. It was unjust to the negro to throw upon him the responsibilities of citizenship, and expect him to be on even terms with his white neighbor. It was unjust to the north. In giving the south negro suffrage, we have given the old slave-holders forty votes in the electoral college. They keep those votes, but disfranchise the negroes. That is one of the gravest mistakes in the policy of reconstruction. It looks like a political triumph for the south, but it is not. The southern people have nothing to dread more than the political triumph of the men who led them into secession. That triumph was fatal to them in 1860. It would be no less now. The trouble about military rule in the south was that our people did not like it. It was not in accordance with our institutions. I am clear now that it would have been better for the north to have postponed suffrage, reconstruction, state governments, for ten years, and held the south in a territorial condition. It was due to the north that the men who had made war upon us should be powerless in a political sense forever. It would have avoided the scandals of the state governments, saved money, and enabled the northern merchants, farmers, and laboring men to reorganize society in the south. But we made our scheme, and must do what we can with it. Suffrage once given can never be taken away, and all that remains for us now is to make good that gift by protecting those who have received it.

He mocks the people who proposes that the Government shall protect the rich and that they in turn will care for the laboring poor. Context: Our American government was the result of an effort to establish institutions under which the people as a whole should have the largest possible advantages. Class and privilege were outlawed, freedom and opportunity were guaranteed. They were actuated by no other purpose. Context: It was a terrible war. The idea that the cost of the war is due to Lincoln is simply absurd. It was a terrible war because the country was deeply divided, and the question of the future of the nation, whether or not it would be based upon principles recognized as principles of individual liberty, or whether the idea of one race dominating another race would be accepted as a means for governance. Let me just read one short statement here that might interest you. "Since the Civil War, in which the Southern States were conquered, against all historical logic and sound sense, the American people have been in a condition of political and popular decay.... The beginnings of a great new social order based on the principle of slavery and inequality were destroyed by that war, and with them also the embryo of a future truly great America." Context: The proper role of government is exactly what John Stuart Mill said in the middle of the 19th century in On Liberty. The proper role of government is to prevent other people from harming an individual. Government, he said, never has any right to interfere with an individual for that individual's own good.
The case for is exactly as strong and as weak as the case for prohibiting people from overeating. We all know that overeating causes more deaths than drugs do. If it's in principle OK for the government to say you must not consume drugs because they'll do you harm, why isn't it all right to say you must not eat too much because you'll do harm? Why isn't it all right to say you must not try to go in for skydiving because you're likely to die? Why isn't it all right to say, "Oh, skiing, that's no good, that's a very dangerous sport, you'll hurt yourself"? Where do you draw the line?

Context: The successes obtained in the government of the arts, are similar to the successes obtained in the government of men. We may succeed for a time, by fraud, by surprise, by violence: we can succeed permanently only by means directly opposite. It is not alone the courage, the intelligence, the activity of the manufacturer and the merchant which maintain the superiority of the productions and the commerce of their country; it is far more their wisdom, their economy, above all their probity.

Context: There are certain sad appreciations we have to come to about human nature on the basis of these recent wars. One of them is that suffering does not always make men better. Another is that people are not always more reasonable than governments; that public opinion, or what passes for public opinion, is not invariably a moderating force in the jungle of politics. It may be true, and I suspect it is, that the mass of people everywhere are normally peace-loving and would accept many restraints and sacrifices in preference to the monstrous calamities of war. But I also suspect that what purports to be public opinion in most countries that consider themselves to have popular government is often not really the consensus of the feelings of the mass of the people at all, but rather the expression of the interests of special highly vocal minorities — politicians, commentators, and publicity-seekers of all sorts: people who live by their ability to draw attention to themselves and die, like fish out of water, if they are compelled to remain silent. These people take refuge in the pat and chauvinistic slogans because they are incapable of understanding any others, because these slogans are safer from the standpoint of short-term gain, because the truth is sometimes a poor competitor in the market place of ideas — complicated, unsatisfying, full of dilemma, always vulnerable to misinterpretation and abuse. The counsels of impatience and hatred can always be supported by the crudest and cheapest symbols; for the counsels of moderation, the reasons are often intricate, rather than emotional, and difficult to explain. And so the chauvinists of all times and places go their appointed way: plucking the easy fruits, reaping the little triumphs of the day at the expense of someone else tomorrow, deluging in noise and filth anyone who gets in their way, dancing their reckless dance on the prospects for human progress, drawing the shadow of a great doubt over the validity of democratic institutions. And until people learn to spot the fanning of mass emotions and the sowing of bitterness, suspicion, and intolerance as crimes in themselves — as perhaps the greatest disservice that can be done to the cause of popular government — this sort of thing will continue to occur.

An Humble, Earnest and Affectionate Address to the Clergy (1761)
Context: Show me a man whose heart has no desire, or prayer in it, but to love God with his whole soul and spirit, and his neighbor as himself, and then you have shown me the man who knows Christ, and is known of him; the best and wisest man in the world, in whom the first paradisaical wisdom and goodness are come to life. Not a single precept in the gospel, but is the precept of his own heart, and the joy of that new-born heavenly love which is the life and light of his soul. In this man, all that came from the old serpent is trod under his feet, not a spark of self, of pride, of wrath, of envy, of covetousness, or worldly wisdom, can have the least abode in him, because that love, which fulfilleth the whole Law and the prophets, that love which is God and Christ, both in angels and men, is the love that gives birth, and life, and growth to everything that is either thought, or word, or action in him. And if he has no share or part with foolish errors, cannot be tossed about with every wind of doctrine, it is because, to be always governed by this love, is the same thing as to be always taught of God.
On the other hand, show me a scholar as full of learning, as the Vatican is of books, and he will be just as likely to give all that he has for the gospel-pearl, as he would be, if he was as rich as Croesus. Let no one here imagine, that I am writing against all human literature, arts and sciences, or that I wish the world to be without them. I am no more an enemy to them, than to the common useful labors of life. It is literal learning, verbal contention, and critical strife about the things of God, that I charge with folly and mischief to religion. And in this, I have all learned Christendom, both popish and Protestant on my side. For they both agree in charging each other with a bad and false gospel-state, because of that which their learning, logic, and criticism do for them. Say not then, that it is only the illiterate enthusiast that condemns human learning in the gospel kingdom of God. For when he condemns the blindness and mischief of popish logic and criticism, he has all the learned Protestant world with him; and when he lays the same charge to Protestant learning, he has a much larger kingdom of popish great scholars, logically and learnedly affirming the same thing. So that the private person, charging human learning with so much mischief to the church, is so far from being led by enthusiasm, that he is led by all the church-learning that is in the world.

Context: Mr. Chairman — A worthy member has asked, who are the militia, if they be not the people, of this country, and if we are not to be protected from the fate of the Germans, Prussians, &c. by our representation? I ask who are the militia? They consist now of the whole people, except a few public officers. But I cannot say who will be the militia of the future day. If that paper on the table gets no alteration, the militia of the future day may not consist of all classes, high and low, and rich and poor; but may be confined to the lower and middle classes of the people, granting exclusion to the higher classes of the people. If we should ever see that day, the most ignominious punishments and heavy fines may be expected. Under the present government all ranks of people are subject to militia duty.

Context: I have pledged myself and my colleagues in the cabinet to a continuous encouragement of initiative, responsibility and energy in serving the public interest. Let every public servant know, whether his post is high or low, that a man's rank and reputation in this Administration will be determined by the size of the job he does, and not by the size of his staff, his office or his budget. Let it be clear that this Administration recognizes the value of dissent and daring — that we greet healthy controversy as the hallmark of healthy change. Let the public service be a proud and lively career. And let every man and woman who works in any area of our national government, in any branch, at any level, be able to say with pride and with honor in future years: "I served the United States government in that hour of our nation's need." For only with complete dedication by us all to the national interest can we bring our country through the troubled years that lie ahead. Our problems are critical. The tide is unfavorable. The news will be worse before it is better. And while hoping and working for the best, we should prepare ourselves now for the worst.

On the Gods and the Cosmos
Context: Souls that have lived in virtue are in general happy, and when separated from the irrational part of their nature, and made clean from all matter, have communion with the gods and join them in the governing of the whole world. Yet even if none of this happiness fell to their lot, virtue itself, and the joy and glory of virtue, and the life that is subject to no grief and no master are enough to make happy those who have set themselves to live according to virtue and have achieved it.
