Context: Existing criminology is insufficient to isolate barbarism. It is insufficient because the idea of "crime" in existing criminology is artificial, for what is called crime is really an infringement of "existing laws", whereas "laws" are very often a manifestation of barbarism and violence. Such are the prohibiting laws of different kinds which abound in modern life. The number of these laws is constantly growing in all countries and, owing to this, what is called crime is very often not a crime at all, for it contains no element of violence or harm. On the other hand, unquestionable crimes escape the field of vision of criminology, either because they have not recognized the form of crime or because they surpass a certain scale. In existing criminology there are concepts: a criminal man, a criminal profession, a criminal society, a criminal sect, and a criminal tribe, but there is no concept of a criminal state, or a criminal government, or criminal legislation. Consequently what is often regarded as "political" activity is in fact a criminal activity.
This limitation of the field of vision of criminology together with the absence of an exact and permanent definition of the concept of crime is one of the chief characteristics of our culture.

Context: But it will be asked, Is it safe to admit to the elective franchise the great mass of ignorant and degraded blacks, so lately slaves? Here indeed is the great practical question, to the solution of which should be brought all the wisdom and enlightenment of our people. Context: Vivekananda followed his teacher, Ramakrishna, in attributing a low value to scriptures and in upholding the supremacy of personal experience. The adequacy of scriptures is compared to the utility of a map to a traveller, before visiting a country. The map, according to Vivekananda, can create only curiosity for first-hand knowledge of the place and can communicate only a vague conception of its reality. Maps are in no way equivalent to the direct knowledge of the country, gathered by actually being there.

Context: I’m talking to any youth who are considered to be or deemed to be at-risk or even hinting around being a thug or a criminal of any type of genre. I mostly propagate education and the need for it, because to me, that is the terra firma in which any human being must stand in order to survive in this country or to survive anywhere in the world, in dealing, you know, with every aspect of civilization, every aspect of surviving. Context: It was not clear how many of them were killed by the (Lankan) army or whether the LTTE had moved the people to the war zones which led to the death of some of them. We may not have the full expertise to identify the exact factors that led to those casualties. So international participation is welcome for determining such causes. But the right to make the final judgment who was responsible for the deaths and on the nature of punishment should rest with the judicial system of Sri Lanka. The judicial system in Sri Lanka was in shambles earlier, but now it is returning to normal. The sovereignty of each country must be respected in such issues.

Context: In January 1865, Louis Wigfall, one of the rebel chiefs, said, in Richmond, 'Sir, I wish to live in no country where the man who blacks my boots or curries my horse is my equal'. Three months afterwards, when the rebel was skulking away to Mexico, Abraham Lincoln, President of the United States, walked through the streets of Richmond and respectfully lifted his hat to the men who blacked Louis Wigfall's boots and curried his horse. What did it mean? It meant that the truest American president we have ever had, the companion of Washington in our love and honor, recognized that the poorest man, however outraged, however ignorant, however despised, however black, was, as a man, his equal. The child of the American people was their most prophetic man, because, whether as small shop-keeper, as flat-boatman, as volunteer captain, as honest lawyer, as defender of the Declaration, as President of the United States, he knew by the profoundest instinct and the widest experience and reflection, that in the most vital faith of this country it is just as honorable for an honest man to curry a horse and black a boot as it is to raise cotton or corn, to sell molasses or cloth, to practice medicine or law, to gamble in stocks or speculate in petroleum. He knew the European doctrine that the king makes the gentleman; but he believed with his whole soul the doctrine, the American doctrine, that worth makes the man. Context: Korean schoolchildren in North and South learn that Japan invaded their fiercely patriotic country in 1905, spent forty years trying to destroy its language and culture, and withdrew without having made any significant headway. This version of history is just as uncritically accepted by most foreigners who write about Korea. Yet the truth is more complex. For much of the country's long history its northern border was fluid and the national identities of literate Koreans and Chinese mutually indistinguishable. Believing their civilization to have been founded by a Chinese sage in China's image, educated Koreans subscribed to a Confucian worldview that posited their country in a position of permanent subservience to the Middle Kingdom. Even when Korea isolated itself from the mainland in the seventeenth century, it did so in the conviction that it was guarding Chinese tradition better than the Chinese themselves. For all their xenophobia, the Koreans were no nationalists.

Context: It may have been a magnificent demonstration of the solidarity of labour, but it was at the same time a most pathetic evidence of the failure of all of us to live and work together for the good of all. I recognize the courage that it took on the part of the leaders who had taken a false step to recede from that position unconditionally... It took a great deal more courage than it takes their critics now, who are blaming them for not going straight on, whatever happened. But if that strike showed solidarity, sympathy with the miners— whatever you like— it showed something else far greater. New Year's Address on Czech Radio & Television (1 January 2003)
Context: Seemingly endless negotiations finally led to the division of Czechoslovakia. It had one great advantage: it proceeded calmly, without violence, major conflicts, or significant unsolved issues. This unusually positive split brought us worldwide respect. But it also had one disadvantage: a matter of such importance as the division of a country into two new ones was not decided by the citizens in a referendum, as would be appropriate in a democratic society. Rather, it was mostly treated as a technical matter, almost as if it were an accounting operation. Perhaps for this reason, the end of Czechoslovakia was accompanied by an unpleasant aftertaste and awkward feelings. No significant part of the citizenry protested the division then, but no significant part celebrated it either. It was as if there was nothing to say, as if the public had more or less breathed a sigh of relief at the endless, traumatizing bargaining finally being behind us.
All that is now long-gone — is history — and after all this time, I can not help but feel that no matter how queerly it happened then, it is a good thing that it happened. Evidently, most peoples must taste full statehood for at least a while in order to learn to cooperate with others. Czechs and Slovaks may be closer today than ever before. There is no animosity, and they are united in their goals: to fully participate in the European and global integration processes and, in their own interest, to gradually forsake some of their countries' sovereignty in favor of increasing influence in the life of communities vastly larger and more powerful than countries are. We live in an interconnected world, and we — Czechs and Slovaks — walk hand in hand in it. And that, of course, is what is most important.

Context: However rootedly national it may be, poetry is less and less the prisoner of its own language. It is beginning to represent as an ambassador, something far greater than itself. Context: A foreign policy aimed at the achievement of total security is the one thing I can think of that is entirely capable of bringing this country to a point where it will have no security at all. And a ruthless, reckless insistence on attempting to stamp out everything that could conceivably constitute a reflection of improper foreign influence in our national life, regardless of the actual damage it is doing to the cost of eliminating it, in terms of other American values, is the one thing I can think of that should reduce us all to a point where the very independence we are seeking to defend would be meaningless, for we would be doing things to ourselves as vicious and tyrannical as any that might be brought to us from outside.

And this area, where government is always deficient, provides the ideal field of opportunity for every sort of demagoguery and mischief-making. Context: The mood and temper of the public in regard to the treatment of crime and criminals is one of the most unfailing tests of the civilisation of any country. Architects of Peace (2000)
Context: Unlike the small community, where every person lives in the illusion of having the same ideals, beliefs, and values as everyone else, in the larger context of plural communities — be it in country, continent, or globe — we live in the illusion of absolute difference. So, fearing the possibility that the interaction will change us, we magnify the threat involved in engaging with that which differs from us. Change is stressful, and costly, because it requires learning to navigate the unfamiliar. Context: When the “experts” from capitalist countries do not give a racist explanation, they nevertheless confuse the issue by giving as causes of underdevelopment the things which really are consequences. For example, they would argue that Africa is in a state of backwardness as a result of lacking skilled personnel to develop. It is true that because of lack of engineers Africa cannot on its own build more roads, bridges, and hydroelectric stations. But that is not a cause of underdevelopment, except in the sense that causes and effects come together and reinforce each other. The fact of the matter is that the most profound reasons for the economic backwardness of a given African nation are not to be found inside that nation. All that we can find inside are the symptoms of underdevelopment and the secondary factors that make for poverty. Mistaken interpretations of the causes of underdevelopment usually stem either from prejudiced thinking or from the error of believing that one can learn the answers by looking inside the underdeveloped economy. The true explanation lies in seeking out the relationship between Africa and certain developed countries and in recognizing that it is a relationship of exploitation.

Context: Without doubt, terrorist groups are trying to buy, build or steal a bomb. Furthermore, there is enough highly-enriched uranium (HEU) in the world to build more than 100,000 weapons, and rogue individuals are selling technology on the black market. If terrorists get hold of HEU, they could not be prevented from smuggling it into a targeted city, building a bomb and exploding it.
To my mind, the only realistic solution to this danger is to lock down all nuclear materials and eliminate all nuclear weapons in all countries: Global Zero. I am now dedicated to achieving this goal as a leader of the Global Zero movement. This movement was launched in December 2008 in Paris by an international group of 100 current and former heads-of-state, national security officials, military commanders and business, civic and faith leaders — and in just two years has grown to 300 leaders and 400,000 citizens worldwide.
The group believes that whatever deterrent value nuclear weapons had in the Cold War is now outweighed by the dangers of proliferation and nuclear terrorism. Our international Global Zero Commission has developed a practical, step-by-step plan to eliminate all nuclear weapons through phased and verified reductions.
To build on the progress made to date, we need a worldwide public movement to make Global Zero an urgent global imperative — and to bring all nuclear weapons countries to the table to negotiate multilateral nuclear arms reductions for the first time in history.

Context: Actually, on humanitarian intervention in general, I guess my view is not unlike the view that was attributed to Gandhi, accurately or not, when he was supposedly asked what he thought about western civilization. He is supposed to have said that he thought it would be a good idea. Similarly, humanitarian intervention would be a good idea, in principle. [... ] can we expect that with the existing power structure, distribution of power in the world, there will be humanitarian intervention? There is nothing new about the question, of course. The idea of humanitarian intervention goes back to the days of the Concert of Europe a century ago - in the 19th Century there was lots of talk about civilizing missions and interventions that would do good things. Context: Now the Cobden Club all this time rubs its hands in the most patriotic spirit and says, "Ah, yes; but how cheap you are buying." Yes, but think how that effects different classes in the community. Take the capitalist... His interest is to buy in the cheapest market, because he does not produce, but can get every article he consumes. He need not buy a single article in this country; he need not make a single article. He can invest his money in foreign countries and live upon the interest, and then in the returns of the prosperity of the country it will be said that the country is growing richer because he is growing richer. What about the working men? What about the class that depends upon having work in order to earn wages or subsistence at all? Context: There are certain sad appreciations we have to come to about human nature on the basis of these recent wars. One of them is that suffering does not always make men better. Another is that people are not always more reasonable than governments; that public opinion, or what passes for public opinion, is not invariably a moderating force in the jungle of politics. It may be true, and I suspect it is, that the mass of people everywhere are normally peace-loving and would accept many restraints and sacrifices in preference to the monstrous calamities of war. But I also suspect that what purports to be public opinion in most countries that consider themselves to have popular government is often not really the consensus of the feelings of the mass of the people at all, but rather the expression of the interests of special highly vocal minorities — politicians, commentators, and publicity-seekers of all sorts: people who live by their ability to draw attention to themselves and die, like fish out of water, if they are compelled to remain silent. These people take refuge in the pat and chauvinistic slogans because they are incapable of understanding any others, because these slogans are safer from the standpoint of short-term gain, because the truth is sometimes a poor competitor in the market place of ideas — complicated, unsatisfying, full of dilemma, always vulnerable to misinterpretation and abuse. The counsels of impatience and hatred can always be supported by the crudest and cheapest symbols; for the counsels of moderation, the reasons are often intricate, rather than emotional, and difficult to explain. And so the chauvinists of all times and places go their appointed way: plucking the easy fruits, reaping the little triumphs of the day at the expense of someone else tomorrow, deluging in noise and filth anyone who gets in their way, dancing their reckless dance on the prospects for human progress, drawing the shadow of a great doubt over the validity of democratic institutions. And until people learn to spot the fanning of mass emotions and the sowing of bitterness, suspicion, and intolerance as crimes in themselves — as perhaps the greatest disservice that can be done to the cause of popular government — this sort of thing will continue to occur.

Russia today, with its blood and terror, is a painful object lesson of the power of minorities. It makes little difference what minority it is; whether capital or labor, or any other class; no sort of privilege will ever be permitted to dominate this country. We are a partnership or nothing that is worth while. We are a democracy, where the majority are the masters, or all the hopes and purposes of the men who founded this government have been defeated and forgotten. In America there is but one way by which great reforms can be accomplished and the relief sought by classes obtained, and that is through the orderly processes of representative government. Those who would propose any other method of reform are enemies of this country. America will not be daunted by threats nor lose her composure or calmness in these distressing times. We can afford, in the midst of this day of passion and unrest, to be self - contained and sure. The instrument of all reform in America is the ballot. The road to economic and social reform in America is the straight road of justice to all classes and conditions of men. Men have but to follow this road to realize the full fruition of their objects and purposes. Let those beware who would take the shorter road of disorder and revolution. Context: These men and women show them that those kids matter; that they have something to offer; that no matter where they're from or how much money their parents have, no matter what they look like or who they love or how they worship or what language they speak at home, they have a place in this country.
And as I end my time in the White House, I can think of no better message to send our young people in my last official remarks as First Lady. So for all the young people in this room and those who are watching, know that this country belongs to you—to all of you, from every background and walk of life. If you or your parents are immigrants, know that you are part of a proud American tradition — the infusion of new cultures, talents and ideas, generation after generation, that has made us the greatest country on earth.

Context: The drug issue is hard to separate from a class issue, an education issue, a wonky foreign policy issue, and a race issue. What I do know is, be it caffeine, alcohol, cocaine, or adrenaline, let's face it: people like to get high. From Starbucks to Budweiser to your own brain, everybody's a pusher these days. If I could substitute another drug to be consumed in the country as much as alcohol is, it would be helium from children's birthday party balloons. Try not laughing when someone sounds like a chipmunk!

Context: Well, I would say that, as long-term institutions, I am totally against dictatorships. But a dictatorship may be a necessary system for a transitional period. At times it is necessary for a country to have, for a time, some form or other of dictatorial power. As you will understand, it is possible for a dictator to govern in a liberal way. And it is also possible for a democracy to govern with a total lack of liberalism. Personally I prefer a liberal dictator to democratic government lacking liberalism. My personal impression — and this is valid for South America — is that in Chile, for example, we will witness a transition from a dictatorial government to a liberal government. And during this transition it may be necessary to maintain certain dictatorial powers, not as something permanent, but as a temporary arrangement.

Context: It's a story they tell in the border country, where Massachusetts joins Vermont and New Hampshire.

Context: The war brought a great test of our experiment in amalgamating these varied factors into a real Nation, with the ideals and aspirations of a united people. None was excepted from the obligation to serve when the hour of danger struck. The event proved that our theory had been sound. On a solid foundation of a national unity there had been erected a superstructure which in its varied parts had offered full opportunity to develop all the range of talents and genius that had gone into its making. Context: I did spearhead the introduction of the Internet in countries like Russia, the former Soviet Union, because it is a very open system of communication. Context: People thrive where there is mutual respect. Civilisation is built on it. Futures are better for it.
But co-existence must be made, and made again, in every generation. The common good is defended only by vigilance and action. This means more than security measures. Humanity must arm itself with ideas, with justice and with economic and social inclusion.
Today, these challenges have special importance. Our world faces an assault by terrorists with ruthless ambition. The motive is not faith, it is power; power pursued by ripping countries and communities apart in sectarian conflicts, and inflicting suffering across the world.
