“Writers, artists, and commentators on websites are detained or thrown into jail when they reflect on democracy, opening up, reform and reason. This is the reality of China.”

Reality

“Francis Fukuyama seized on the ignominious collapse of the Soviet system as proof that “the end point of mankind’s ideological evolution” was “the universalization of Western liberal democracy as the final form of human government” and Marxism’s “death as a living ideology of world historical significance.” That conclusion was, to say the least, premature, not only because it reckoned without the rise of an Islamist theocracy or the fallout from the 2008 worldwide recession, which provoked a renascence of Marxist advocacy in the writings of Antonio Negri and Michael Hardt, Alain Badiou, the Occupy Movement, and Thomas Picketty. This pattern is, again, an echo of what happened in Reconstruction, and it warns those who yet believe that liberal democracy is the most desirable political future to be wary of Whiggish assumptions about democracy’s inevitability. Human society has oscillated between desires for stability, security, and reciprocity—which is what feudalism, Marxism, and theocracy promise—and desires for mobility, liberty, and profit—which is what the Enlightenment offered on a world-historical scale. There is nothing that can be declared permanent in a bourgeois revolution, and our own Reconstruction, not to mention a good deal of recent history, is the unhappy proof.”

“The spirit of our National Socialist idea has to overpower the spirit of liberalism and false democracy if there is to be a third Reich at all! Deeply rooted in organic life, we have realized that the false belief in the equality of man is the deadly threat with which liberalism destroys people and nation, culture and morals. violating the deepest levels of our being! We have to reject with fanatical zeal the frequent lie that people are basically equal and equal in regard to their influence in the state and their share of power! People are unequal, they are unequal from birth, become more unequal in life and are therefore to be valued unequally in their positions in society and in the state!”

“The relation of politics to personality in this deepening of democracy has a scope broader than the need to economize on political virtue. One way to explore this relation is to consider the bearing of a program like the one outlined here upon two great sources of human sadnessː the loss of vitality and the disproportion between such vitality as we keep and the activities normally available for its expression.”

“After 1930, political theorists had begun to realize that every democracy—being a government of public opinion—is largely in the hands of those who make public opinion—that is to say, the newspaper-owners. In every country the big business men, the great financiers, were being compelled to purchase the influential newspapers and had little by little succeeded in doing so. They had been very clever in respecting the the external forms of democracy. The people continued to elect their deputies, who continued to to go through the forms of choosing ministers and presidents; but the ministers, presidents, and deputies could hold on to their positions only so long as they did what the Masters of Public Opinion told them to do; and, being well aware of this fact, they were duly submissive.”

“The idea of a universal democracy in America is no more welcome to the minds of thoughtful men among us than was that of a universal monarchy to the mind of the thoughtful men who followed the standard of the third William in Europe, or who afterwards, under the great Marlborough, opposed the armies of the particular dynasty that sought to place Europe under a single dominion. (Hear, hear.) But if we are to a universal democracy on this continent, the lower provinces - the smaller fragments - will be "gobbled up" first, and we will come in afterwards by the way of dessert.”

“A proper measure of democracy should be put into effect in the army, chiefly by abolishing the feudal practice of bullying and beating and by having officers and men share weal and woe. Once this is done, unity will be achieved between officers and men, the combat effectiveness of the army will be greatly increased, and there will be no doubt of our ability to sustain the long, cruel war.”

“There is a process of slow modification and development mainly in directions which I view with misgiving. "Tory democracy," the favourite idea on that side, is no more like the Conservative party in which I was bred, than it is like Liberalism. In fact less. It is demagogism … applied in the worst way, to put down the pacific, law-respecting, economic elements which ennobled the old Conservatism, living upon the fomentation of angry passions, and still in secret as obstinately attached as ever to the evil principle of class interests. The Liberalism of to-day is better … yet far from being good. Its pet idea is what they called construction, — that is to say, taking into the hands of the State the business of the individual man. Both the one and the other have much to estrange me, and have had for many, many years.”

“For Greek democracy failed, and the reasons for its failure are full of instruction. The great ruling ideas which the Greeks gave to the world, ideas which England later was to absorb and spread over a quarter of the globe, freedom and self-government, social equality and civic patriotism, these were corrupted by demagogues and flatterers of the people. It was so fatally easy to think that freedom meant doing what you like, that one man was not only as good as another but equally able to fill any office whatsoever, that majorities could do no wrong, that you could make Utopian laws for your own country without regard to what other nations or other empires were doing…Freedom of speech was stifled and public men who refused to advocate pleasures for the public multitude were banished. Politicians rivalled one another in bribing the electorate.”

“If that were true [that the principles of the Ten Commandments brought about universal human rights, women's suffrage, the abolition of slavery and parliamentary democracy], then all this progress would have come about thousands of years ago, and not just in the last century or so. But each of the advances… cited were made only recently, after the Enlightenment and in spite of the Commandments, because those Commandments are authoritarian, not democratic; they allow special privileges for one race over all others, they permit and endorse slavery, and they treat women as property. So, for these unique achievements to have occurred at all, the Commandments would have to be ignored or discarded first.”

“In the shift from direct democracy to representational democracy, the printed book became an embodiment of thought for the physically absent author; and so the popular art form of the popular book and the pamphlet re-presented ideas and contributed to the public space of political philosophies of the Enlightenment. Television, however, now brings forth this new kind of public space, and it calls into being this new world, not of the educated citizenry in a republic, but of the electropeasantry in the state of Entertainment. Recall how people stopped singing in pubs when they brought in the TV set, and you will appreciate the new passivity in which people stop voting for their representatives as TV takes over the electoral campaigns.”

That some of the largest and most civilized nations of Europe have discarded those clothes and have acquired new ones. Did they get rid of them forever? Other nations are doing their best to dispose of them and to get new ones also. Why? Have all nations gone mad? Are the Rumanian politicians the only wise men in the world? Somehow I doubt it.”

“I had this sense that ideas about democracy, theories of democracy which I had learned about of course from graduate school on, from Aristotle and Plato onward, that they were inadequate. I don’t want to diminish them; I have always retained a great respect for classical and medieval and eighteenth-century theory, but meanwhile a whole new kind of political system emerged to which the term democracy became attached, and for which democracy remained an ideal, even though classical democracy as an ideal was so far removed from reality. The gap between that ideal and the actual political institutions that had developed, particularly from about the sixteenth, seventeenth century on, was just enormous. And what we didn’t have enough of, had very little of, was an adequate description of what the actual institutions of so-called democracy, modern democracy, representative democracy, were.”

“Known for centuries, a tenet of classical liberalism, the pacific nature of democracy has become largely forgotten or ignored in the last half-century. That democracy is inherently peaceful is now probably believed by no more than a few prominent peace researchers. In part this has been due to the intellectual defection of Western intellectuals from classical liberalism to some variant of socialism, with its emphasis on the competitive violence and bellicosity of capitalist freedoms. Many intellectuals, and in particularly European and Third World peace researchers, have come to believe that socialist equalitarianism is the answer to violence; others, particularly American liberals, believe that if the socialist are wrong, then at least democracies are no better than other political systems in promoting peace.”

The Iraqi people deserve to be lifted from insecurity and tyranny, and freed to determine for themselves the future of their country. All the Iraqi people — its rich mix of Sunni and Shiite Arabs, Kurds, Turkomen, Assyrians, Chaldeans, and all others — should enjoy freedom, prosperity, and equality in a united country. This — not the presence of tiny Israel (one hundred times smaller than its current antagonists) is the root cause of the violence in the Middle East. The cause is Arab intolerance and Islamic hate. One Jewish state among 22 Arab states was one too many. Six million Jews among 300 million Arabs was too much to bear. “Might and spirit will win and incalculable political and social consequences will follow upon victory. Victory must therefore be ours. England is not played out. Her mission is not accomplished. She can, if she would, take the place of esteemed honour among the democracies of the world, and if peace is to come with healing on her wings the democracies of Europe must be her guardians…History, will, in due time, apportion the praise and the blame, but the young men of the country must, for the moment, settle the immediate issue of victory. Let them do it in the spirit of the brave men who have crowned our country with honour in times that have gone. Whoever may be in the wrong, men so inspired will be in the right. The quarrel was not of the people, but the end of it will be the lives and liberties of the people. Should an opportunity arise to enable me to appeal to the pure love of country - which I know is a precious sentiment in all our hearts, keeping it clear of thought which I believe to be alien to real patriotism - I shall gladly take that opportunity. If need be I shall make it for myself. I wish the serious men of the Trade Union, the Brotherhood and similar movements to face their duty. To such it is enough to say 'England has need of you'; to say it in the right way. They will gather to her aid. They will protect her when the war is over, they will see to it that the policies and conditions that make it will go like the mists of a plague and shadows of a pestilence.”

Goodnow to codify a less obvious, but no less profound element: the distinction between politics and policies, principles and operations. He showed how the United States went beyond a nation based on government by gentlemen and then one based on the spoils system brought about by the Jacksonian revolt against the Eastern Establishment, into a government that separated political officials from civil administrators.
Goodnow contends that the civil service reformers persuasively argued that the separation of administration from politics, far from destroying the democratic links with the people, actually served to enhance democracy. While John Rohr, in his outstanding new introduction carefully notes loopholes in the theoretical scaffold of Goodnow's argument, he is also careful to express his appreciation of the pragmatic ground for this new sense of government as needing a partnership of the elected and the appointed.
Goodnow was profoundly influenced by European currents, especially the Hegelian. As a result, the work aims at a political philosophy meant to move considerably beyond the purely pragmatic needs of government. For it was the relationships, the need for national unity in a country that was devised to account for and accommodate pluralism and diversity, that attracted Goodnow's legal background and normative impulses alike. That issues of legitimacy and power distribution were never entirely resolved by Goodnow does not alter the fact that this is perhaps the most important work, along with that of James Bryce, to emerge from this formative period to connect processes of governance with systems of democracy.”

Harry [Hopkins] says he's not and that he doesn't want anything except security for his own country, and I think that if I give him everything I possibly can and ask nothing from him in return, noblesse oblige, he won't try to annex anything and will work with me for a world of democracy and peace.”

“The evil forces which are now attacking South Korea are part of a world-wide conspiracy against the way of life of the free democracies. Communists…are…engaged in an attempt to mould the whole world to their pattern of tyranny. They seek to sweep democracy and liberty from the world. They are ready to destroy our lives if we don't agree with them. They talk of freedom while they murder it. They talk of peace while they support aggression. They are ruthless and unscrupulous hypocrites who pretend to virtues which their philosophy rejects. The trouble is that quite a lot of well-meaning people are taken in by the Communists and their sham peace propaganda. What is happening in Korea should open their eyes.”

“Our time is Gothic in its spirit. Unlike the Renaissance, it is not dominated by a few outstanding personalities. The twentieth century has established the democracy of the intellect. In the republic of art and science there are many men who take an equally important part in the intellectual movements of our age. It is the epoch rather than the individual that is important. There is no one dominant personality like Galileo or Newton. Even in the nineteenth century there were still a few giants who outtopped all others. Today the general level is much higher than ever before in the history of the world, but there are few men whose stature immediately sets them apart from all others.”

“When citizens are relatively equal, politics has tended to be fairly democratic. When a few individuals hold enormous amounts of wealth, democracy suffers. The reason for this pattern is simple. Through campaign contributions, lobbying, influence over public discourse, and other means, wealth can be translated into political power. When wealth is highly concentrated—that is, when a few individuals have enormous amounts of money—political power tends to be highly concentrated, too. The wealthy few tend to rule. Average citizens lose political power. Democracy declines.”

“We have confused the real issue of parliamentary democracy, for already there has been a fundamental change. The power of electors over their law-makers has gone, the power of MPs over Ministers has gone, the role of Ministers has changed. The real case for entry has never been spelled out, which is that there should be a fully federal Europe in which we become a province. It hasn't been spelled out because people would never accept it. We are at the moment on a federal escalator, moving as we talk, going towards a federal objective we do not wish to reach. In practice, Britain will be governed by a European coalition government that we cannot change, dedicated to a capitalist or market economy theology. This policy is to be sold to us by projecting an unjustified optimism about the Community, and an unjustified pessimism about the United Kingdom, designed to frighten us in. Jim quoted Benjamin Franklin, so let me do the same: "He who would give up essential liberty for a little temporary security deserves neither safety nor liberty." The Common Market will break up the UK because there will be no valid argument against an independent Scotland, with its own Ministers and Commissioner, enjoying Common Market membership. We shall be choosing between the unity of the UK and the unity of the EEC. It will impose appalling strains on the Labour movement… I believe that we want independence and democratic self-government, and I hope the Cabinet in due course will think again.”

“The Renaissance discovery of nature was an invention of nineteenth-century liberalism which played off the Renaissance delight in nature against the Middle Ages, in order to strike a blow at the romantic philosophy of history. For when Burckhardt says that the ‘discovery of the world and of man’was an achievement of the Renaissance, this thesis is, at the same time, an attack on romantic reaction and an attempt to ward off the propaganda designed to spread the romantic view of medieval culture. The doctrine of the spontaneous naturalism of the Renaissance comes from the same source as the theory that the fight against the spirit of authority and hierarchy, the ideal of freedom of thought and freedom of conscience, the emancipation of the individual and the principle of democracy, are achievements of the fifteenth century. In all this the light of the modern age is contrasted with the darkness of the Middle Ages.”

“Idleness is not just a psychological necessity, requisite to the construction of a complete human being; it constitutes as well a kind of political space, a space as necessary to the workings of an actual democracy as, say, a free press. How does it do this? By allowing us time to figure out who we are, and what we believe; by allowing us time to consider what is unjust, and what we might do about it. By giving the inner life (in whose precincts we are most ourselves) its due. Which is precisely what makes idleness dangerous. All manner of things can grow out of that fallow soil.”

“Barack and Michelle Obama arrived on the North Portico just before 10:00 a. m. Laura and I had invited them for a cup of coffee in the Blue Room, just as Bill and Hillary Clinton had done for us eight years earlier. The Obamas were in good spirits and excited about the journey ahead. Meanwhile, in the Situation Room, homeland security aides from both our teams monitored intelligence on a terrorist threat to Washington. It was a stark reminder that evil men still want to harm our country, no matter who is serving as president. After our visit, we climbed into the motorcade for the trip up Pennsylvania Avenue. I thought back to the drive I'd made with Bill Clinton eight years earlier. That day in January 2001, I could never have imagined what would unfold over my time in office. I knew some of the decisions I had made were not popular with many of my fellow citizens. But I felt satisfied that I had been willing to make the hard decisions, and I had always done what I believed was right. At the Capitol, Laura and I took our seats for the Inauguration. I marveled at the peaceful transition of power, one of the defining features of our democracy. The audience was riveted with anticipation for he swearing-in. Barack Obama had campaigned on hope, and that was what he had given many Americans. For our new president, the Inauguration was a thrilling beginning. For Laura and me, it was an end. It was another president's turn, and I was ready to go home.”

“If we ask what it is he [ George Orwell] stands for, … the answer is: the virtue of not being a genius, of fronting the world with nothing more than one’s simple, direct, undeceived intelligence, and a respect for the powers one does have. … He communicates to us the sense that what he has done any one of us could do. Or could do if we but made up our mind to do it, if we but surrendered a little of the cant that comforts us, if for a few weeks we paid no attention to the little group with which we habitually exchange opinions, if we took our chance of being wrong or inadequate, if we looked at things simply and directly, having in mind only our intention of finding out what they really are, not the prestige of our great intellectual act of looking at them. He liberates us. He tells us that we can understand our political and social life merely by looking around us; he frees us from the need for the inside dope. He implies that our job is not to be intellectual, certainly not to be intellectual in this fashion or that, but merely to be intelligent according to our own lights—he restores the old sense of the democracy of the mind, releasing us from the belief that the mind can work only in a technical, professional way and that it must work competitively. He has the effect of making us believe that we may become full members of the society of thinking men. That is why he is a figure for us.”

“Mr. President, today, in his speech to the National Endowment for Democracy, President Bush gave a vivid and, I believe, compelling description of the threat to America and to freedom from radical Islamic fundamentalism. He made, in my view, a powerful case for what is at stake for every American. Simply put, the radical fundamentalists seek to kill our citizens in great numbers, to disrupt our economy, and to reshape the international order. They would take the world backwards, replacing freedom with fear and hope with hatred. If they were to acquire a nuclear weapon, the threat they would pose to America would be literally existential. The President said it well. The President is right that we cannot and will not retreat. We will defend ourselves and defeat the enemies of freedom and progress.”

“We find that at present the human race is divided into one wise man, nine knaves, and ninety fools out of every hundred. That is, by an optimistic observer. The nine knaves assemble themselves under the banner of the most knavish among them, and become 'politicians'; the wise man stands out, because he knows himself to be hopelessly outnumbered, and devotes himself to poetry, mathematics, or philosophy; while the ninety fools plod off under the banners of the nine villains, according to fancy, into the labyrinths of chicanery, malice and warfare. It is pleasant to have command, observes Sancho Panza, even over a flock of sheep, and that is why the politicians raise their banners. It is, moreover, the same thing for the sheep whatever the banner. If it is democracy, then the nine knaves will become members of parliament; if fascism, they will become party leaders; if communism, commissars. Nothing will be different, except the name. The fools will be still fools, the knaves still leaders, the results still exploitation. As for the wise man, his lot will be much the same under any ideology. There must be some human truth that is beyond religion… I am disgusted by the anti-Semitism of many Italians, of many Europeans… Look at the school system of the West today. Students do not know history! They don't know who Churchill was! In Italy, they don't even know who Cavour was!… Servility to the invaders has poisoned democracy, with obvious consequences for the freedom of thought, and for the concept itself of liberty… State-run television stations contribute to the resurgent anti-Semitism, crying only over Palestinian deaths while playing down Israeli deaths, glossing over them in unwilling tones… The increased presence of Muslims in Italy and in Europe is directly proportional to our loss of freedom… The Muslims refuse our culture and try to impose their culture on us. I reject them, and this is not only my duty toward my culture-it is toward my values, my principles, my civilization… The struggle for freedom does not include the submission to a religion which, like the Muslim religion, wants to annihilate other religions… The West reveals a hatred of itself, which is strange and can only be considered pathological; it now sees only what is deplorable and destructive… These charlatans care about the Palestinians as much as I care about the charlatans. That is not at all… When I was given the news, I laughed. The trial is nothing else but a demonstration that everything I've written is true… President Bush has said, 'We refuse to live in fear.'…Beautiful sentence, very beautiful. I loved it! But inexact, Mr. President, because the West does live in fear. People are afraid to speak against the Islamic world. Afraid to offend, and to be punished for offending, the sons of Allah. “Remember Marxism? It used to be a sour sort of fun to tease Marxists about the contradictions in some of their pet ideas. The revolution of the proletariat was inevitable, good Marxists believed, but if so, why were they so eager to enlist us in their cause? If it was going to happen anyway, it was going to happen with or without our help. But of course the inevitability that Marxists believe in is one that depends on the growth of the movement and all its political action. There were Marxists working very hard to bring about the revolution, and it was comforting to them to believe that their success was guaranteed in the long run. And some of them, the only ones that were really dangerous, believed so firmly in the rightness of their cause that they believed it was permissible to lie and deceive in order to further it. They even taught this to their children, from infancy. These are the "red-diaper babies," children of hardline members of the Communist Party of America, and some of them can still be found infecting the atmosphere of political action in left-wing circles, to the extreme frustration and annoyance of honest socialists and others on the left.Today we have a similar phenomenon brewing on the religious right: the inevitability of the End Days, or the Rapture, the coming Armageddon that will separate the blessed from the damned in the final day of Judgment. Cults and prophets proclaiming the imminent end of the world have been with us for several millennia, and it has been another sour sort of fun to ridicule them the morning after, when they discover that their calculations were a little off. But, just as with the Marxists, there are some among them who are working hard to "hasten the inevitable," not merely anticipating the End Days with joy in their hearts, but taking political action to bring about the conditions they think are the prerequisites for that occasion. And these people are not funny at all. They are dangerous, for the same reason that red-diaper babies are dangerous: they put their allegiance to their creed ahead of their commitment to democracy, to peace, to (earthly) justice — and to truth. If push comes to shove, some of the are prepared to lie and even to kill…”

“We should engage with the new de facto power and help make the new government make the changes necessary, especially on the economy, so they can deliver for the people. The events that led to the Egyptian army's removal of President Mohamed Morsi confronted the military with a simple choice: intervention or chaos. Seventeen million people on the streets are not the same as an election. But it as an awesome manifestation of power. I am a strong supporter of democracy. But democratic government doesn't on its own mean effective government. Today efficacy is the challenge. This is a sort of free democratic spirit that operates outside the convention of democracy that elections decide the government. It is enormously fuelled by social media, itself a revolutionary phenomenon. And it moves very fast in precipitating crisis. It is not always consistent or rational. Now, after being the guest of Emperor Wilhelm, the Beast of Berlin, he comes back to this country, and wants you to send ten million men over there to kill the Kaiser; to murder his former friend and pal. Rather queer, isn’t it? And yet, he is the patriot, and we are the traitors. I challenge you to find a Socialist anywhere on the face of the earth who was ever the guest of the Beast of Berlin, except as an inmate of his prison—the elder Liebknecht and the younger Liebknecht, the heroic son of his immortal sire.”

Men, Business, Strong, Heart

“Wealthy people used to find democracy frightening. The reason was simple: the poor, once enfranchised, should be expected to soak the rich. This fear bred elite resistance to expanding the franchise, particularly beyond the propertied classes. Nor did this fear, and the reasoning behind it, go unnoticed on the political left.”

People, Fear

“When then is liberalism correctly understood? Liberalism is not an exclusvely political term. It can be applied to a prison reform, to an economic order, to a theology. Within the political framework, the question is not (as in a democracy) “Who should rule?” but “How should rule be exercised?” The reply is “Regardless of who rules—a monarch, an elite, a majority, or a benevolent dictator—governments should be exercised in such a way that each citizen enjoys the greatest amount of personal liberty.” The limit of liberty is obviously the common good. But, admittedly, the common good (material as well as immaterial) is not easily defined, for it rests on value judgments. Its definition is therefore always somewhat arbitrary. Speed limits curtail freedom in the interests of the common good. Is there a watertight case for forty, forty-five, or fifty miles an hour? Certainly not…. Freedom is thus the only postulate of liberalism—of genuine liberalism. If, therefore, democracy is liberal, the life, the whims, the interests of the minority will be just as respected as those of the majority. Yet surely not only a democracy, but a monarchy (absolute or otherwise) or an aristocratic (elitist) regime can be liberal. In fact, the affinity between democracy and liberalism is not at all greater than that between, say, monarchy and liberalism or a mixed government and liberalism. (People under the Austrian monarchy, which was not only symbolic but an effective mixed government, were not less free than those in Canada, to name only one example.)”

“To Brandeis, as to Jefferson, the key to a successful democracy lies in the spirit, the vitality, the daring, the inventiveness of its citizens.”

“It was Reagan who began the realignment of American politics, making the Republicans into internationalist Jeffersonians with his speech in London at the Palace of Westminster in 1982, which led to the creation of the National Endowment for Democracy and the emergence of democracy promotion as a central goal of United States foreign policy.”
