Silence is a Commons (1982)
Context: A transformation of the environment from a commons to a productive resource constitutes the most fundamental form of environmental degradation. This degradation has a long history, which coincides with the history of capitalism but can in no way just be reduced to it. Unfortunately the importance of this transformation has been overlooked or belittled by political ecology so far. It needs to be recognized if we are to organize defense movements of what remains of the commons. This defense constitutes the crucial public task for political action during the eighties. The task must be undertaken urgently because commons can exist without police, but resources cannot. Just as traffic does, computers call for police, and for ever more of them, and in ever more subtle forms.
By definition, resources call for defense by police. Once they are defended, their recovery as commons becomes increasingly difficult. This is a special reason for urgency.

Context: The extermination of what the exterminators call inferior races is as old as history. "Stone dead hath no fellow" said Cromwell when he tried to exterminate the Irish. "The only good nigger is a dead nigger" say the Americans of the Ku-Klux temperament. "Hates any man the thing he would not kill?" said Shylock naively. But we white men, as we absurdly call ourselves in spite of the testimony of our looking glasses, regard all differently colored folk as inferior species. Ladies and gentlemen class rebellious laborers with vermin. The Dominicans, the watchdogs of God, regarded the Albigenses as the enemies of God, just as Torquemada regarded the Jews as the murderers of God. All that is an old story: what we are confronted with now is a growing perception that if we desire a certain type of civilization and culture we must exterminate the sort of people who do not fit into it. There is a difference between the shooting at sight of aboriginal natives in the back blocks of Australia and the massacres of aristocrats in the terror which followed the foreign attacks on the French Revolution. The Australian gunman pots the aboriginal natives to satisfy his personal antipathy to a black man with uncut hair. But nobody in the French Republic had this feeling about Lavoisier, nor can any German Nazi have felt that way about Einstein. Yet Lavoisier was guillotined; and Einstein has had to fly for his life from Germany. It was silly to say that the Republic had no use for chemists; and no Nazi has stultified his party to the extent of saying that the new National Socialist Fascist State in Germany has no use for mathematician-physicists. The proposition is that aristocrats (Lavoisier's class) and Jews (Einstein's race) are unfit to enjoy the privilege of living in a modern society founded on definite principles of social welfare as distinguished from the old promiscuous aggregations crudely policed by chiefs who had no notion of social criticism and no time to invent it.

Context: Leave the old and dying America and use your creative energies to help form a new America, which would be de-militarized, more humanistic, where the police are less hostile and closer to the community, where the wealthy are not given unleashed power for the exploitation of the people. And, mostly because it's now a matter of life and death, reassert an ecological balance with the environment, which means the people in the oil companies and the car companies and the space industry and all the other industries will have to be brought into account, so that there will be a new definition of government which has to be closer to the people and less close to special interests which are far more harmful than any revolutionaries.

Ignoring the satirical elements of Shaw's rhetoric, and that he is presenting many arguments of sometimes questionable sincerity for the "humane" execution of criminals, the last sentence here has sometimes been misquoted as if it as part of an argument for exterminations for the sake of eugenics, by preceding it with a selected portion of a statement later in the essay: "If we desire a certain type of civilization, we must exterminate the sort of people who do not fit into it … Extermination must be put on a scientific basis if it is ever to be carried out humanely and apologetically as well as thoroughly".

Today, on an Ivy League campus, if a guy tells a girl she's got great tits, she can charge him with sexual harassment. Chickenshit stuff. Is this what strong women do?
1920s, Notes on Democracy (1926)
Context: Democracy always seems bent upon killing the thing it theoretically loves. I have rehearsed some of its operations against liberty, the very cornerstone of its political metaphysic. It not only wars upon the thing itself; it even wars upon mere academic advocacy of it. I offer the spectacle of Americans jailed for reading the Bill of Rights as perhaps the most gaudily humorous ever witnessed in the modern world. Try to imagine monarchy jailing subjects for maintaining the divine right of Kings! Or Christianity damning a believer for arguing that Jesus Christ was the Son of God! This last, perhaps, has been done: anything is possible in that direction. But under democracy the remotest and most fantastic possibility is a common place of every day. All the axioms resolve themselves into thundering paradoxes, many amounting to downright contradictions in terms. The mob is competent to rule the rest of us—but it must be rigorously policed itself. There is a government, not of men, but of laws—but men are set upon benches to decide finally what the law is and may be. The highest function of the citizen is to serve the state—but the first assumption that meets him, when he essays to discharge it, is an assumption of his disingenuousness and dishonour. Is that assumption commonly sound? Then the farce only grows the more glorious.
I confess, for my part, that it greatly delights me. I enjoy democracy immensely. It is incomparably idiotic, and hence incomparably amusing. Does it exalt dunderheads, cowards, trimmers, frauds, cads? Then the pain of seeing them go up is balanced and obliterated by the joy of seeing them come down. Is it inordinately wasteful, extravagant, dishonest? Then so is every other form of government: all alike are enemies to laborious and virtuous men. Is rascality at the very heart of it? Well, we have borne that rascality since 1776, and continue to survive. In the long run, it may turn out that rascality is necessary to human government, and even to civilization itself—that civilization, at bottom, is nothing but a colossal swindle. I do not know: I report only that when the suckers are running well the spectacle is infinitely exhilarating. But I am, it may be, a somewhat malicious man: my sympathies, when it comes to suckers, tend to be coy. What I can't make out is how any man can believe in democracy who feels for and with them, and is pained when they are debauched and made a show of. How can any man be a democrat who is sincerely a democrat?

Context: An extreme reflection of the dangers confronting modern social development is the growth of racism, nationalism, and militarism and, in particular, the rise of demagogic, hypocritical, and monstrously cruel dictatorial police regimes. Foremost are the regimes of Stalin, Hitler, and Mao Tse-tung, and a number of extremely reactionary regimes in smaller countries, such as Spain, Portugal, South Africa, Greece, Albania, Haiti, and other Latin American countries.
These tragic developments have always derived from the struggle of egotistical and group interests, the struggle for unlimited power, suppression of intellectual freedom, a spread of intellectually simplified, narrow-minded mass myths <!-- (the myth of race, of land and blood, the myth about the Jewish danger, anti-intellectualism, the concept of lebensraum in Germany, the myth about the sharpening of the class struggle and proletarian infallibility bolstered by the cult of Stalin and by exaggeration of the contradictions with capitalism in the Soviet Union, the myth about Mao Tse-tung, extreme Chinese nationalism and the resurrection of the lebensraum concept, of anti-intellectualism, extreme anti-humanism, and certain prejudices of peasant socialism in China).
The usual practice is the use of demagogy, storm troopers, and Red Guards in the first stage and terrorist bureaucracy with reliable cadres of the type of Eichmann, Himmler, Yezhov, and Beria at the summit of deification of unlimited power.

I was waiting for the word charge, I thought it made a nice touch that way. As he said it I pressed the button that set off the charge of black powder in the ceiling, the crossbeam buckled and the three-ton safe dropped through right on the top of the cop's head. He squashed very nicely, thank you. The cloud of plaster dust settled and all I could see of him was one hand, slightly crumpled. It twitched a bit and the index finger pointed at me accusingly. His voice was a little muffled by the safe and sounded a bit annoyed. In fact he repeated himself a bit.
"On the charge of illegal entry, theft, forgery—"
He ran on like that for quite a while, it was an impressive list but I had heard it all before. I didn't let it interfere with my stuffing all the money from the desk drawers into my suitcase. The list ended with a new charge and I would swear on a stack of thousand credit notes that high that there was a hurt tone in his voice.
"In addition the charge of assaulting a police robot will be added to your record."

Context: I think enlightenment is incremental, and I see it in my children. I was six-years-old when I met a black person. My father tutored me and said, "We're going to meet two men who have black skin." And on the bus in Swansea on the way there, I accepted this and thought this would be no trouble for me. As it was, I went into the room and burst into tears and pointed at the man and said, "You've got a black face."
This wouldn't happen with my children. They've known, they've mingled with black people all their lives. This certainly is not going to occur. And so it goes on in this incremental way. … I think this is the only way it can be achieved. The trouble with proclaiming yourself to be cleansed of atavism is that it's not the case. It's an illusion. It's an illusion that can only be maintained by ideology and executive policing. It is forced consciousness. It's a lie to say, I have no racial feelings. Honesty and slow progress is a better policy, I think.

Context: If there be, in any region of the universe, an order of moral agents living in society, whose reason is strong, whose passions and inclinations are moderate, and whose dispositions are turned to virtue, to such an order of happy beings, legislation, administration, and police, with the endlessly various and complicated apparatus of politics, must be in a great measure superfluous. Did reason govern mankind, there would be little occasion for any other government, either monarchical, aristocratical, democratical, or mixed. But man, whom we dignify with the honourable title of Rational, being much more frequently influenced, in his proceedings, by supposed interest, by passion, by sensual appetite, by caprice, by any thing, by nothing, than by reason; it has, in all civilized ages and countries, been found proper to frame laws and statutes fortified by sanctions, and to establish orders of men invested with authority to execute those laws, and inflict the deserved punishments upon the violators of them. By such means only has it been found possible to preserve the general peace and tranquillity. But, such is the perverse disposition of man, the most unruly of all animals, that this most useful institution has been generally debauched into an engine of oppression and tyranny over those, whom it was expresly and solely established to defend. And to such a degree has this evil prevailed, that in almost every age and country, the government has been the principal grievance of the people, as appears too dreadfully manifest, from the bloody and deformed page of history. For what is general history, but a view of the abuses of power committed by those, who have got it into their hands, to the subjugation, and destruction of the human species, to the ruin of the general peace and happiness, and turning the Almighty's fair and good world into a butchery of its inhabitants, for the gratification of the unbounded ambition of a few, who, in overthrowing the felicity of their fellow-creatures, have confounded their own?

Context: We use power, of course, in the international fields in a way which is the exact contrary to the way in which we use it within the state. In the international field, force is the instrument of the rival litigants, each attempting to impose his judgment upon the other. Within the state, force is the instrument of the community, the law, primarily used to prevent either of the litigants imposing by force his view upon the other. The normal purpose of police — to prevent the litigant taking the law into his own hands, being his own judge — is the precise contrary of the normal purpose in the past of armies and navies, which has been to enable the litigant to be his own judge of his own rights when in conflict about them with another.
