There are two groups of these frustrated citizens, far apart in their views yet very much alike in their approach. On the one hand are those who urge upon us what I regard to be the pathway of surrender-appeasing our enemies, compromising our commitments, purchasing peace at any price, disavowing our arms, our friends, our obligations. If their view had prevailed, the world of free choice would be smaller today.
On the other hand are those who urge upon us what I regard to be the pathway of war: equating negotiations with appeasement and substituting rigidity for firmness. If their view had prevailed, we would be at war today, and in more than one place.
It is a curious fact that each of these extreme opposites resembles the other. Each believes that we have only two choices: appeasement or war, suicide or surrender, humiliation or holocaust, to be either Red or dead. Each side sees only "hard" and "soft" nations, hard and soft policies, hard and soft men. Each believes that any departure from its own course inevitably leads to the other: one group believes that any peaceful solution means appeasement; the other believes that any arms build-up means war. One group regards everyone else as warmongers, the other regards everyone else as appeasers. Neither side admits that its path will lead to disaster — but neither can tell us how or where to draw the line once we descend the slippery slopes of appeasement or constant intervention.
In short, while both extremes profess to be the true realists of our time, neither could be more unrealistic. While both claim to be doing the nation a service, they could do it no greater disservice. This kind of talk and easy solutions to difficult problems, if believed, could inspire a lack of confidence among our people when they must all — above all else — be united in recognizing the long and difficult days that lie ahead. It could inspire uncertainty among our allies when above all else they must be confident in us. And even more dangerously, it could, if believed, inspire doubt among our adversaries when they must above all be convinced that we will defend our vital interests.
The essential fact that both of these groups fail to grasp is that diplomacy and defense are not substitutes for one another. Either alone would fail. A willingness to resist force, unaccompanied by a willingness to talk, could provoke belligerence — while a willingness to talk, unaccompanied by a willingness to resist force, could invite disaster.”

Few other economists imagined that Lenin’s centrally-planned economy behind the Iron Curtain was doomed to settle at a level of productivity 1/5 that of the capitalist industrial market economies outside. Hayek did so imagine. And Hayek had dazzling insights as to why. Explaining the thought of this Hayek requires not sociology or history of thought but rather appreciation, admiration, and respect for pure genius.The Bad Economist Hayek is the thinker who was certain that Keynes had to be wrong, and that the mass unemployment of the Great Depression had to have in some mysterious way been the fault of some excessively-profligate government entity (or perhaps of those people excessively clever with money–fractional-reserve bankers, and those who claim not the natural increase of flocks but rather the interest on barren gold). Why Hayek could not see with everybody else–including Milton Friedman–that the Great Depression proved that Say’s Law was false in theory, and that aggregate demand needed to be properly and delicately managed in order to make Say’s Law true in practice is largely a mystery. Nearly everyone else did: the Lionel Robbinses and the Arthur Burnses quickly marked their beliefs to market after the Great Depression and figured out how to translate what they thought into acceptable post-World War II Keynesian language. Hayek never did.
My hypothesis is that the explanation is theology: For Hayek, the market could never fail. For Hayek, the market could only be failed. And the only way it could be failed was if its apostles were not pure enough.”

“After six years of war service, I rejoined Ilford Public Library service in 1946, and set about completing my F. L. A., begun in 1940. This service had a good tradition of assistance to readers, and when I joined the Metal Box C. in 1948, I soon realised how the skills required for a scientific and industrial research “information officer” depended on the basic techniques of librarianship, notably classification and cataloguing. The enhancement of these led to the development of higher levels, in literature searching, and, more particularly, in current awareness service and selective dissemination of information….
Meeting with S. R. Ranganathan in 1948 gave me a new view of classification as facet analysis plus traditional generic analysis and I applied this in schemes for Packaging, Occupational Safety and Health, and Education. This experience has suggested to me that facet analysis applied to any subject can reveal hitherto uncoordinated concepts - materials, processes, etc – and thus offer an indication of possible areas of future research. “If the progressing rationality of advanced industrial society tends to liquidate, as an “irrational rest,” the disturbing elements of Time and Memory, it also tends to liquidate the disturbing rationality contained in this irrational rest. Recognition and relation to the past as present counteracts the functionalization of thought by and in the established reality. It militates against the closing of the universe of discourse and behavior it renders possible the development of concepts which destabilize and transcend the closed universe by comprehending it as historical universe. Confronted with the given society as object of its reflection, critical thought becomes historical consciousness as such, it is essentially judgment. Far from necessitating an indifferent relativism, it searches in the real history of man for the criteria of truth and falsehood, progress and regression. The mediation of the past with the present discovers the factors which made the facts, which determined the war of life, which established the masters and the servants; it projects the limits and the alternatives. When this critical consciousness speaks, it speaks “le langage de la connaissance” (Roland Barthes) which breaks open a closed universe of discourse and its petrified structure. The key terms of this language are not hypnotic nouns which evoke endlessly the same frozen predicates. They rather allow of an open development; they even unfold their content in contradictory predicates. The Communist Manifesto provides a classical example. Here the two key terms, Bourgeoisie and Proletariat, each “govern” contrary predicates. The “bourgeoisie” is the subject of technical progress, liberation, conquest of nature, creation of social wealth, and of the perversion and destruction of these achievements. Similarly, the "proletariat” carries the attributes of total oppression and of the total defeat of oppression. Such dialectical relation of opposites in and by the proposition is rendered possible by the recognition of the subject as an historical agent whose identity constitutes itself in and against its historical practice, in and against its social reality. The discourse develops and states the conflict between the thing and its function, and this conflict finds linguistic expression in sentences which join contradictory predicates in a logical unit—conceptual counterpart of the objective reality. In contrast to all Orwellian language, the contradiction is demonstrated, made explicit, explained, and denounced.”

““Organization theory,” a term that appeared in the middle of the twentieth century, has multiple meanings. When it first emerged, the term expressed faith in scientific research as a way to gain understanding of human beings and their interactions. Although scientific research had been occurring for several centuries, the idea that scientific research might enhance understanding of human behavior was considerably newer and rather few people appreciated it. Simon (1950, 1952-3, 1952) was a leading proponent for the creation of “organization theory”, which he imagined as including scientific management, industrial engineering, industrial psychology, the psychology of small groups, human-resources management, and strategy. The term “organization theory” also indicated an aspiration to state generalized, abstract propositions about a category of social systems called “organizations,” which was a very new concept. Before and during the 1800s, people had regarded armies, schools, churches, government agencies, and social clubs as belonging to distinct categories, and they had no name for the union of these categories. During the 1920s, some people began to perceive that diverse kinds of medium-sized social systems might share enough similarities to form a single, unified category. They adopted the term “organization” for this unified category.”

“In eight simple ways, my Bill seeks to provide a framework for giving pensioners a decent living standard. First, it would fix old-age pensions for couples at half average industrial earnings, and for single people it would be a third…Secondly, my Bill would require central Government to appoint a Minister responsible for the co-ordination of policy on pensioners. Thirdly, it would require local authorities to produce a comprehensive annual report about their policies on pensioners and on the conditions of pensioners in their communities. Fourthly, every health authority would also be asked to do that. Fifthly, the present anomalous system means that in some parts of the country where there are foresighted Labour local authorities there are concessionary transport schemes — free bus passes. They do not exist in some parts of Britain and the Bill would make them a national responsibility and they would be paid for nationally…My sixth point is one of the most important. It is about the introduction of a flat-rate winter heating allowance instead of the nonsensical system of waiting for the cold to run from Monday to Sunday, and then if it is sufficiently cold a rebate is paid in arrears. Last winter that resulted in many old people living in homes that were too cold because they could not afford to heat them. If they did get any aid, it was far too late. My seventh point concerns the abolition of standing charges on gas, electricity and telephones for elderly people. They are paying about £250 million a year towards the profits of the gas industry and those profits will be about £1.5 billion. Standing charges should be cancelled, unit prices maintained and the cost of the standing charge should be taken from the profits of the gas board or the electricity board — if it ends up being privatised. They could well afford to pay for that rather than forcing old people to live in cold and misery throughout the winter. Finally, the Bill would prohibit the cutting off of gas and electricity in any pensioner household.”
