Context: Censorship of ideas was a familiar spectre in the last century, with state-approved news outlets ruling the press, airwaves and copying machines in the USSR, Romania, Cuba, China, Iraq and elsewhere. Historically, a more successful strategy has been to confront free speech with free speech — and the internet allows this in a natural way. Context: Men are born free, that since they begin with no government, they must therefore institute government by voluntary agreement, and thus government must be their agent, not their superior. Since volition is a function of the individual, the individual has the precedent right. Then even if it was presumed that government did equate roughly with the moral shorcomings of humanity, it should still be limited and subsidiary. If everyone were invariably honest, able, wise, and kind, there should be no occasion for government. Everyone would readily understand what is desirable and what is possible in given circumstances, all would concur upon the best means toward their purpose and for equitable participation in the ensuing benefits, and would act without compulsion or default. The maximum production was certainly obtained from such voluntary action arising from personal initiative. But since human beings will sometimes lie, shirk, break promises, fail to improve their faculties, act imprudently, seize by violence the goods of others, and even kill one another in anger or greed, the government might be defined as the police organization. In that case, it must be described as a necessary evil. It would have no existence as a separate entity, and no intrinsic authority; it could not be justly empowered to act excepting as individuals infringed one another's rights, when it should enforce prescribed penalties. Generally, it would stand in the relation of a witness to contract, holding a forfeit for the parties. As such, the least practicable measure of government must be the best. Anything beyond the minimum must be oppression.

But man does not arrive immediately at that highest inner elevation and, if it were demanded from him at once, he would never arrive there. At first he needs lower supports and stages of ascent; he asks for some scaffolding of dogma, worship, image, sign, form, symbol, some indulgence and permission of mixed half-natural motive on which he can stand while he builds up in him the temple of the spirit. Only when the temple is completed, can the supports be removed, the scaffolding disappear. Context: The universe according to Bohm actually has two faces, or more precisely, two orders. One is the explicate order, corresponding to the physical world as we know it in day-to-day reality, the other a deeper, more fundamental order which Bohm calls the implicate order. The implicate order is the vast holomovement. We see only the surface of this movement as it presents or "explicates" itself from moment to moment in time and space. What we see in the world — the explicate order — is no more than the surface of the implicate order as it unfolds. Time and space are themselves the modes or forms of the unfolding process. They are like the screen on the video game. The displays on the screen may seem to interact directly with each other but, in fact, their interaction merely reflects what the game computer is doing. The rules which govern the operation of the computer are, of course, different from those that govern the behavior of the figures displayed on the screen. Moreover, like the implicate order of Bohm's model, the computer might be capable of many operations that in no way apparent upon examination of the game itself as it progresses on the screen.

Context: There are certain sad appreciations we have to come to about human nature on the basis of these recent wars. One of them is that suffering does not always make men better. Another is that people are not always more reasonable than governments; that public opinion, or what passes for public opinion, is not invariably a moderating force in the jungle of politics. It may be true, and I suspect it is, that the mass of people everywhere are normally peace-loving and would accept many restraints and sacrifices in preference to the monstrous calamities of war. But I also suspect that what purports to be public opinion in most countries that consider themselves to have popular government is often not really the consensus of the feelings of the mass of the people at all, but rather the expression of the interests of special highly vocal minorities — politicians, commentators, and publicity-seekers of all sorts: people who live by their ability to draw attention to themselves and die, like fish out of water, if they are compelled to remain silent. These people take refuge in the pat and chauvinistic slogans because they are incapable of understanding any others, because these slogans are safer from the standpoint of short-term gain, because the truth is sometimes a poor competitor in the market place of ideas — complicated, unsatisfying, full of dilemma, always vulnerable to misinterpretation and abuse. The counsels of impatience and hatred can always be supported by the crudest and cheapest symbols; for the counsels of moderation, the reasons are often intricate, rather than emotional, and difficult to explain. And so the chauvinists of all times and places go their appointed way: plucking the easy fruits, reaping the little triumphs of the day at the expense of someone else tomorrow, deluging in noise and filth anyone who gets in their way, dancing their reckless dance on the prospects for human progress, drawing the shadow of a great doubt over the validity of democratic institutions. And until people learn to spot the fanning of mass emotions and the sowing of bitterness, suspicion, and intolerance as crimes in themselves — as perhaps the greatest disservice that can be done to the cause of popular government — this sort of thing will continue to occur.

The Liberals' Mistake (1987)
Context: Liberals placed an unreasonable amount of faith in large institutions: unions, foundations, big government, large corporations, and universities. These institutions are based on principles that are antithetical to democracy. They are not democratic, they are hierarchical: Someone is at the top and everybody else is at the bottom. Their policies are not made democratically, they are made at the top. These institutions are also not egalitarian. They operate by administrative discretion and authority, not the rule of law: There is no legislature, no group lawmaking body.
The individual in the large organization does not have the kind of constitutional rights that an individual in the society at large has. There are no protections of autonomy and free speech. Employees can be fired for many reasons. We need to constitutionalize large organizations to protect the people within them, to ensure that they can be politically outspoken.

Now things have changed a little bit, now it's Nicaragua that's threatening Mexico as a Russian proxy... But again there's the same conclusion, you know, kill the spics and the niggers and so on. That follows no matter who's the proxy for who. And all of this is repeated at every moment of history with great seriousness and awe and so on as if it had some meaning, as if it wasn't just some black comedy.

Chapter 391 is not about choice. In Chapter 391, the State mandates patriotic actions and displays. Our government should not dictate actions. The United States of America exists because people wanted to be free to choose. All of us should have free choice when it comes to patriotic displays... a government wisely acting within its bounds will earn loyalty and respect from its citizens. A government dare not demand the same.
There is much more to being a patriot and a citizen than reciting the pledge or raising a flag. Patriots serve. Patriots vote. Patriots attend meetings in their community. Patriots pay attention to the actions of government and speak out when needed. Patriots teach their children about our history, our precious democracy and about citizenship. Being an active, engaged citizen means being a patriotic American every day. No law will make a citizen a patriot.

Ignoring the satirical elements of Shaw's rhetoric, and that he is presenting many arguments of sometimes questionable sincerity for the "humane" execution of criminals, the last sentence here has sometimes been misquoted as if it as part of an argument for exterminations for the sake of eugenics, by preceding it with a selected portion of a statement later in the essay: "If we desire a certain type of civilization, we must exterminate the sort of people who do not fit into it … Extermination must be put on a scientific basis if it is ever to be carried out humanely and apologetically as well as thoroughly".

Where a limited number of old families of established wealth and hereditary political importance conducts the government, it will display in seasons of danger an incomparable tenacity of purpose and power of heroic self-sacrifice, just as in seasons of tranquility it will be short-sighted, selfish, and negligent; the germs of both results are essentially involved in its hereditary and collegiate character. The morbid matter had been long in existence, but it needed the sun of prosperity to develop it. There was a profound meaning in the question of Cato, "What was to become of Rome, when she should no longer have any state to fear?" that point had now been reached. Every neighbor whom she might have feared was politically annihilated; and of the men, who had been reared under the older order of things in the severe school of the Hannibalic War, and whose words still sounded as echoes of that mighty epoch so long as they survived, death called on after another away, till at length the voice of the last of them, the Veteran Cato, ceased to be heard in the Senate-house and in the Forum. A younger generation came to the helm, and their policy was a sorry answer to that of the question of the veteran patriot. We have already spoken the shape which the government of the subjects and external policy of rome assumed in their hands. In internal affairs they were, if possible, still more disposed to let the ship drive before the wind: if we understand by internal government more than the transaction of current business, there was at this period no government in Rome at all. The single leading thought of the governing corporation was the maintenance and, if possible, the increase of their usurped privileges. It was not the state that had a title to get the right and the best man for its supreme magistracy; but every member of the coterie had an inborn title to the highest office of the state - a title not to be prejudiced by the unfair rivalry of his peers or by the encroachments of the excluded. Accordingly the clique proposed to itself as its most important political aim, the restriction of reelection to the consulship and the exclusion of "new men;" and in fact succeeded in obtaining the legal prohibition of the former about (165) and contented itself with a government of aristocratic nobodies. Even the inaction of the government in its outward relations was doubtless connected with this policy of the nobility, exclusive towards commoners, and distrustful towards the individual members of their own order. By no surer means could they keep commoners, whose deeds were their patent of nobility, aloof from the pure circles of the aristocracy than by giving no opportunity to any one to perform deeds at all...

The everywhere-relative velocities and momentums of interactions, of energetic phenomena of universe, are central to the preoccupations and realizations of the comprehensive designer. The concept of relativity involves high frequency of re-established awareness, and progressively integrating consideration of the respective, and also integrated dynamic complexities of the moving and transforming frame of reference and of the integrated dynamic complexities of the observed, as well as of the series of integrated sub-dynamic complexities, in respect to each of the major categories of the relatively moving frames of reference, of the observer and the observed. It also involves constant reference of all the reciprocating sub-sets to the comprehensive totality of non-simultaneous universe, from which naught may be lost.

Context: The Constitution applies to persons, not just citizens. If you read the Constitution, its protections are not limited to Americans. And that was written intentionally, because at the time it was written, they didn't know what Native Americans would be. When the post civil war amendments were added, they didn't know how blacks would be considered, because they had a decision of the Supreme Court called Dred Scott, that said blacks are not persons. So in order to make sure the Constitution protected every human being: American, alien; citizen, non-citizen; lawful combatant, enemy combatant; innocent, guilty; those who wish us well, those who wish us ill... they use the broadest possible language, to make it clear: Wherever the government goes, the Constitution goes, and wherever the Constitution goes, the protections that it guarantees restrain the government and requires it to protect those rights.
