It is true that no other nation put it forward so crudely or tried to enforce it so barbarously as the Portuguese in the first quarter of the sixteenth century, but the principle that the doctrines of international law did not apply outside Europe, that what would be barbarism in London or Paris is civilized conduct in Peking (e. g. the burning of the Summer Palace) and that European nations had no moral obligations in dealing with Asian peoples (as for example when Britain insisted on the opium trade against the laws of China, though opium smoking was prohibited by law in England itself) was pact of the accepted creed of Europe’s relations with Asia. So late as 1870 the President of the Hong Kong Chamber of Commerce declared: ‘China can in no sense be considered a country entitled to all the same rights and privileges as civilized nations which are bound by international law.’ Till the end of European domination the fact that rights existed for Asians against Europeans was conceded only with considerable mental reservation. In countries under direct British occupation, like India, Burma and Ceylon, there were equal rights established by law, but that as against Europeans the law was not enforced very rigorously was known and recognized. In China, under extra‑territorial jurisdiction, Europeans were protected against the operation of Chinese laws. In fact, except in Japan this doctrine of different rights persisted to the very end and was a prime cause of Europe’s ultimate failure in Asia.”

This œconomy has effect not only on the revenues of proprietors, but also on the profits of all the members of laborious classes. It is even generally true, that, though the proprietors have more overplus, they spare less; for, having more treasure, they have more desires, and more passions; they think themselves better ensured of their fortune; and are more desirous of enjoying it contentedly, than to augment it; luxury is their pursuit. Ever since ASCE began issuing its “National Infrastructure Report Card” in 1998, the nation has gotten a dismal grade of D or D+. In the meantime, the estimated cost of fixing its infrastructure has gone up from $1.3 trillion to $4.6 trillion.
While American politicians debate endlessly over how to finance the needed fixes and which ones to implement, the Chinese have managed to fund massive infrastructure projects all across their country, including 12,000 miles of high-speed rail built just in the last decade...
A key difference between China and the US is that the Chinese government owns the majority of its banks... The US government could do that too, without raising taxes, slashing services, cutting pensions, or privatizing industries.... The federal government could set up a bank on a similar model. It has massive revenues, which it could leverage into credit for its own purposes. Since financing is typically about 50 percent of the cost of infrastructure, the government could cut infrastructure costs in half by borrowing from its own bank. Public-private partnerships are a good deal for investors but a bad deal for the public. The federal government can generate its own credit without private financial middlemen. That is how China does it, and we can to.
