What I Didn't Find in Africa (2003)
Context: I was convinced before the war that the threat of weapons of mass destruction in the hands of Saddam Hussein required a vigorous and sustained international response to disarm him. Iraq possessed and had used chemical weapons; it had an active biological weapons program and quite possibly a nuclear research program — all of which were in violation of United Nations resolutions. Having encountered Mr. Hussein and his thugs in the run-up to the Persian Gulf war of 1991, I was only too aware of the dangers he posed.
But were these dangers the same ones the administration told us about? We have to find out. America's foreign policy depends on the sanctity of its information. For this reason, questioning the selective use of intelligence to justify the war in Iraq is neither idle sniping nor "revisionist history," as Mr. Bush has suggested. The act of war is the last option of a democracy, taken when there is a grave threat to our national security. More than 200 American soldiers have lost their lives in Iraq already. We have a duty to ensure that their sacrifice came for the right reasons.

Context: In 1989, during the heat and height of the Satanic Verses controversy, I was silly enough to accept appearing on a program called Hypotheticals which posed imaginary scenarios by a well-versed (what if…?) barrister, Geoffrey Robertson QC. I foolishly made light of certain provocative questions. When asked what I’d do if Salman Rushdie entered a restaurant in which I was eating, I said, “I would probably call up Ayatollah Khomeini”; and, rather than go to a demonstration to burn an effigy of the author, I jokingly said I would have preferred that it'd be the “real thing”.
Criticize me for my bad taste, in hindsight, I agree. But these comments were part of a well-known British national trait; a touch of dry humor on my part. Just watch British comedy programs like "Have I Got News For You" or “Extras”, they are full of occasionally grotesque and sardonic jokes if you want them! … Certainly I regret giving those sorts of responses now. However, it must be noted that the final edit of the program was made to look extremely serious; hardly any laughs were left in and much common sense was savagely cut out. Most of the Muslim participants in the program wrote in and complained about the narrow and selective use of their comments, surreptitiously selected out of the 3-hour long recording of the debate. But the edit was not in our hands. Balanced arguments were cut out and the most sensational quotes, preserved.

Context: I want to talk about our common responsibilities in the face of a common danger. Context: The world has changed greatly since I left the White House. Now there is only one superpower, with unprecedented military and economic strength. The coming budget for American armaments will be greater than those of the next fifteen nations combined, and there are troops from the United States in many countries throughout the world. Great American power and responsibility are not unprecedented, and have been used with restraint and great benefit in the past. Context: A recruit arriving in a new unit feels lonely, homesick, and insecure. Someone has to welcome him when he arrives and make him understand that he is truly wanted. That responsibility is shared by every officer in the channel of command, beginning with the division commander. I made it a point to try to meet every new soldier joining the Division, usually assembling them in small groups for a handshake and an informal talk. A standard question for a new man was why he had volunteered for parachuting and whether he enjoyed it. Context: It was not clear how many of them were killed by the (Lankan) army or whether the LTTE had moved the people to the war zones which led to the death of some of them. We may not have the full expertise to identify the exact factors that led to those casualties. So international participation is welcome for determining such causes. But the right to make the final judgment who was responsible for the deaths and on the nature of punishment should rest with the judicial system of Sri Lanka. The judicial system in Sri Lanka was in shambles earlier, but now it is returning to normal. The sovereignty of each country must be respected in such issues.
Transhumanism (1957)
Context: The new understanding of the universe has come about through the new knowledge amassed in the last hundred years — by psychologists, biologists, and other scientists, by archaeologists, anthropologists, and historians. It has defined man's responsibility and destiny — to be an agent for the rest of the world in the job of realizing its inherent potentialities as fully as possible.

Context: The first thing is serenity. The agitation has to end. The itchy irritability, the restlessness, the wanting. So do the lows, the self-loathing, wretched, heavy-hearted, lead-gutted, teary-eyed, dry-mouthed misery. The pain. So do the highs. The wide-eyed, bilious highs, the cheek-chewing, trouble-brewing highs, the never-stopping-till-I-touch-the-sky highs, the up-at-dawn hitting-the-pipe highs, chasing, defacing, heart-racing highs, gagging, shagging, blagging highs. All the things we do to change the way we feel, the way the world looks and tastes: It’s all got to go. So courage is necessary. Courage to change yourself, the one thing you can change. Your attitude and actions. Neither the serenity nor the courage are available to you on your own; if they were, you would’ve found them by now—you’ve been pretty fastidious in your research. God, however you conceptualize him, will have to grant them to you. And whatever you conceptualize God as, with your human mind, your individual brain, made up of instinctive responses, training, and memories, however you conceptualize a power that’s beyond you and the decisions you’ve made so far, your conception will be extremely limited. Likely as limited as my cat’s conception of the Internet. The invisible network of interconnected portals that communicate data are beyond my cat’s comprehension. My cat’s inability to comprehend does not impede the Internet. The World Wide Web (which is incidentally quicker to say than “double-you, double-you, double-you-dot”) will continue to exist, regardless of my cat’s awareness. Pray, then, for wisdom, wisdom to know the difference between things we can change and things we can’t. Likely this will be a lifetime’s work, undertaken one day at a time. Which, for humans, is the way time happens. I don’t have to live the 25th of May 2022 yet. I might never have to. I only have to live in this moment. That’s why meditation comes in handy, and practicing it as a community has benefits too. How are we to achieve real change, conditions in which practices that lead to a different type of consciousness can plausibly be pursued?

Context: It dawned on me then that Nick was proud of himself. Proud of what we had done. It may have been an unfamiliar feeling for him: that peculiarly delicious pride that comes from having taken a terrible risk to do something truly admirable. Ur-Fascism (1995)
Context: Ur-Fascism is based upon a selective populism, a qualitative populism, one might say. In a democracy, the citizens have individual rights, but the citizens in their entirety have a political impact only from a quantitative point of view—one follows the decisions of the majority. For Ur-Fascism, however, individuals as individuals have no rights, and the People is conceived as a quality, a monolithic entity expressing the Common Will. Since no large quantity of human beings can have a common will, the Leader pretends to be their interpreter. Having lost their power of delegation, citizens do not act; they are only called on to play the role of the People. Thus the People is only a theatrical fiction. To have a good instance of qualitative populism we no longer need the Piazza Venezia in Rome or the Nuremberg Stadium. There is in our future a TV or Internet populism, in which the emotional response of a selected group of citizens can be presented and accepted as the Voice of the People.

Context: Reagan's story of freedom superficially alludes to the Founding Fathers, but its substance comes from the Gilded Age, devised by apologists for the robber barons. It is posed abstractly as the freedom of the individual from government control — a Jeffersonian ideal at the roots of our Bill of Rights, to be sure. But what it meant in politics a century later, and still means today, is the freedom to accumulate wealth without social or democratic responsibilities and license to buy the political system right out from everyone else.

Context: The leaders and scholars of Jesus’ time had first enslaved themselves to the law. This not only enhanced their prestige in society, it also gave them a sense of security. Man fears the responsibility of being free. It is often easier to let others make the decisions or to rely upon the letter of the law. Some men want to be slaves. Context: Do you decide to observe? Or do you merely observe? Do you decide and say, "I am going to observe and learn"? For then there is the question: "Who is deciding?" Is it will that says, "I must"? And when it fails, it chastises itself further and says, "I must, must, must"; in that there is conflict; therefore the state of mind that has decided to observe is not observation at all. You are walking down the road, somebody passes you by, you observe and you may say to yourself, "How ugly he is; how he smells; I wish he would not do this or that". You are aware of your responses to that passer-by, you are aware that you are judging, condemning or justifying; you are observing. You do not say, "I must not judge, I must not justify". In being aware of your responses, there is no decision at all. You see somebody who insulted you yesterday. Immediately all your hackles are up, you become nervous or anxious, you begin to dislike; be aware of your dislike, be aware of all that, do not "decide" to be aware. Observe, and in that observation there is neither the "observer" nor the "observed" — there is only observation taking place. The "observer" exists only when you accumulate in the observation; when you say, "He is my friend because he has flattered me", or, "He is not my friend, because he has said something ugly about me, or something true which I do not like." That is accumulation through observation and that accumulation is the observer. When you observe without accumulation, then there is no judgement.

Context: No one ever seriously affirmed the literal freedom of will. Absolute liberty is absence of restraint; responsibility is restraint; therefore the ideally free individual is responsible only to himself. They’re going to dislike you, not because of something that you’ve done to them, but because of various jealous reactions and other reactions that are so prevalent in human nature. Context: We must first rid ourselves of the illusion that penality is above all (if not exclusively) a means of reducing crime and that, in this role, according to the social forms, the political systems or beliefs, it may be severe or lenient, tend towards expiation of obtaining redress, towards the pursuit of individuals or the attribution of collective responsibility. Context: Most collisions out on the fields are needless. Keep your ears open while you're concentrating on running toward the ball and stick to the tested formula, boys. When you shout "I'll take it!" or "I've got it!" shout it loudly and clearly. Give that signal the instant you feel the play belongs to you and not your team-mate. After that, the responsibility for the catch is yours. If you call for it, you have the confidence to play the ball, knowing you are on your own and safe from injury. The collision hazard is eliminated almost entirely.

Context: The essence of our American tradition of State and local governments is the belief expressed by Thomas Jefferson that Government is best which is closest to the people. Yet that belief is betrayed by those State and local officials who engage in denying the right of citizens to vote. Habits of expression ensuing from mannerism are, as a fact, remote from the central function of satire. In its essence the purpose of satire — whether verse or prose — is aggression. Teaching as a Subversive Activity (1969)
Context: A variation of the "photographic" effect of language consists of how blurred the photograph is. "Blurring" occurs as a result of general class names, rendering distinctions among members of the class less visible. One of the most common manifestations of the lack of this kind of semantic awareness can be found in what is called "prejudice": a response to an individual is predetermined because the name of the class in which the person is included is prejudiced negatively. The most obvious and ordinary remark made in cases of this kind, "They are all alike," makes the point clear.

Teaching as a Subversive Activity (1969)
Context: We can justify the list we will submit on several grounds. First, many of these questions have literally been asked by children and adolescents when they are permitted to respond freely to the challenge of "What's Worth Knowing?" Second, some of these questions are based on careful listening to students, even though they were not at the time asking questions. Very often children make declarative statements about things when they really mean only to elicit an informative response. In some cases, they do this because they have learned from adults that it is "better" to pretend that you know than to admit that you don't. (An old aphorism describing this process goes: Children enter school as question marks and leave as periods.) In other cases they do this because they do not know how to ask certain kinds of questions. In any event, a simple translation of their declarative utterances will sometimes produce a great variety of deeply felt questions.

Context: The help and the leadership of South Africa or of the United States cannot be accepted if we, within our own country or in our relationships with others, deny individual integrity, human dignity, and the common humanity of man. Context: If we were to take out all the leaders tomorrow, and put them up against a wall and shoot them — and it’s a lovely thought, so let me just dwell on that for a moment before I dismiss it — but if we were to do that, society would probably collapse, because the majority of people have had thousands of years of being conditioned to depend upon leadership from a source outside themselves. That has become a crutch to an awful lot of people, and if you were to simply kick it away, then those people would simply fall over and take society with them. In order for any workable and realistic state of anarchy to be achieved, you will obviously have to educate people — and educate them massively — towards a state where they could actually take responsibility for their own actions and simultaneously be aware that they are acting in a wider group: that they must allow other people within that group to take responsibility for their own actions. Context: One of the basic causes for all the trouble in the world today is that people talk too much and think too little. They act too impulsively without thinking. I am not advocating in the slightest that we become mutes with our voices stilled because of fear of criticism of what we might say. That is moral cowardice. Context: There is a limitation, in other words, upon the power of the United States to bring about solutions. I think our people get awfully impatient and maybe fatigued and tired, and saying "We have been carrying this burden for 17 years; can we lay it down?" We can't lay it down, and I don't see how we are going to lay it down in this century. So that I would say that the problems are more difficult than I had imagined them to be. The responsibilities placed on the United States are greater than I imagined them to be, and there are greater limitations upon our ability to bring about a favorable result than I had imagined them to be. And I think that is probably true of anyone who becomes President, because there is such a difference between those who advise or speak or legislate, and between the man who must select from the various alternatives proposed and say that this shall be the policy of the United States. It is much easier to make the speeches than it is to finally make the judgments, because unfortunately your advisers are frequently divided. Context: I was responsible only for Joe Jackson. I positively can't say that I recall anything out of the way in the Series. I mean, anything that might have turned the tide. There was just one thing that doesn't seem quite right, now that I think back over it. Cicotte seemed to let up on a pitch to Pat Duncan, and Pat hit it over my head. Duncan didn't have enough power to hit the ball that far, particularly if Cicotte had been bearing down. Williams was a great control pitcher and they made a lot of fuss over him walking a few men. Swede Risberg missed the bag on a double-play ball at second and they made a lot out of that. But those are things that might happen to anybody. You just can't say out and out that that was shady baseball.

Context: The unchanging principles of life predate modern times. I worship Jesus Christ, whom we Christians consider to be the Prince of Peace. As a Jew, he taught us to cross religious boundaries, in service and in love. He repeatedly reached out and embraced Roman conquerors, other Gentiles, and even the more despised Samaritans.
Despite theological differences, all great religions share common commitments that define our ideal secular relationships. I am convinced that Christians, Muslims, Buddhists, Hindus, Jews, and others can embrace each other in a common effort to alleviate human suffering and to espouse peace.
But the present era is a challenging and disturbing time for those whose lives are shaped by religious faith based on kindness toward each other. We have been reminded that cruel and inhuman acts can be derived from distorted theological beliefs, as suicide bombers take the lives of innocent human beings, draped falsely in the cloak of God's will. With horrible brutality, neighbors have massacred neighbors in Europe, Asia, and Africa.
In order for us human beings to commit ourselves personally to the inhumanity of war, we find it necessary first to dehumanize our opponents, which is in itself a violation of the beliefs of all religions. Once we characterize our adversaries as beyond the scope of God's mercy and grace, their lives lose all value. We deny personal responsibility when we plant landmines and, days or years later, a stranger to us — often a child – is crippled or killed. From a great distance, we launch bombs or missiles with almost total impunity, and never want to know the number or identity of the victims.

Context: The Germany of today is a National Socialist State. The ideology that dominates us is in diametrical contradiction to that of Soviet Russia. National Socialism is a doctrine that has reference exclusively to the German people. Bolshevism lays stress on international mission. We National Socialists believe a man can, in the long run, be happy only among his own people. We are convinced the happiness and achievements of Europe are indissolubly tied up with the continuation of the system of independent and free national States. Bolshevism preaches the establishment of a world empire and recognizes only section of a central international. We National Socialists grant each people the right to its own inner life according to its needs and its own nature. Bolshevism, on the other hand, establishes doctrinal theories that are to be accepted by all peoples, regardless of their particular essence, their special nature, traditions, etc. National Socialism speaks up for the solution of social problems, issues and tensions in their own nation, with methods that are consistent with our common human, spiritual, cultural and economic beliefs, traditions and conditions. Bolshevism preaches the international class struggle, the international world revolution with the weapons of the terror and the violence. National Socialism fights for the reconciliation and consequent adjustment of the differences in life and the union of all for common benefits. Bolshevism teaches the overcoming of an alleged class rule by the dictatorship of the power of a different class. National Socialism does not attach importance to a only theoretical rule of the working class, but especially on the practical improvement of their living conditions and standard of living. Bolshevism fights for a theory and, for it, sacrifices millions of people, immense values of traditional culture and traditions, and achieves, compared with us, only a very low standard of living for all. We National Socialists see in private property a higher level of human economic development that according to the differences in performance controls the management of what has been accomplished enabling and guaranteeing the advantage of a higher standard of living for everyone. Bolshevism destroys not only private property but also private initiative and the readiness to shoulder responsibility. It has not been able to save millions of human beings from starvation in Russia, the greatest Agrarian State in the world. Context: Adminstrators are another curious consequence of a bureaucracy which has forgotten its reason for being. In schools, adminstrators commonly become myopic as a result of confronting all of the problems the "requirements" generate. Thus they cannot see (or hear) the constituents the system ostensibly exists to serve — the students. The idea that the school should consist of procedures specifically intended to help learners learn strikes many administrators as absurd — and "impractical." …Eichmann, after all, was "just an adminstrator." He was merely "enforcing requirements." The idea of "full time administrators" is palpably a bad one — especially in schools — and we say to hell with it. Most of the "administration" of the school should be a student responsibility. If schools functioned according to the democratic ideals they pay verbal allegience to, the students would long since have played a major role in developing policies and procedures guiding its operation. One of the insidious facts about totalitarianism is its seeming "efficiency." …Democracy — with all of its inefficiency — is still the best system we have so far for enhancing the prospects of our mutual survival. The schools should begin to act as if this were so.

Context: These are the playmate years, and they are demonstrably fraudulent. The scene is reputed to be acrawl with adorably amoral bunnies to whom sex is a pleasant social favor. The new culture. And they are indeed present and available, in exhausting quantity, but there is a curious tastelessness about them. A woman who does not guard and treasure herself cannot be of much value to anyone else. They become a pretty little convenience, like a guest towel. Context: We have framed... some questions which in our judgement, are responsive to the actual and immediate as against the fancied and future needs of learners in the world as it is (not as it was). … There seemed to be little doubt that, from the point of view of the students, these questions made much more sense than the ones they usually have to memorize the right answers to in school. Contrary to conventional school practice, what that means is that we want to elicit from the students the meanings that they have already stored up so that they may subject these meanings to a testing and verifying, reordering and reclassifying, modifying and extending process. In this process the student is not a passive "recipient"; he becomes an active producer of knowledge. The word "educate" is closely related to the word "educe." In the oldest pedagogic sense of the term, this meant a drawing out of a person something potential or latent. We can after all, learn only in relation to what we already know. Again, contrary to common misconceptions, this means that, if we don't know very much, our capability for learning is not very great. This idea — virtually by itself — requires a major revision in most of the metaphors that shape school policies and procedures.

Context: The transition from tenseness, self-responsibility, and worry, to equanimity, receptivity, and peace, is the most wonderful of all those shiftings of inner equilibrium, those changes of personal centre of energy, which I have analyzed so often; and the chief wonder of it is that it so often comes about, not by doing, but by simply relaxing and throwing the burden down. This abandonment of self-responsibility seems to be the fundamental act in specifically religious, as distinguished from moral practice. It antedates theologies and is independent of philosophies. Mind-cure, theosophy, stoicism, ordinary neurological hygiene, insist on it as emphatically as Christianity does, and it is capable of entering into closest marriage with every speculative creed. Christians who have it strongly live in what is called 'recollection,' and are never anxious about the future, nor worry over the outcome of the day. Of Saint Catharine of Genoa it is said that 'she took cognizance of things, only as they were presented to her in succession, moment by moment.' To her holy soul, 'the divine moment was the present moment,... and when the present moment was estimated in itself and in its relations, and when the duty that was involved in it was accomplished, it was permitted to pass away as if it had never been, and to give way to the facts and duties of the moment which came after.' Hinduism, mind-cure, and theosophy all lay great emphasis upon this concentration of the consciousness upon the moment at hand.

Context: I do not claim to have a magic answer. But I believe there are some basic principles of existence, propounded by thinkers through the ages, which can guide us toward the goal of finding a purpose in life.
Among these principles of existence, responsibility is the one which forces man to become involved. Acceptance of responsibility means that the individual takes upon himself an obligation. Responsibility is broad and continuous. None of us are ever free of it, even if our work is unsuccessful.
Responsibility implies a commitment to self which many are not willing to make; they are strongly attracted to accepting a course of action or direction for their lives imposed by an external source. Such a relationship absolves the individual from the personal decision-making process. He wraps himself in the security blanket of inevitability or dogma, and need not invest the enormous amounts of time, effort and, above all, the thought required to make creative decisions and meaningfully participate in the governance of his life.
Responsibility also implies a commitment to others, or as Confucius taught, each of us is meant to rescue the world. It is the business of little minds to shrink from this task or to go about it without enthusiasm. Neither art, nor science, nor any of the great works of humanity would ever come into being without enthusiasm.
The sense of responsibility for doing a job right seems to be declining. In fact, the phrase "I am not responsible" has become a standard response in our society to complaints on a job poorly done. This response is a semantic error. Generally what person means is: "I cannot be held legally liable." Yet, from a moral or ethical point of view, the person who disclaims responsibility is correct: by taking this way out he is truly not responsible; he is irresponsible.

Context: These men saw no evil, spoke none, and none was uttered in their presence. This claim might sound very plausible if made by one defendant. But when we put all their stories together, the impression which emerges of the Third Reich, which was to last a thousand years, is ludicrous. If we combine only the stories of the front bench, this is the ridiculous composite picture of Hitler's Government that emerges. It was composed of:
A No. 2 man who knew nothing of the excesses of the Gestapo which he created, and never suspected the Jewish extermination programme although he was the signer of over a score of decrees which instituted the persecution of that race;
A No. 3 man who was merely an innocent middleman transmitting Hitler's orders without even reading them, like a postman or delivery boy;
A Foreign Minister who knew little of foreign affairs and nothing of foreign policy;

… This may seem like a fantastic exaggeration, but this is what you would actually be obliged to conclude if you were to acquit these defendants.
They do protest too much. They deny knowing what was common knowledge. They deny knowing plans and programmes that were as public as Mein Kampf and the Party programme. They deny even knowing the contents of documents which they received and acted upon. … The defendants have been unanimous, when pressed, in shifting the blame on other men, sometimes on one and sometimes on another. In crimes so reprehensible that degrees of guilt have lost their significance they may have played the most evil parts. But their guilt cannot exculpate the defendants. Hitler did not carry all responsibility to the grave with him. All the guilt is not wrapped in Himmler's shroud. So no one can deny it. 1963, Limited Nuclear Test Ban Treaty speech
Context: During the next several years, in addition to the four current nuclear powers, a small but significant number of nations will have the intellectual, physical, and financial resources to produce both nuclear weapons and the means of delivering them. In time, it is estimated, many other nations will have either this capacity or other ways of obtaining nuclear warheads, even as missiles can be commercially purchased today. I ask you to stop and think for a moment what it would mean to have nuclear weapons in so many hands, in the hands of countries large and small, stable and unstable, responsible and irresponsible, scattered throughout the world. There would be no rest for anyone then, no stability, no real security, and no chance of effective disarmament. Context: In terms of almost everything, things are getting more vaporous, more fluid. National boundaries are being eroded by technology and economics. Most of us work for companies that, if you trace it back, exist within another country. You are paid in an abstract swarm of bytes. Consequently, the line on a map means less and less. The territorial imperatives that until very recently have been the main reason for war start to make way. As the physical and material world gives way to this infosphere, these things become less and less important. The nationalists then go into a kind of death spasm, where they realise where the map is evaporating, and there is only response to that is to dig their hooves in. To stick with nationalism at its most primitive, brutal form. The same thing happens with religion, and that is the reasons behind the Fundamentalist Christians. If you look at the power of the Church, starting from the end of the Dark Ages up until the end of the Nineteenth century, you can see a solid power base there with a guaranteed influence over the development of society. If you look at this century, it is a third division team facing relegation. Fundamentalism in religion is the same as the political fundamentalism represented by various nationalist groups, or in science.
