Context: Things there are in the world which have never loved Men, which have been in the world far longer than humankind, so that once when Men were newer on the earth and the woods were greater, there had been places a Man might walk where he might feel the age of the world on his shoulders. Forests grew in which the stillness was so great he could hear stirrings of a life no part of his own. There were brooks from which the magic had not gone, mountains which sang with voices, and sometimes a wind touched the back of his neck and lifted the hairs with the shiver of a presence at which a Man must never turn and stare.
But the noise of Men grew more and more insistent. Their trespasses became more bold. Death had come with them, and the knowledge of good and evil, and this was a power they had, both to be virtuous and to be blind.

Context: If the average man had had his way there would probably never have been any state. Even today he resents it, classes death with taxes, and yearns for that government which governs least. If he asks for many laws it is only because he is sure that his neighbor needs them; privately he is an unphilosophical anarchist, and thinks laws in his own case superfluous. In the simplest societies there is hardly any government. Primitive hunters tend to accept regulation only when they join the hunting pack and prepare for action. The Bushmen usually live in solitary families; the Pygmies of Africa and the simplest natives of Australia admit only temporarily of political organization, and then scatter away to their family groups; the Tasmanians had no chiefs, no laws, no regular government; the Veddahs of Ceylon formed small circles according to family relationship, but had no government; the Kubus of Sumatra "live without men in authority" every family governing itself; the Fuegians are seldom more than twelve together; the Tungus associate sparingly in groups of ten tents or so; the Australian "horde" is seldom larger than sixty souls. In such cases association and cooperation are for special purposes, like hunting; they do not rise to any permanent political order.

The Almost Perfect State (1921)
Context: We have always been compelled, and we shall be compelled for many years to come, to be prudent, cautious, staid, sober, conservative, industrious, respectful of established institutions, a model citizen. We have not liked it, but we have been unable to escape it. Our mind, our logical faculties, our observation, inform us that the conservatives have the right side of the argument in all human affairs. But the people whom we really prefer as associates, though we do not approve their ideas, are the rebels, the radicals, the wastrels, the vicious, the poets, the Bolshevists, the idealists, the nuts, the Lucifers, the agreeable good-for-nothings, the sentimentalists, the prophets, the freaks. We have never dared to know any of them, far less become intimate with them.
