Helmuth Karl Bernhard von Moltke gróf, az „idősebb Moltke” porosz királyi tábornagy, 1858–1871 között a porosz királyi haderő vezérkari főnöke, majd 1888-ig a német császári nagyvezérkar főnöke. Kiváló katonai stratéga volt. A porosz haderő az ő hadvezéri irányításával vívta ki háborús győzelmeit az 1864-es porosz–osztrák–dán háborúban, az 1866-os porosz–osztrák háborúban és az 1870–71-es porosz–francia háborúban. In this sense one should understand Napoleon's saying: "I have never had a plan of operations."
Therefore no plan of operations extends with any certainty beyond the first contact with the main hostile force.
