Misattributed to Samuel Adams as early as 1990. Also misattributed to John Adams. Actually originates with Diane Ackerman, who, in an article on Samuel Adams, "The Man Who Made a Revolution", published in the September 6, 1987 issue of the widely circulated Sunday newspaper supplement Parade, wrote: "Early on, he realized that revolutions don't require a majority to prevail, but rather an irate, tireless minority keen to set brushfires in people's minds."
