Disraeli was advocating combination among agricultural labourers years before the agricultural labourer had the vote, and when he first began to preach the necessity of sanitation in the crowded centres of this country, the Liberal party called it a "policy of sewage." We stand on three basic principles, as we have done for two generations past—the maintenance of the institutions of our country, the preservation and the development of our Empire, and the improvement of the conditions of our own people; and we adapt those principles to the changing needs of each generation.
