Jego rząd, jego władcy, jego urzędnicy zawsze byli ponad powszechnym prawem moralnym. „Dokumenty Pentagonu” to tylko jeden z ostatnich przykładów na to, jak powszechnie szanowani ludzie potrafią publicznie kłamać w żywe oczy. Takich przykładów historia dostarcza bez liku. Dlaczego? Powodem jest „racja stanu”. Służba dla państwa usprawiedliwia wszystkie postępki, które są uważane za niemoralne lub niezgodne z prawem wówczas, gdy dopuszcza się ich „prywatna” osoba. Od wieków brało ludzi w niewolę, wcielając ich do sił zbrojnych i nazywając ten proceder „poborem” do zaszczytnej „służby dla kraju”. Od wieków dokonywało rabunku pod groźbą użycia broni, nazywając to „ściąganiem podatków.””
