This has commonly been quoted as "I have sworn upon the altar of God Eternal, hostility against every form of tyranny over the mind of man", "I have sworn upon the altar of God eternal hostility against every form of tyranny over the mind of man", and "I have sworn upon the altar of God, eternal hostility against every form of tyranny over the mind of man." Neither capitalization of "god" and "eternal", nor a comma before or after "eternal" are apparent in the original. The first portion of this statement has also been widely paraphrased as "The clergy believe that any power confided in me will be exerted in opposition to their schemes, and they believe rightly".

Context: The returning good sense of our country threatens abortion to their hopes, & they believe that any portion of power confided to me, will be exerted in opposition to their schemes. And they believe rightly; for I have sworn upon the altar of god eternal hostility against every form of tyranny over the mind of man. But this is all they have to fear from me: and enough, too, in their opinion.

A Message to Garcia (1899)
Context: The point I wish to make is this: McKinley gave Rowan a letter to be delivered to Garcia; Rowan took the letter & did not ask, "Where is he at?" By the Eternal! there is a man whose form should be cast in deathless bronze and the statue placed in every college of the land. It is not book-learning young men need, nor instruction about this and that, but a stiffening of the vertebrae which will cause them to be loyal to a trust, to act promptly, concentrate their energies: do the thing — "Carry a message to Garcia!"
