Context: [It appears to me that] the Society of Education, that school of philosophers, were, with all their vaunted intellect and learning, fast returning to the system of a barbarous age, the system of a paternal government. Wherever was found what was called a paternal government was found a state education. It had been discovered that the best way to insure implicit obedience was to commence tyranny in the nursery. There was a country in which education formed the only qualification for office. That was, therefore, a country which might be considered as a normal school and pattern society for the intended scheme of education. That country was China. These paternal governments were rather to be found in the east than in the west, and if the hon. Member for Waterford asked [me] for the most perfect programme of public education, if he asked [me] to point out a system at once the most profound and the most comprehensive, [I] must give him the system of education which obtained in Persia. Leaving China and Persia and coming to Europe, [I] found a perfect system of national education in Austria, the China of Europe, and under the paternal government of Prussia. The truth was, that wherever everything was left to the government the subject became a machine.

“The government of the United States is not, in any sense, founded on the Christian religion.”
This statement was made by an official representative of the U.S. during Washington's presidency, but is actually a line from the English version of the Treaty of Tripoli ( Article 11 http://avalon.law.yale.edu/18th_century/bar1796t.asp#art11), which was signed at Tripoli on November 4, 1796, and at Algiers on January 3, 1797. It received ratification unanimously from the U.S. Senate on June 7, 1797 and was signed into law by John Adams. The wording of the treaty is by Joel Barlow, U.S. Consul, who had served as Washington's chaplain, and was also a good friend of Paine and Jefferson; Article 11 of it reads:
::As the government of the United States of America is not in any sense founded on the Christian Religion,—as it has in itself no character or enmity against the laws, religion or tranquility of Musselmen,—and as the said States never have entered into any war or act of hostility against any Mehomitan nation, it is declared by the parties that no pretext arising from religious opinions shall ever produce an interruption of the harmony existing between the two countries.

Context: I have always, from my earliest youth, rejoiced in the felicity of my fellow-men; and have ever considered it as the indispensable able duty of every member of society to promote, as far as in him lies, the prosperity of every individual, but more especially of the community to which he belongs; and also, as a faithful subject of the State, to use his utmost endeavors to detect, and having detected, strenuously to oppose every traitorous plot which its enemies may devise for its destruction. Security to the persons and properties of the governed is so obviously the design and end of civil government, that to attempt a logical proof of it would be like burning tapers at noonday, to assist the sun in enlightening the world; and it cannot be either virtuous or honorable to attempt to support a government of which this is not the great and principal basis; and it is to the last degree vicious and infamous to attempt to support a government which manifestly tends to render the persons and properties of the governed insecure. Some boast of being friends to government; I am a friend to righteous government, to a government founded upon the principles of reason and justice; but I glory in publicly avowing my eternal enmity to tyranny.
