Context: There is no question that Libya — and the world — would be better off with Qaddafi out of power. I, along with many other world leaders, have embraced that goal, and will actively pursue it through non-military means. But broadening our military mission to include regime change would be a mistake.
The task that I assigned our forces — to protect the Libyan people from immediate danger, and to establish a no-fly zone — carries with it a U. N. mandate and international support. It’s also what the Libyan opposition asked us to do. If we tried to overthrow Qaddafi by force, our coalition would splinter. We would likely have to put U. S. troops on the ground to accomplish that mission, or risk killing many civilians from the air. The dangers faced by our men and women in uniform would be far greater. So would the costs and our share of the responsibility for what comes next.

No matter how I look at this issue, I cannot escape being troubled by the fact that we have in place a policy that forces young men and women to lie about who they are in order to defend their fellow citizens.

Context: Since the Chernobyl accident, we have worked all over the globe to raise nuclear safety performance. And since the September 2001 terrorist attacks, we have worked with even greater intensity on nuclear security. On both fronts, we have built an international network of legal norms and performance standards. But our most tangible impact has been on the ground. Hundreds of missions, in every part of the world, with international experts making sure nuclear activities are safe and secure.
I am very proud of the 2,300 hard working men and women that make up the IAEA staff — the colleagues with whom I share this honour. Some of them are here with me today. We come from over 90 countries. We bring many different perspectives to our work. Our diversity is our strength.
We are limited in our authority. We have a very modest budget. And we have no armies.
But armed with the strength of our convictions, we will continue to speak truth to power. And we will continue to carry out our mandate with independence and objectivity.
