Inquiry committee reports are left to gather dust, while those who should be punished are pampered and patronised as vote-banks in India’s democratic setup. Therefore communal riots in India as a legacy of Muslim rule may continue to persist. If these could help in partitioning the country, they could still help in achieving many other goals.”
