Context: The Lord created us in His image and likeness, and we are the image of the Lord, and He does good and all of us have this commandment at heart: do good and do not do evil. All of us. Instead, this "closing off" that imagines that those outside, everyone, cannot do good is a wall that leads to war and also to what some people throughout history have conceived of: killing in the name of God. Context: The acceptance of the principle of international cooperation is of immense importance for all states. Even the states which are most tempted to believe that they can stand by themselves have very much to gain by such cooperation. And for the smaller states — the weaker states — it is vital to all their hopes of liberty and justice.
It is necessary, when we say all this, to remind ourselves that the difference between uncontrolled nationalism and international cooperation does not necessarily depend on the form of government prevailing in the different states. It depends on the spirit in which those governments operate. There have been autocracies which have shown themselves liberal and just, even to other countries. There have been democracies which have been inspired, apparently, by feelings of bitter hatred for all foreigners.
