Senator Fulbright zapisał się w historii m.in. jako wieloletni przewodniczący senackiej komisji spraw zagranicznych, oraz inspirator utworzenia Stypendium Fulbrighta , które od wielu lat zapewnia możliwość naukowcom, a także studentom z innych krajów pobyt na amerykańskich uczelniach, przyznawanego przez Fundację Fulbrighta.

Jako senator wsławił się też ostrą krytyką wojny wietnamskiej i aroganckiej polityki zagranicznej , gorącym poparciem dla idei stworzenia ONZ. W sprawach wewnętrznych zaliczał się do oponentów działalności Komisji ds. Działalności Antyamerykańskiej. Sprzeciwiał się też długi czas zniesieniu segregacji rasowej, zmieniając stanowisko w tej sprawie z początkiem lat 70. Wikipedia
