Studiował ekonomię na Narodowym Uniwersytecie Rwandyjskim. Obronił doktorat na Katolickim Uniwersytecie w Leuven i został wykładowcą w Rwandzie. W roku 2010 powołany na dyrektora ds. planowania w ministerstwie finansów, po roku awansował na starszego doradcę.
