Alfred-Maurice de Zayas, né le 31 mai 1947 à La Havane , est depuis 2012 l'expert indépendant des Nations unies pour la promotion d'un ordre international démocratique et équitable . Il est historien, avocat et écrivain américain, J.D. , Dr. Phil. en histoire moderne de l'université de Göttingen, qui a grandi à Chicago. Il est membre des barreaux de New York et de Floride, a travaillé notamment dans le cabinet de Cyrus Vance à New York. Il s'est rendu an Allemagne avec une bourse Fulbright, a enseigné dans la faculté de droit de l'université de Göttingen où il était chef d'une groupe de travail sur le droit humanitaire, ensuite à l'Institut Max Planck à Heidelberg où il était membre du comité de rédaction de l'Encyclopédie de droit international. Il fut haut fonctionnaire des Nations unies pendant 22 ans , secrétaire du Comité des droits de l'Homme, chef du département de requêtes au Bureau du haut-commissaire aux droits de l'homme à Genève.
