As a Republican, he served as a member of the Maryland House of Delegates for 18 years. In 2013, he was found guilty of misconduct resulting in a jail sentence and fine, and he was suspended from office. He resigned on February 1, 2013 and was succeeded by Laura Neuman, after a vote by the Anne Arundel County Council.
